Inclusive Education Junior Project Officer

Background and General Description:

In the area of Inclusive Education, an organisation is working on implementing the 10-Year National Strategy for inclusive education (IES) and a corresponding action plan, the Inclusive Education Action Plan (IEAP). To enable the organisation to carry out the activities within the IEAP, most notably that of monitoring and evaluating the outputs of the IEAP, via the Steering Structure, as well as the outputs relating to advocacy and community engagement outreach within the IEAP, the organisation is seeking to recruit an individual for the position of Inclusive Education Junior Project Officer.

Roles and Responsibilities:

 

  • Works on the Inclusive Education portfolio at the organisation, and is responsible for assisting in carrying out the activities and ensuring progress vis-à-vis the components of the Inclusive Education Action Plan (IEAP).
  • Collaborates regularly with the technical departments at  the organisation as directed by the direct/line manager.
  • Assists in the implementation the programmes and project plans of the organisation’s Inclusive Education portfolio, and works with the team working directly within this portfolio.
  • Continuously reports to the Director of Inclusive Education on the status and details of project implementation.
  • Prepares monthly progress reports highlighting the achievement of indicators and deliverables.
  • Assists in the implementation of the activities within the internationally-funded Grant that supports the implementation of components 1 and 2 of the IEAP, per the annexed project activities below, as well as monitoring and evaluating the outputs and deliverables of said grant.  
  • Communicates and liaises regularly with mid-level personnel working in ministries, CSOs and academic institutions on issues relating to inclusive education and contributes to establishing good relations with them.
  • Conducts research and prepares write-ups on best practices and lessons learnt of model practices.
  • Cooperates actively with the donor technical team as needed.
  • Conducts specific research tasks which are required for planning the implementation of projects or programmes.
  • Conducts specific tasks in connection with knowledge management for the project.
  • Supports the development and update of M&E instruments and tools.
  • Supports the organization and facilitation of workshops and meetings with the team and the partners.
  • Supports the team in carrying out other project activities.
  • Performs any other task as requested by the direct/line manager.
  • Selection Criteria: Skills, Knowledge and Experience:
  • The candidate should possess the following:
  • A bachelor’s degree/B.A. in Inclusive/Special Education or Educational Sciences
  • At least 2 years of experience in the Education Sector, preferably Inclusive/Special Education Experience.
  • Basic knowledge on the political context or the donor landscape in the education sector in Jordan.
  • Basic understanding of project management/coordination or similar experience.
  • Be a resident in the Karak Governorate, and must have some knowledge of the socio-political context of the area.
  • Previous internships in the education/inclusive education sector is desirable
  • Knowledge of research methodologies.
  • Good working knowledge of ICT technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office).
  • Flexibility, team player spirit and excellent communication skills are essential.
  • Proficient in data collection/analysis, report/publication writing and results presentation, as well as in research.
  • Fluency in Arabic with at least a working knowledge of English.
  • Experience of project management, research experience in an area related to the education/inclusive education is desirable.
  • Excellent writing and editing skills
  • Willingness to travel to other governorates in Jordan.
  • Experience and ability to cope with dynamic situation of cooperation system in the development field.
  • Experience and ability to deal with unexpected challenges.

Payment Terms and Conditions:

The project is part of the organisation’s mandated roles and responsibilities, supported by an external grant.

Annex:

Activity Package 1:

For the purpose of ensuring that the Steering Structure within the Inclusive Education Action Plan (IEAP) in all its components is properly and adequately established and functional to oversee, monitor and evaluate the implementation of the IEAP, the following activities will be conducted.

Outcome 1: Governmental, ministries, entities, civil and non-profit organisations, donors and other implementing partners successfully implement the IEAP of the 10-Year Inclusive Education Strategy.

Output 1.1: Setting up and supporting the operationalisation of a structure that steers all responsible actors in overseeing, implementing and monitoring the IEAP.

Activities:

- Creating a taskforce, made up of the implementing partners, with a clear term of reference, detailing roles and responsibilities, and supporting its work

- Following up and monitoring all the processes and decisions from the multi-level meetings of the Steering Structure.

- Supporting the processes of the existing (electronic) monitoring and evaluation system housed within the MoE.

- Developing reporting mechanisms for the multiple level processes, including:

     i. Public reporting mechanisms utilising the Communications Plan detailed in section 3.6 of this grant proposal.

     ii. Inter-ministerial periodic reports detailing the decisions and action pointers within all meetings.

     iii. Weekly meetings with members of the donor community, as necessary. 

- Training for the project taskforce team on monitoring and evaluation and reporting mechanisms.

- Conducting three seminars targeting members of the steering committee and inter-ministerial committee on topics related to universal design for learning, concepts and principles of inclusive education and other related topics.

- Subsidizing the costs of transportation and logistical arrangements associated with the training programmes targeting the organisation’s staff and the taskforce team, as well as the aforementioned seminars, including in relation to translation, simultaneous interpretation and stationery.

 

Activity Package 2:

For the purpose of ensuring that the Awareness, Media and Advocacy Component of the Inclusive Education Action Plan (IEAP) is effectively implemented, the following activities will be conducted.

Outcome 2: Key political, community and influential actors become more engaged in the process of implementing inclusive education in Jordan.

Output 2.1: Improve relationships between the key actors and the implementing partners (MOE and other donors and organisations)

Activities:

- Coordinating and liaising community-driven activities with community leaders, university-based student councils, parliamentarians, decentralised governors, municipal leaders, and religious leaders.

- Coordinating multi-level bilateral and small-group discussions targeting the following groups:

  • parliamentarian educational committee members
  • local councils within the central, northern and southern regions
  • religious leaders
  • influential youthful leaders who can ultimately become ‘inclusive education champions’

- Conducting an event to mark the International Day of Persons with Disabilities (IDPD).

 

Output 2.2: Implementing a pilot model that promotes Civil Society Organisations (CSOs)/Organisations of Persons with Disabilities (DPOs) engagement with the communities residing within/surrounding the 3 Field Directorates

Activities:

- Identify 3-4 CSOs/DPOs working in the field of disability rights or inclusive education in their own communities.

- Design and conduct trainings that focus on increasing the engagement with community members and leaders and enables the organisations to work together toward common goals.

- Together with CSOs/DPOs implement activities where the knowledge/approaches/technical expertise gained through the conducted trainings can be utilized and adopted at multiple community levels.

- Monitor and evaluate the afore-mentioned trainings and activities in order to provide recommendations on how, if possible, the implemented model can be upscaled to, or replicated, within other field directorates in Jordan.
