مسؤول القاعدة والمرافق (دوام جزئي)
السياق
أطباء بلا حدود هي منظمة إنسانية دولية خاصة وغير ربحية تكرس جهودها لتقديم المساعدة الطبية للسكان في حالات الأزمات، دون تمييز وبغض النظر عن العرق أو الدين أو المعتقد أو الانتماء السياسي. تسعى أطباء بلا حدود لتوظيف مسؤول قاعدة ومرافق لمكتبها في عمان.
نطاق المسؤوليات
تنفيذ أو الإشراف على جميع أنشطة الخدمات اللوجستية للصيانة في القاعدة (المركبات، واستهلاك الوقود، والبنية التحتية المحلية) وفقاً لمعايير وبروتوكولات منظمة أطباء بلا حدود، لضمان بقاء المواد والبنية التحتية والمركبات في ظروف تشغيل مثالية.
المسؤوليات:
- تخطيط تحركات المركبات، وتتبع الرحلات الفردية، وضمان تنفيذ إجراءات الأمن.
- تتبع استهلاك الإمدادات والوقود ومواد التشحيم المستخدمة في المرافق المختلفة (المكتب، المنزل، المتجر، إلخ).
- التحقق من صيانة المساحات المفتوحة المختلفة (الحدائق، الأفنية...) والتأكد من التخلص من النفايات المنزلية بشكل صحيح.
- التحقق من صيانة مباني ومرافق منظمة أطباء بلا حدود وضمانها، بالإضافة إلى إمدادات المياه العامة والكهرباء والجدران والأسقف وما إلى ذلك، وظروف الأمن. وفي هذا السياق، القيام بزيارات تفتيشية لتقييم احتياجات تأهيل المرافق.
- إجراء صيانة للمعدات اللوجستية لسلسلة التبريد، والطاقة، وتكنولوجيا المعلومات، والاتصالات اللاسلكية، وبشكل خاص:
- جرد وإعادة تخصيص المعدات.
- تجديد تصريح استخدام المواد اللاسلكية مع السلطات المحلية.
- التحقق من جودة العمل المنفذ على المولدات والتركيبات الكهربائية.
- إعداد طلبات نشاط قطاعه، والمتابعة، والتحقق من استلامها وحالتها بشكل صحيح.
- تنفيذ المشتريات المحلية والتأكد من أن المدير المباشر على علم بأي مشاكل تتعلق بجودة أو توافر المواد المراد شراؤها.
- المشاركة في التدريب بناءً على طلب المدير المباشر.
مسؤوليات خاصة بقسم/سياق منظمة أطباء بلا حدود
- ضمان الإدارة الفعالة وصيانة مباني مشروع ترانزيت غزة حسب الحاجة فيما يتعلق بالاحتياجات اللوجستية واحتياجات الإمداد.
- الحفاظ على بيئة آمنة ومحمية لمباني مشروع ترانزيت غزة، والمستأجرين، والزوار من خلال ضمان تطبيق إجراءات السلامة والأمن الفعالة.
- الإشراف على ودعم ضباط الأمن المسؤولين عن مباني مشروع ترانزيت غزة، وضمان التنفيذ الفعال للإجراءات الأمنية وحل القضايا المتعلقة بالأمن في الوقت المناسب.
- دعم وتقديم المشورة للمستأجرين حول أفضل الممارسات في إدارة المباني، مما يتيح الصيانة الفعالة والاستخدام المستدام لشققهم المستأجرة.
- التنسيق مع فريق الأخصائيين الاجتماعيين ومشرف الخدمات اللوجستية للمكتب القطري حسب الحاجة.
- المساهمة في إدارة المباني غير التابعة لمشروع ترانزيت غزة والقيام بمهام وواجبات لوجستية إضافية حسب توجيهات مشرف الخدمات اللوجستية للمكتب القطري.
- المساعدة في إدارة والإشراف على الفندق الجديد المخصص لمرضى ومرافقين رعاية الصحة الإنجابية (RSH)، وتوفير الدعم التشغيلي ودعم المرافق حسب متطلبات مدير مرافق مستشفى RSH.
- ضمان تحديد وتنسيق ومعالجة جميع الاحتياجات اللوجستية والإدارية لمشروع ترانزيت غزة في الوقت المناسب وبطريقة فعالة لدعم العمليات دون انقطاع.
- ضمان إعداد التقارير اللوجستية والإدارية الفعالة ومتابعة الميزانية لمشروع ترانزيت غزة، وتقديم تحديثات منتظمة ووثائق لدعم الرقابة التشغيلية واتخاذ القرار.

Base and Facility Officer (Part-time)
CONTEXT
Médecins Sans Frontières is a private, non-profit international humanitarian organization dedicated to providing medical
assistance to populations in crisis, without discrimination and regardless of race, religion, creed or political affiliation. Médecins Sans Frontières is seeking to hire a Base and Facility Officer for its office in Amman.
SCOPE OF RESPONSIBILITIES
Carrying out or supervising all maintenance logistics activities in the base (vehicles, fuel consumption, and local infrastructure) according to MSF standards and protocols in order to have the material, infrastructure and vehicles in optimal running conditions
Accountabilities:
- Planning vehicles movements, tracking individual trips, and ensuring implementation of security measures
- Tracking consumption of supplies, fuel, lubricants, used in different facilities (office, house, store, etc.).
- Checking the maintenance of the various open spaces (gardens, courtyards...) and ensuring that domestic waste is correctly discarded
- Checking and ensuring the maintenance of MSF premises and facilities, as well as the general water supply, electrical, walls, ceilings ect. and security conditions. In this sense, making inspection visits to assess the rehabilitation needs of facilities.
- Performing maintenance of logistics equipment for cold chain, energy, IT and radio communications, in particular:
- Inventories and the reallocation of equipment.
- Renewing the authorization to use radio material with local authorities.
- Checking the quality of the work carried out on generators and electrical installations.
- Preparing orders for his sector activity, do the follow-up, and checking their proper reception and state.
- Carrying out local purchases and ensuring that the line manager is aware of any problems linked to the quality or availability of the items to be purchased.
- Participating in training at the request of the line manager.
MSF Section/Context Specific Accountabilities
- Ensure effective management and maintenance of the Gaza Transit Project premises as needed in terms of logistic and supply needs
- Maintain a safe and secure environment for the Gaza Transit Project premises, tenants, and visitors by ensuring the effeictive safety and security measures in place
- Oversee and support the Security Officers responsible for the Gaza Transit Project premises, ensuring the effective implementation of security procedures and timely resolution of security-related issues
- Support and advise tenants on best practices in premises management, enabling effective maintenance and sustainable use of their rented apartments
- Coordinate with the Social Worker Team and the Country Office Logistics Supervisor as required
- Contribute to the management of non-Gaza Transit Project premises and undertake additional logistics-related tasks and assignments as directed by the Country Office Logistics Supervisor
- Assist in the management and oversight of the new hotel designated for RSH patients and caregivers, providing operational and facility support as required by the RSH Hospital Facility Manager
- Ensure that all logistics and administrative needs of the Gaza Transit Project are identified, coordinated, and addressed in a timely and effective manner to support uninterrupted operations
- Ensure effective logistics and administrative reporting and budget follow-up for the Gaza Transit Project, providing regular updates and documentation to support operational oversight and decision-making.
