Job Title: Referral Focal Point FSR # 505
Location: Karak and travels to Ma'an,Tafila , Quwera, and Aqaba

Job Summary
Seeking an individual with a minimal secondary school, diploma, college or bachelor's degree and a strong foundation in medical terminology, ideally a skilled nurse, paramedic, or healthcare professional, to play a pivotal role in our project. You will be responsible for managing medical referrals from refugees' camps, facilitating the processing of hospital admissions under referral and cash for health, establishing robust professional connections with different hospitals departments to facilitate the work, and provide proper counseling for refugees in accessing national health care system. This requires full awareness about the policy of refugees accessing the ministry of health facilities and the national health system structure.

Main Tasks and Responsibilities 

Referral Support:
1. Supporting Referrals:

  • Ensure that hospitals and medical facilities receiving referred patients meet IMC's minimum quality standards.
  • Monitor referred patients closely, utilizing personal visits or phone calls.
  • Conduct thorough follow-up for each referred patient and document outcomes in the designated records.
  • Maintain updated financial and medical records for patients in the electronic system.

​​​2. Primary Point of Contact:

  • Act as the primary liaison for refugees, which involves receiving and inputting documents, biographical data, and medical information into the electronic system.
  • ​Provide comprehensive counseling to patients and circulate decisions related to their cases.

3. Establishing Professional Relationships:

  • Develop and maintain professional relationships with medical providers and facilities within the designated area.
  • Keep an up-to-date portfolio of available services and potential costs.
  • Maintain ongoing communication with healthcare providers to ensure quality patient care, patient acceptance, and smooth referrals.
  • Regularly visit and update information on new medical facilities that could be beneficial for our operations

4. Patient Confidentiality:

  • Uphold the utmost patient confidentiality, ensuring the privacy and security of all referred patients' information.

5. Coordination and Documentation:

  • Collaborate with referral staff to fulfill new referral requests, including providing essential medical reports and other necessary documentation.
  • Supply referral staff with required medical reports, investigation results, and progress notes.
  • Conduct daily follow-up on admitted cases and communicate updates to referral doctors.

6. Admission Support:

  • Coordinate and assist referred patients in the admission process and facilitate access to the necessary medical services.
  • Address any issues that may arise during the care of admitted patients.

7. Appointment Reservation:

  • Manage the reservation of medical appointments for referred patients with healthcare providers, ensuring timely scheduling and coordination to meet patient needs and availability.

8. Follow-Up and Tracking of Suspected Judicial Cases:

  • Continuously monitor and track suspected judicial cases among referred patients, maintaining accurate records and collaborating with legal entities or authorities as required.

9. Uploading Financial Receipts for Admission Cases:

  • Ensure the systematic uploading of financial receipts into the electronic system for all admitted cases, providing a clear and organized record of financial transactions related to patient admissions.

Cash for Health (CFH) Support:
1. Primary Liaison with Approval Hubs:

  • Act as a primary point of contact between the patient upon admission to the governmental hospital and cash for health hub, compiling and submitting the patient's comprehensive file, including biographical and medical data, for processing by the relevant hub.
  • Ensure the proper organization and management of all documentation related to cash for health processes, maintaining a well-structured file system for easy access and retrieval.

2. Patient Progress and Follow-Up:

  • Continuously monitor and support the patient during their hospital admission, providing the hub with regular progress reports for prolong admissions. Additionally, facilitate the follow-up process after admission to ensure the timely provision of necessary discharge reports and invoices. Ensure support for the patient in providing any additional documents (lab results, invoices, and imaging studies).

3. Proper counseling on the cash for health procedures:

  • Ensure proper counseling for refugees on the cash for health procedures including cash recipient, money collection procedure, and provide feedback on any cash collection problems.

4 Conflict Resolution:

  • Act as a mediator in case of disputes or conflicts between the governmental hospital and the patients, For example, wrong charging rates and provision /issuance of necessary documents.

5. Counseling support:

  • Conduct counseling for refugees at points of contacts in the hospitals on their medical needs including securing medications, coverage for hospital admissions (including. emergency and elective procedures), accessing lab and imaging procedures, and accessing ministry of health primary health care centers.
  • On ad-hoc basis will be required to support in town hall meetings, help desks and engage with community support committees to do counseling for refugees and Asylum seekers holders.

Additional Duties:

  • Be responsive to any additional tasks and responsibilities requested by IMC to support the successful execution of our mission.
  • In this role, your dedication to ensuring quality care, maintaining patient confidentiality, and fostering positive relationships with medical providers are essential components in facilitating successful referrals and healthcare support.

​​Minimum Requirements:

  • Minimal secondary school, diploma in any field.
  • Worked with MOH facilities in similar roles (focal point, focal person, public relation focal point, clinic focal etc).
  • Resident of work location or adjacent governorate (Specifically Mafraq, Ajloun, Jerash).
  • Minimal Experience: NGO experience for two years is a must.
  • Strong Organizational and Communication Skills: Demonstrated competence in organizational skills and effective communication.
  • Computer Proficiency: Proficiency in using computer software, including Microsoft Office applications such as Outlook, Word, and Excel.
  • Independence and Proactivity: Capable of working autonomously and independently with a proactive attitude, showing initiative in assigned tasks.
  • Ethical Conduct: A commitment to respecting and applying ethical principles, particularly confidentiality in handling sensitive medical information.
  • Professional Demeanor: A courteous, honest, and professional demeanor in all interactions and correspondence.
  • Interpersonal Skills: The ability to communicate and relate effectively with physicians and other clinical staff, fostering positive professional relationships.
  • Alignment with IMC Values: Familiarity with and acceptance of the International Medical Corps (IMC) charter and values.
  • Proficiency in English: A good command of the English language for writing, understanding, and verbal communication.
