The Near East Foundation (NEF) is seeking candidates for an Finance Officer, to be based in its Jordan Office. NEF is a non-profit international development organization that has supported livelihoods recovery and community-based economic development in the Middle East, Africa, and Caucasus since 1915. NEF draws on local teams, experience, and partnerships in these regions to create community-led solutions to reduce poverty, create economic opportunity, and empower conflict and crisis-affected groups to improve their future outlook and wellbeing. Working through a network of country offices and local partners, NEF has operations in ten countries: Armenia, Jordan, Lebanon, Iraq, Mali, Morocco, Palestine, Sudan, South Sudan, and Syria. HQ offices are based between Syracuse, NY, Washington, DC, London, UK, and Brussels, Be.  Our programs are organized around three pillars: Inclusive Economic Development, Climate-resilient Development, and Stabilization and Peacebuilding.

Position Description

The Finance Officer is a member of Near East Foundation team in Jordan, reporting directly to the Finance Director. This is a finance and accounting position responsible for all day-to-day accounting entries and is also responsible to ensure that all accounting, procurement compliance, and other cost related activities are performed in accordance with NEF policies, donor and local regulations.

Responsibilities

The Finance Officer will have the following responsibilities:

●      Compile entries into the accounting software daily and ensure records are booked at the country office level.

●      Lead & Control the cash flows from Country Office to area/field operations and any other payments through the banks.

  • Submitting monthly cash requests to the Head Office.

●      Verify procurement process by reviewing invoices for accuracy and ensuring that appropriate procurement authorization and supporting documentation are attached and in accordance to NEF procurement process;

  • Ensures there is proper supporting documentation for all payments and accounting entries.

●      Review all staff expense reports and advance requests to ensure compliance to NEF policies prior to payment.

●      Maintain control of petty cash and reconcile monthly.

●      Assist in the preparation of disbursement vouchers, checks and bank transfer requests and ensure all the supporting documentation is attached and bank account information are correct and updated.

  • Act as focal point between HQ and Field Office for all issues related to cash requests, and ensure all communication is stored and secured.
  • Prepare reconciliation for the balance sheet accounts and responsible for clearing the outstanding items.
  • Follow up with Implementing partner on financial reports, reconciliations, payments, supporting documentation and registration of entries.

●      Support the Finance Director in the preparation of annual audits and quarterly forecasts.

  • Performs other duties as assigned by Supervisor.

 

Scope of the position:

Staff:   1 Finance Director, 1 Senior Accountant, finance field offices staff, program staff in country and area offices.

Stakeholders:  Banks, Finance and Programme Staff in Area Offices.

Budgets: No budget responsibilities. 

Qualifications and Requirements:

The successful Finance Officer must be a self-directed individual with the following qualifications:

●       Bachelor’s degree in accounting, Finance or related field, or equivalent combination of education and work experience. 

●       4-6 years finance and accounting experience preferably from the International NGO sector.

●       Current knowledge of local regulations related to accounting, payroll and benefit administration, and taxes as they apply to International NGOs.

●       Effective team player, able to develop and maintain effective working relationships within a distributed and dynamic team.

●       Competence with accounting software, preferably Sage Intacct and with MS Office applications, including Word, Excel, and Outlook. 

●       Proficiency in written and oral English and Arabic required.

●       Able to read and interpret documents and communicate with others as necessary to perform job duties effectively.

●       Strong interpersonal skills, training and capacity building skills.

●       Strong numerical skills and attention to detail.

●       Flexibility in accepting work assignments, while maintaining focus on critical tasks.
