The Community Health and Nutrition project aims to improve the nutritional status of pregnant and lactating women and children under the age of two in three target governorates in Jordan. The project seeks to support child and maternal health and nutrition by improving breastfeeding practices, introducing appropriate complementary foods at the right time, and ensuring appropriate child spacing through postpartum family planning and continued adoption of modern forms of contraception. This position will be based in Amman, Jordan

Job Description:

The Senior Operations Officer supports a variety of operational activities under the Community Health and Nutrition Project. He/she ensures defined functions of the program under both procurement and grants components are well-organized and compliant. Duties may include preparation of documents and reports, compiling records, organizing / maintaining files, and assisting other departments.

Specific duties include but are not limited to:

Procurement:

  • Manage and implement procurement actions from start to finish. This includes solicitation processes for acquisition of goods and services; analyzing the offers and making recommendations; compares prices, specifications, and delivery dates to determine the best bid among suppliers, follow up with successful and unsuccessful bidders; and documenting the solicitation/selection process.
  • Assist in designing RFQs and RFPs as assigned.
  • Generate purchase orders ensuring all required documentation is entered into the Digital Process Automation system (DPA) and saved in SharePoint folders in line with FHI360 policies.
  • Obtains certifications of delivery and conducts check against orders.
  • Checks and approves invoices for orders placed.
  • Assist in managing the subcontract processes including (convening the Evaluation committee, assisting in preparing the neg memo’s, conducting PAT …etc.).
  • Maintain and update the commitment and procurement trackers.
  • Organize and support all aspects of CHN events including identifying and procuring venues and services, procuring event materials, assisting with logistical support etc.
  • Receive and review vendor invoices for accuracy and submit to the Finance team along with the required supporting documents for payment.
  • Conducts inventory regular check to ensure what accuracy of records.
  • Any other tasks requested by the Senior Operations Manager linked to operations.

Grants:

The Senior Operations Officer will support the grants team during the different phases of issuing the grants and contributing to the different phases as assigned.

  • Pre award:
  • Support the orientation sessions for new grantees.
  • Prepare needed documents for the grant evaluation committee for assigned grants competitions.
  • Assist in the preparation and gathering of documentation required to complete the due diligence process for short-listed grantees, as assigned.

 

  • Post Award:
  • Review subaward financial reports submitted by grantees monthly ensuring that all financial transactions are correctly supported and that all grants’ vouchers are processed in a timely and efficient manner.
  • Create awarded grantees files and ensure that all grants’ documents are scanned and uploaded on SharePoint as assigned.
  • Maintain and update the different grantees’ trackers.
  • Assist in the closing out of grant agreements, as needed.
  • Any other tasks requested by the Grants Manager linked to Grants.

Minimum Requirements

  • A bachelor’s degree or its international equivalent in finance, business administration,

accounting, or related field.

  • Minimum of 3 years of experience working in or with the NGO sector, preferably with a large international development NGO.
  • Demonstrated experience in procurement and grants.
  • Demonstrated familiarity with US government procurement and grants management policies, rules and regulations.
  • Demonstrated interpersonal skills and ability to engage directly with vendors and counterparts.
  • Ability to work effectively in a highly collaborative team approach.
  • Excellent communication and organizational skills
  • Strong written and verbal English and Arabic communication skills.
  • Must be able to be to work under pressure to meet deadlines.
  • Must be able to multi-task, re-prioritize and work independently.
  • Must have a high level of attention to details and ability to analyze and interpret data, identify errors, and prepare reports.
  • Must have demonstrated excellent computer skills.
