International Orthodox Christian Charities (IOCC) is an international non-governmental development and relief organization that responds, without discrimination, to those who are suffering and in need, to enable them to continue to improve their own lives and communities and to have means to live with dignity, respect, and hope.


IOCC seeks Project Manager to lead implementation of shelter and economic empowerment project(s) that provide emergency cash assistance to address shelter needs in the host community; support and equip refugee and vulnerable Jordanian women in supporting shelter rehabilitation in their communities; and conduct new shelter construction and upgrades to refugee shelters in Azraq Refugee Camp.

 

  1. SUMMARY

The Project Manager will work under the direction of the IOCC Country Representative in the programmatic, financial, and compliance management of IOCC’s project(s) in Jordan. The Project Manager will have a particular focus on shelter and economic empowerment activities. This will include overseeing a team and local actors in providing emergency cash assistance to address shelter needs in the host community; supporting and equipping refugee and vulnerable Jordanian women in supporting shelter rehabilitation in their communities; and conducting new shelter construction and upgrades to refugee shelters in Azraq Refugee Camp. The Project Manager will ensure the technical quality of IOCC’s work in Jordan, as assigned. 

 

Day-to-day tasks include planning and implementation of project(s) and activities, development and implementation of project management and monitoring and evaluation (M&E) tools and plans, and supervision and monitoring of assigned IOCC staff. The Project Manager is responsible for compliance with donor and IOCC policies, procedures, and regulations. The Project Manager will lead report writing for assigned project(s) and support proposal development, as requested. The Project Manager will represent IOCC externally, in coordination with and at the direction of the Country Representative. Additionally, the Project Manager will contribute to strategic initiatives and complete special projects, as assigned. 

 

II.        PROJECT MANAGER RESPONSIBILITIES:

 

Representation

  • Represent and serve of the voice of IOCC in assigned coordination/working groups, forums, and meetings with donor, NGO, UN, government, local church, and other representatives, as appropriate, and ensure the Country Representative is fully briefed 
  • Organize visits by donors, IOCC staff, and other stakeholders to project sites

Leadership and Management of the Program/Projects

  • Lead the implementation of assigned project(s) in accordance with the mission and goals of IOCC, IOCC and donor regulations, grant agreements and modifications, project timelines, work plans, and budgets to meet objectives and serve targeted populations
  • Oversee the day-to-day implementation of assigned project(s) with frequent visits to the field while serving as the primary liaison between project(s) and IOCC management
  • Monitor project agreement(s) and donor requirements, ensuring that all terms and conditions are met and implementation is in compliance with IOCC and donor policies and procedures
  • Complete and ensure submission of accurate and timely internal and external reports
  • Support the selection of, coordinate with, monitor, and support capacity building of IOCC’s partner organizations, local NGOs, and community-based organizations (CBOs) involved in implementation of project activities
  • Conduct data quality assessments of project files – programmatic, financial, and MEAL – ensuring full and proper documentation is place and compliance with donor and IOCC requirements, ensuring that files correspond with field reporting and properly support payment requests, and taking steps to address problems with data quality, if identified
  • Lead M&E of assigned projects, including development and use of proper M&E plans and tools, in coordination with the IOCC’s Monitoring, Evaluation, Accountability, & Learning (MEAL) Coordinator

Business Development

  • Build and maintain relationships with key stakeholders to promote future business development opportunities
  • Support (and, as assigned, lead) the concept note and proposal development process from concept inception through submission, including assessment, writing, and budgeting
  • Support IOCC Jordan in strengthening its evidence base, including implementing assessments and using previously collected data, for project design

Financial Management

  • Ensure that project activities operate within approved budget(s) and carefully monitor expenditures in coordination with project timelines
  • Support the Finance & Administration Manager in completion of financial reports
  • Work closely with IOCC Country Representative, Finance & Administration Manager, and other relevant staff on implementation of project-related procurements, including (but not limited to) selection of appropriate suppliers and contractors, ensuring good procurement practices are followed, and adherence to IOCC and donor requirements

Human Resource Management

  • Manage and supervise assigned staff for implementation of assigned project(s)
  • Support the capacity building of field staff through on-the-job coaching and mentoring, as well as developing and holding trainings for staff and local partners

Security Management

  • Adhere to and ensure that IOCC Jordan’s Safety & Security Plan is implemented throughout project planning, design, implementation, monitoring, and evaluation
  • Maintain an up-to-date knowledge of IOCC and donor safety and security procedures and oversee implementation of such procedures at the field level

 

JORDAN - Country Specific

  • Provide relevant technical expertise, including technical input and guidance, to IOCC management, IOCC staff, partners, contractors and sub-contractors, and others
  • Stay abreast of humanitarian, political, social, and other developments that may impact IOCC’s activities in Jordan and share relevant information within the IOCC Jordan office
  • Perform other duties as assigned or required


III.       CONTACTS & KEY RELATIONSHIPS

  • IOCC Country Representative –Coordinate implementation, monitoring, and reporting of assigned project(s) and tasks, as well as assigned special initiatives
  • IOCC Finance & Administration —Coordinate financial oversight of project activities, as well as project-related payments, administrative issues, procurement, and budget tracking
  • IOCC project staff – Oversee, manage, and support capacity building
  • Partner organization(s) – Supervise selection of, implementation of assigned project activities, and support capacity building
  • Donors – maintain strong, positive relationship, facilitate adherence to project obligations, and set stage for business development opportunities, in coordination with the Country Representative

 

IV.       QUALIFICATIONS

 

Knowledge and Skills: Strong organizational and analytical skills with the ability to develop and execute work plans and monitor progress towards goals; excellent communication skills, both written and verbal, including the ability to effectively present information to diverse stakeholders; computer skills (particularly Microsoft Word, Excel, PowerPoint, and Outlook); ability to work collaboratively with a multicultural and interdisciplinary team, including coordinating with multiple stakeholders and partners; data collection, sorting, and analysis; fluency in Arabic and English (spoken and written) required; ability to adapt to changing priorities and manage multiple tasks simultaneously; technical shelter expertise required with a degree in engineering or architecture a plus.

 

  • :  Ability to build strong personal and organizational relationships across a wide range of stakeholders, including internal and external staff, other organizations, and other contacts; sensitivity to cultural conditions and practices; adherence to procedures, regulations, local laws, and other requirements; ability to think strategically, analyze issues, and make appropriate recommendations; ability to maintain confidentiality and handle sensitive information with discretion; ability to manage teams and empower staff; ability to operate within changing and challenging contexts; project and financial management.

 

  • :  A minimum of five years’ experience, working for a national or international NGO.  Senior level project implementation experience required, project management experience a plus. Familiarity with project management, as well as budgeting, financial management, and cost analysis. Experience working in non-traditional work environments, such as a refugee response and/or in a refugee camp, a plus.  Experience with gender mainstreaming in projects required, experience implementing gender-specific projects a plus.

 

  • :  University/college degree in relevant field – such as Engineering, Architecture, or International Development – required.  Valid driving license required.

 

V.        WORKING CONDITIONS

  • The position is located in Jordan. Travel within the country is required (refugee camp and host community locations) with potential international travel, as needed
  • Awareness of local customs and security situation and conditions
