JOB DESCRIPTION

What we are looking for:

A highly qualified and self-driven Safe & Inclusive Programming (SIP)/Protection Mainstreaming Adviser ensuring the implementation and institutionalization of the NRC’s SIP toolkit and standards within all Syria Response Office (SRO) programmes and support departments and will provide advice on humanitarian principles and protection mainstreaming issues in relation to NRC SRO’s current and planned areas of activity in Syria.

What you will do:

• Safe & Inclusive Programming and integrated protection mainstreaming approaches. The Advisor will support safe and inclusive programming within NRC SRO, through the roll out of toolkit, trainings, and support to clear progress against CO and AO action plans.
• Programme protection mainstreaming (and SIP) analysis. Support evidence-based analysis of protection risks and concerns in NRC programmes, for use in sitreps, reports, programme design and advocacy. 
• Strategy Development. Contribute to the development of NRC’s programme and advocacy strategies and ensure the sufficient consideration of SIP risks and mitigation measures at Area Office and Country Office level. Institutionalization of SIP + in SRO’s 2022-2025 Protection Strategy.
• Programme Quality. Provide technical advice to the programme and support teams throughout the programme-cycle through review of SIP checklists, PDMs/PSMs and recommendations on bridging identified gaps. This is to ensure adherence to the relevant standards during planning, implementation, and monitoring of NRC’s programming. Ensure complementarity with further initiatives aimed at ensuring programme quality including MEAL and technical units.
• Integrated Programming. Provide guidance and support on people centered approach throughout SRO’s integrated programs.  Including advice on project design, community engagement, resource mobilization, and outcome monitoring.
• Community Engagement: Lead and advise programmes on sound community engagement approaches, particularly in integrated programmes, and work with CCs to foster an institutionalization of community engagement in all programmes. Ensure NRC available resources (e.g Community Coordination Toolbox – CCT) are contextualized and used to facilitate Community Engagement process.
• Grant Processes. Review and provide SIP/protection related inputs (such as gender inclusion) to concept notes, proposals, grant agreements, and reports.
• PSEA and child safeguarding. Support the institutionalization of Head Office guidance and capacity building in relation to Preventing Sexual Exploitation and Abuse and Child Safeguarding (CSG), for NRC staff, facilitators, and community-based workers (CBWs), in coordination with HR and Risk and Compliance departments. 
• Referral pathways: Contribute to the development of referral pathways through technical support of the SOP development, ensuring that SIP elements are integrated. Support dedicated Referral trainings for all staff and monitor and report on progress.
• Complaints and feedback mechanism (CFM): Support Accountability team in CO and AOs in responding to CFM, CFMM, especially protection-related cases.   
• Humanitarian Principles and Safe programming: Provide guidance and support to all NRC CO and AO staff in relation to the use of tools to monitor ongoing adherence of Safe and Inclusive programming and Humanitarian Principles. Measure impact of the SIP programming through the SIP action plan and communicate with CMG to allow decision making and strategic thinking, as required.
• Representation. Assist the Head of Programmes if requested, to provide technical SIP input to donor or external meetings. 
• Ensure that SIP analyses are available and with the CMG, to allow evidence-based advocacy internally and across the Humanitarian Coordination System.

What you will bring:

• Bachelor’s degree in relevant field is required. Master's degree in related field is desirable
• Minimum 3 years’ experience in related programming in conflict / post-conflict environments.
• Experience working in complex and volatile contexts. Knowledge of the context in Syria is highly preferable.
• Strong knowledge and experience of leading protection mainstreaming activities and community engagement approaches
• Knowledge of global protection standards and approaches.
• Experience in developing and delivering high quality SIP/protection-related training and tools to support practical implementation of SIP standards. 
• Experience in working with field teams and partners and supporting development of their organisational and programmatic SIP/protection capacities.
• Ability to think strategically and constructively and to apply these skills in developing frameworks and guidelines to support institutionalization of protection mainstreaming.
• Strong communication skills and ability to build trust and confidently navigate both internally and externally at different levels.
• Knowledge about own leadership skills/profile with documented results related to the position’s responsibilities.
• Fluency in English, both written and verbal. Knowledge of Arabic is a strong added value.

• Duty station: Amman Jordan
• Contract: Until end of December (Renewal is subject to performance and funds availability)
