Investment Planning Specialist

PROJECT BACKGROUND 

The USAID Municipal Support Program (USAID MSP) is a five-year program supported by USAID/Jordan, awarded in August 2022, and implemented by DAI Global LLC. The overall goal of USAID MSP is to strengthen municipal-sector service delivery and promote Local Economic Development (LED) in Jordan. The USAID MSP team will achieve this goal through the following interventions: Outcome 1: Inclusive local administration strengthened, and Outcome 2: Capital investment for municipalities increased.

USAID MSP utilizes approaches that address structural issues, systems, processes, interrelationships, behavior, and organizational culture change. USAID MSP aims to strengthen municipal-sector service delivery by supporting improved governance and organizational culture across three interventions: key policy and service delivery reforms, municipal sector public financial management, and community engagement.

The program will support increased capital investment in Jordan’s municipal sector with the goal of catalyzing local economic opportunities and strengthening service delivery by supporting improved development planning, facilitating investor partnerships, increasing access to finance, and supporting renovation and construction of fixed assets including the provision of material resources. Foundational to these efforts, USAID MSP will leverage and institutionalize the participation of marginalized groups, including women, youth, and persons with disabilities, in municipal-level decision-making. Participatory planning will improve marginalized groups’ access to public services and increase their economic opportunities. USAID MSP will work across all of Jordan’s governates.

POSITION DESCRIPTION 

The “Investment Planning Specialist” will be responsible for working and collaborating extensively with municipalities across Jordan. He/she will work closely with the Outcome 2 Capital Investment Lead and with stakeholders to develop & implement investment plans, enhance accessibility and mobilize finance, and plan & execute projects related to infrastructure development, capital investment and partnerships. 

KEY DUTIES AND RESPONSIBILITIES 

  • Work closely with stakeholders and Outcome 2 Capital Investment Lead to develop and operationalize investment plans, facilitate financial mobilization, conduct needed assessments & consultations, and identify, prioritize, and prepare municipal-specific investment projects.   
  • Support the development of a pipeline for municipal investments and partnerships.
  • Assist in analyzing and preparing partnerships that leverage municipal assets, ensuring they are sustainably planned, negotiated, and implemented.
  • Support in reviewing and validating business plans and feasibility studies.
  • Map and engage with chambers, business associations, civil society organizations (CSOs) to identify collaboration opportunities aimed at advancing local capital investment activities (Outcome 2).
  • Foster collaborations with development organizations, NGOs, and other relevant entities to leverage resources and expertise.
  • Collaborate with local authorities, stakeholders, and communities to understand their needs and perspectives, facilitate meetings and consultations to gather input and feedback on development and capital investment projects.
  • Collaborate closely with the private sector and relevant stakeholders to facilitate inclusive public-private dialogues (PPDs), aimed at removing investment barriers, promoting inclusivity, and fostering coordination and development of diverse activities to achieve Outcome 2 activities.
  • Research successful municipal development models and best practices.
  • Collect, analyze, and interpret relevant data to track progress and measure the impact of the local Capital investment activities (Outcome 2).
  • Support and follow up on the local Capital investment activities (Outcome 2) as needed and agreed upon with MSP senior management. 
  • Coordinate with MSP ISF Manager to ensure activities move forward with buy in and support of municipalities, private sector, etc. 
  • Perform other related tasks as assigned by the Outcome 2 Capital Investment Lead.

 

  QUALIFICATIONS 

  • Bachelor’s degree in related field.
  • Six to ten years of related professional experience.
  • Prior knowing and experience in financial modeling is preferred.
  • Prior experience working with municipalities is highly preferred.
  • Experience working with USAID or other international donors highly preferred.
  • Must have excellent English and Arabic language proficiency, verbal and written
