Education Technical Coordinator Syria Response Office

The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water, sanitation, and hygiene sectors. The Norwegian Refugee Council has approximately 9000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs.
The purpose of the Education Technical Coordinator position is to provide specialized technical expertise to support the effective implementation of education projects. This role primarily focuses on the technical aspects of program delivery, ensuring adherence to quality standards and sectoral best practices. While the position generally does not involve direct management of staff, there may be instances where it includes limited management responsibilities, such as overseeing the educational performance of educators within the educational framework in the Whole of Syria (WoS) context.
Duties and responsibilities
Generic responsibilities
-Ensure compliance with NRC policies, guidelines and standards
-Ensure compliance with CC strategy, tools, handbooks, guidelines and standards
-Education specific technical responsibility for implementation of technical activities of Education project(s)
-Education specific technical responsibility for tracking of financial expenditures for technical activities of Education project(s)
-Education specific technical responsibility for the quality control and monitoring of project activities
-Education specific technical responsibility for project documentation of technical activities of Education project(s)
-Provide specific technical support and capacity building towards project staff
-Provide specific technical analysis and feedback to NRC representatives in coordination forums
-Assess, promote and document ideas for technical improvement and further program development options
-Ensure that projects target Participants most in need, and explore and asses new and better ways to assist
-Promote the rights of IDPs/returnees in line with the advocacy strategy
Specific responsibilities
The Education Technical Coordinator will be responsible for overseeing the technical aspects of the education program, ensuring the quality and relevance of educational content and methodologies. Responsibilities will be tailored to the specific context, phase of operation, strategic focus, and type of program intervention. These responsibilities will evolve as needed based on changes in the context or program requirements.
-Support programs in developing appropriate pedagogical approaches, including Social and Emotional Learning (SEL), teaching and learning materials, curricula, and tools, ensuring consistency and alignment across camps and host communities.
-Design systems and tools for conducting quality assurance checks on curricula and instruction, identifying gaps in skills/tools, and ensuring effective resolution.
-Ensure the integration of gender, protection, and conflict-sensitive considerations into program curricula and approaches.
-Design and implement capacity-building plans for Education and Youth staff, as well as facilitators, to improve program delivery and quality.
-Create engaging educational books and workbooks with compelling visuals and content to enhance learning outcomes.
-Document all quality assurance tools and reports and ensure the proper storage of curricula and tools on Office 365.
-Develop specific Core Competency technical guidance, tools, and mechanisms to support program implementation.
-Develop training modules and provide targeted technical learning and/or training for project staff to enhance capacity and performance.
-Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards and principles within NRC and among participants served by NRC, ensuring compliance and awareness.
Qualifications
Generic professional competencies for this position:
-Minimum 3 years of experience from working within educational technical expertise area in a humanitarian/ recovery context.
-Bachelor’s degree in education, pedagogical, International Development, Social Sciences, or a related field.
-Previous experience from working in complex and volatile contexts.
-Core competency expertise
-Extensive experience with INEE standards, gender and protection mainstreaming.
-Documented results related to the position’s responsibilities.
-Fluency in English and Arabic, both written and verbal
Context/specific skills, knowledge and experience:
-Demonstrated experience in curriculum design, pedagogical approaches, and educational materials development.
-Knowledge of education quality assurance systems, tools for monitoring and evaluation, and technical guidance development.
-Experience in developing and delivering training materials and sessions for staff and facilitators.
-Knowledge of the context in Syria and/or neighboring countries
-Experience in designing curricula and tools for quality assurance.
-Experience with education Programme development
-Proficiency in Arabic language
