Overall Purpose
|
- The Health Programme focuses on health finance interventions (e.g. cash for health), and working on behaviour change communication under the community health component and in partnership with the local actors, The Senior Health Officer - Behavior Change Communication would be expected to:
- Provides social and behavior change communication (SBCC) technical assistance to Medair’s BCC project.
- Coordinate, facilitate, implement, monitor, and supervise the BCC activities, community-based promotion, mobilization, and referral activities related to the Health Programme and in line with the program objectives and log frame
- Provide practical and technical guidance to the community health outreach teams in the project area.
- Encourage beneficiary participation
- Liaise and coordinate with other stakeholders- Input to the development of new health projects and reports
- Manage the partnership with the local partner under the BCC activities

Project Overview
|
- Medair is implementing emergency response and recovery projects to address the health needs of communities affected by the Syrian crisis and other conflicts in the Middle East and the surrounding region. The projects are being implemented in a complex context in rural and urban (non-camp) settings. Great focus is required on capacity building of local staff and coordination with the UN, NGO system, and CBOs to assess and respond to needs in a complex and quickly evolving context.
- Focus on ongoing health BCC projects, ensure quality implementation, and build on existing partnerships.
- Working closely with partner organizations in joint implementation
- Capacity building the Ministry of Health and Community-Based Organizations.

Major Duties and Responsibilities
|
- Provides technical oversight and assistance to the project in the areas of social and behavior change communication (SBCC), capacity strengthening, community mobilization, and advocacy.
- Leads and contributes to the development of SBCC strategies for a variety of focal audiences.
- Leads and contributes to the planning, design, and implementation of SBCC activities at community and institutional levels.
- Devlope evidence based model for SBCC.
- Develops and tests materials; working with, and providing technical direction to creative team.
- Designs, drafts, tests, finalizes, places, and monitors mass and other media in support of program activities
- Develops and improves upon tailored training curriculums for a variety of focal groups and implementation of cascade trainings with CHVs and local partners
- Serves as a technical resource in SBCC for staff and CHVs . Provides training, support, and direction to strengthen approaches, materials, and activities.
- Oversees and provides technical support toward the process of documentation of best practices and develops and distributes case studies and project briefs to highlight SBCC activities.
- Work with the local partners to implement high quality BCC programmes
- Strengthen the capacity of the local partner staff on BCC activities
- Monitor and supervise the implementation of BCC activities by the local partner
- Drives and provides assistance toward the development of project deliverables, work plans, and reports.
- Ensure close collaboration with coordinators from other NGOs and working groups where necessary.
Community preparation / liaison
- Establish relationship of respect and trust with communities, health facilities, CBOs and other agencies.
- Liaise and coordinate with other agencies, partners and MoH on referrals that are made through the health programme.
- Promote the programme within communities, especially integrating community leaders and decision makers
- Coordinate and liaise with existing societies and community based organizations in project area
Training
- Assist the Health Project Manager and Health Manager in developing a plan for training and refresher training of CHVs and health staff and local partners related to SBCC activities.
- Set up and conduct trainings and refresher trainings on Reproductive Health, Mother and child care, Infant and Young child Feeding practices, exclusively breastfeeding, family planning, anaemia prevention, NCDs, outbreak prevention, psychosocial support, Sexual Gender Based Violence, behaviour change communication, referrals and ODK/data entry on tablets.
Supervision and Line Management
- Management, training, supervision and capacity building of health officers and CHVs, CBOs and local partners in addition to liaising with team members inside and outside the project; health team, Cash and Case Management team, finance, procurement, admin and HR.
- Line-manage health staff of the assigned projects, including day-to-day management, development and training, appraisals, etc.
- Provide coaching and technical supervision to staff and local partner in order to develop ownership and full responsibility for health activities.
- Assess the training needs of health staff and local partners and ensure that appropriate training is conducted.
- Attend regular staff meetings and contribute in discussions regarding the programme
- Willingness to support other Medair programmes when required.
- Ensure that appropriate health, nutrition and general education is given to the beneficiaries in a respectful manner.
- Keep records of supervision and actions taken from own activities and activities of the CHVs
- Write weekly and monthly reports on community outreach and health activities according to Medair standards
- Build relationships with authorities, communities, CHVs, health facilities, CBOs and support negotiation and problem solving when needed
- Conduct a programme review meeting with the local partners related to BCC activities
- Review the submitted reports from the local partners and provide the feedback
Data collection and Open Data Kit development
- Develop appropriate Open Data Kit forms in collaboration with the Health Project Manager/ Health Manager
- Train health officers and CHVs on using ODK on tablets
- Ensure data analyses on a monthly bases
- Update health data base for all project services in coordination with the MEAL department.
Other Responsibilities
- Provide input in future planning and preparation process, proposals and report writing.
- Assist in carrying out assessments/surveys baseline household surveys
- Attend and participate in coordination meetings related to health, and other meetings as required on Medair’s behalf and as delegated by the Health Project Manager. Representing Medair and feeding back to the Health Project Manager/Health Manager
- Ensure that gender and protection mainstreamed in the programme
- Participate in the coordination with all stakeholders including donor, government partners, CBOs, other NGOs and beneficiaries on the implementation plan of the program, in addition to communicating with other NGOs that are able to fulfill beneficiary needs that are outside the program design.
Person Specification
Qualification / Experience
Vocational qualification:
Essential: Bachelore degree in Clinical area (nurse, Nutritionist, Pharmacist or doctor) , Public health , Community health .
Desirable: Master’s Degree in Public Health , community health
Work experience
Essential:
- 2 years post-qualification medical professional experience
- one year experience in same role in the projects of behaviour change communications
- Experience in planning and facilitating health activities incl. community health, public health and reproductive health)
- 2 years experience with NGOs, community based interventions, previuos experience with volunteers and refugees.
Desirable:
- More than one year experience in BCC
Languages:
- Fluency in spoken and written English; Arabic native speaker
IT:
- Good working skills with Word, Excel and use of e-mail/ Outlook
