Summary:
The Program & Partnership Manager (PPM) will work under the direction of the IOCC Country Representative, and in close coordination with IOCC project staff, in ensuring the quality of IOCC’s relief, early recovery, and development projects in Jordan – in line with IOCC and donor policies, procedures, and requirements. The PPM will support the Program Department in ensuring high quality implementation of project activities, adherence to IOCC project management processes, and supporting donor requirements, such as reporting. The PPM will focus on maintaining and growing IOCC’s relationships with key stakeholders while also identifying and building new partnerships. The PPM will support the expansion of IOCC’s work in Jordan, working with the Country Representative on business development. Day-to-day tasks include work on project implementation, as well as project reporting; supporting IOCC Jordan’s Monitoring, Evaluation, Accountability, and Learning (MEAL) on robust MEAL of projects and building IOCC Jordan’s evidence base; representing IOCC with key stakeholders and coordination with external bodies; and supporting the development of reports and proposals. With the Country Representative and Program Department, the PPM will support the capacity building of local partner(s). Additionally, the PPM will contribute to strategic initiatives and complete special projects, as assigned.
General Responsibilities:
- As directed, implement or support the Program Department in implementation of relief and development projects in accordance with the mission and goals of IOCC, IOCC and donor regulations, grant agreements, work plans, and budgets to meet objectives and serve targeted populations
- Work closely with the IOCC MEAL and Program Department to ensure project management tools are in place and properly utilized for assigned projects, supporting monthly review of project documents, indicator tracking tables, work plans, etc.
- Support the Finance & Administration and relevant project staff in the financial management of assigned projects, including (but not limited to) tracking expenditures, regular budget reviews and forecasting, providing input for cash requests, etc.
- Lead internal tracking processes, i.e. for reporting, ensuring internal and external deadlines are met
- Participate in and, as assigned, lead the accurate and timely completion of internal and external narrative and financial reports
- As directed, lead or support sub-recipient management processes and capacity building, in coordination with relevant project staff
- Work closely with the Program Department and relevant Finance & Administration staff on implementation of project-related procurements
- Represent IOCC in assigned coordination/working groups, forums, and meetings with donor, NGO, UN, government officials, local church, and other representatives
- Establish, develop, and maintain contacts and relationships with current and new partners and other key stakeholders
- Organize visits by donors, IOCC staff, and other guests and visitors to IOCC Jordan
- Support IOCC Jordan in strengthening its evidence base, including participating in and/or leading needs assessments and utilizing data, for project implementation and design
- Prepare needed communications and technical materials
- Build relationships with key stakeholders to promote future business development opportunities
- Support identification of potential, new partners
- Lead project design workshops with IOCC and local partner staff, as requested
- Support (and, as assigned, lead) concept note and proposal development processes from concept inception through submission, including writing and budgeting
- Manage and supervise assigned staff and support capacity development through IOCC’s performance management system
- Stay abreast of humanitarian, political, social, and other developments that may impact IOCC’s activities in Jordan and share relevant information within the IOCC Jordan office
- Support the Country Representative in strategic planning for the IOCC Jordan office and development and implementation of plans and processes
- Perform other duties as assigned or required

WORKING CONDITIONS / REQUIREMENTS
- Primary working location is in Amman with travel throughout Jordan to monitor and/or support implementation of project activities and for referral and coordination meetings. Travel within the country is required with potential international travel, as needed.

Knowledge and Skills: Strong project management, organizational, and analytical skills, including the ability to develop and monitor work plans, track progress against indicators, support budget monitoring and MEAL, and ensure timely completion of deliverables. Strong understanding of project cycles, donor compliance, reporting, partner coordination, and project implementation in relief, early recovery, and development contexts. Excellent written and verbal communication skills, including the ability to prepare high-quality reports, proposals, technical materials, and presentations for diverse audiences. Demonstrated ability to collect, review, validate, analyze, and use project data to support program quality, learning, evidence-based decision-making, and project design. Strong computer skills, particularly Microsoft Word, Excel, PowerPoint, Outlook, and project tracking tools. Ability to work collaboratively with multicultural and interdisciplinary teams, local partners, donors, government representatives, UN agencies, NGOs, and other stakeholders. Fluency in Arabic and English, spoken and written, is required. Ability to adapt to changing priorities and manage multiple tasks simultaneously. Technical knowledge in one or more areas of IOCC’s project implementation, such as protection, disability inclusion, health, livelihoods, early recovery, or community-based programming, is an asset.

Strong project, partnership, financial, and compliance management competencies.
Experience: A minimum of 10 years’ experience, working for a national or international NGO. Senior level project management experience required. Country office senior management team or leadership preferred. Familiarity with program management, including budgeting, financial management, cost analysis, and MEAL required. Experience working in non-traditional work environments, such as a refugee response and/or in a refugee camp required. Experience with gender mainstreaming in projects required, experience implementing gender-specific projects a plus. Experience with disability mainstreaming in projects required, experience implementing disability-specific projects a plus. Experience with protection programming required. Experience with institutional donors, such as US and European governments, required.
Certifications: University/college degree in relevant field required. Valid driving license required.
