In 2025, the Agency launched the Sustainable Management and Resource Efficient Transformation (UNRWA SMART) project to accelerate the transition toward low-carbon operations. This initiative is aligned with the operational objectives of the Agency s Environmental Sustainability Policy (ESP), Environmental and Social Management Framework (ESMF), and encompasses environmental mainstreaming, improved energy monitoring, enhanced energy efficiency, climate action and the integration of renewable energy at Agency installations across its fields of operation. The SMART Project has developed a comprehensive Learning and Development (L&D) workstream on environmental sustainability and now enters a critical transition phase from design and development to implementation, scaling, and institutionalization. To these ends, the present consultancy is designed to ensure that: Environmental sustainability training translates into behavior change, Staff are able to better perform in real operations, ESP and ESMF requirements are understood and instituted, and Sustainability becomes embedded in UNRWA systems, structures, procedures and decision-making.

  • Expand eLearning and blended learning systems;
  • Support the establishment of a comprehensive Monitoring, Evaluation, and Learning (MEL) system;

  • Build a sustainable Training of Trainers (ToT) system;
  • Support the development and delivery of technical and operational sustainability learning programmes across key functional areas such as fleet management, procurement, infrastructure management, travel, human resources, and other Agency functions as required.
