The Kaizen Company is seeking applications for a Technical Coordinator position under a USAID-funded activity in Jordan. The Enhancing School Management and Planning (ESMP) Project objective is to develop sustainable system and process improvements related to school planning, design, construction, and maintenance and enhance the staff capabilities within Jordan’s Ministries of Education (MOE) and Public Works and Housing (MPWH) to improve the school management and planning process, and the quality of school environments in Jordan.

The scope of this project is to provide assessment expertise, technical assistance, capacity building, collaboration, facilitation, and training to targeted stakeholders and counterparts to improve existing management systems and procedures used by the Government of Jordan (GoJ) in the education sector, improve performance and sustain these improvements.

 

Scope of Assignment

The Technical Coordinator will provide technical assistance and coordination for the effective utilization of the Construction Management Information System (CMIS) and support the implementation of the Ministry of Education (MoE) maintenance system strengthening efforts. This role encompasses facilitating system integration, user training, troubleshooting, and ensuring seamless operation of both systems.

 

Responsibilities

CMIS Support:

  • Provide technical support for CMIS users across relevant departments within the MoE and MPWH.
  • Conduct regular system audits to ensure data accuracy, integrity, and compliance with established protocols.
  • Collaborate with CMIS vendors and IT teams to address technical issues and implement system upgrades or enhancements.

MoE Maintenance System Implementation:

  • Assist in implementing the MoE’s school maintenance system strengthening efforts, including implementing the annual facility audit and maintenance framework agreement.
  • Liaise with MoE stakeholders to gather feedback and ensure alignment with objectives.
  • Monitor system performance and identify opportunities for improvement to enhance maintenance processes and efficiency.

Cross-Functional Coordination:

  • Serve as a liaison between stakeholders to facilitate seamless integration and data exchange.
  • Coordinate cross-departmental collaboration to address system-related challenges and promote knowledge sharing.
  • Ensure effective communication channels are established to facilitate information flow between relevant parties.
  • Provide ongoing support and guidance to users, including troubleshooting assistance and best practice recommendations.
  • Assist in conducting data analysis to identify trends, patterns, and areas for improvement in maintenance operations and construction management processes.
  • Participate in regular meetings and workshops to discuss lessons learned, share best practices, and drive continuous improvement initiatives.

Qualifications

  • Bachelor’s Degree in Engineering, Quantity Surveying, Construction Management, or Cost Engineering.
  • A minimum of 2 years of experience supporting the implementation of medium to large construction project(s) in the public/development sector (quality buildings) is preferred.
  • Ability to work with various government and donor community stakeholders
  • Prior experience working with USAID-funded projects is preferred.
  • Familiarity with donor-funded school construction projects implemented in the education sector in Jordan is preferred.
  • Critical thinking abilities with strong analytical and systematic skills.
  • Effective cross-cultural interpersonal skills.
  • A cultural understanding of project management within Jordan is a must.
  • Possession of logical thinking with strong analytical and systematic skills.
  • Advanced skills in Microsoft, Google Suite, and Smartsheet products.
  • Excellent  written and verbal communication skills in both Arabic and English.
