Public Finance and Administration Advisor –Monitoring & Evaluation

The GIZ Jordan project “Improved Governance to Support Jordanian Reform (PARtner)” is seeking a “Public Finance and Administration Advisor – Focus: Monitoring & Evaluation”- for full-time base. 

Qualifications and specialist knowledge:

  • Bachelor’s degree in administration, engineering, political science, or similar; Master’s degree as an asset,
  • At least 5 years of professional experience in a comparable position,
  • At least 3 years of professional experience in development co-operation, related to adminstration modernisation,
  • At least 3 years of professional experience related to monitoring and/or evaluation of public sector projects,
  • Knowledge of funding and financing instruments of Development Co-operation institutions, prior professional experience in International and Development Co-operation,
  • Prior professional experience with or within the Jordanian public administration,
  • Excellent working knowledge of information technology (e.g., email, social media, MS Office, MS Teams, GIZ-specific applications),
  • Proven skills to work in an intercultural context,
  • Proven theoretical and practical understanding of building capacities in the partner systems and establishing capacity building structures,
  • Qualifications and previous training in organisational development, monitoring and evaluation, project management, risk management, and similar as an asset
  • Business fluency (written and oral) in Arabic and English, German language skills as an asset
  • Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management.

Main responsabilities 

  • Advise the political partner of the project (Project Management and Implementation Office at the Prime Minister’s Office) in all areas related to the monitoring and evaluation of the Public Sector Modernisation in Jordan. This includes, but is not limited to, defining and implementing a performance management, monitoring, and evaluation framework for the implementation plans of initiatives and projects within the Public Sector Modernisation Programme,
  • Advise the political partner on the risk management related to the implementation of the Public Sector Modernisation Programme,
  • Support the commission manager and the other technical staff of the project in the implementation of all other areas of the project.
  • Manage areas of responsibility that forms part of the project objectives, team agreements, and/or agreements with the superior.
  • Proactively establish and maintain contacts with all key accounts in the partner structure, in the development community, among consultants and other third parties, and within GIZ that are relevant to the implementation of the aforementioned tasks. 

 

Core/ general tasks and expectations from the position holder 

In your role you are responsible for the technical, substantive, and organisational implementation of a project’s measures and activities. In consultation with your line manager, you also assume tasks related to planning, steering, and monitoring the project, including project administration tasks in some cases.You are also responsible for providing specialist support to colleagues in bands 2 and 3, and ensure the quality of the commission’s outcomes.

In addition, you contribute to the conceptual design of the project, in particular its modification or realignment.

You make technical and substantive contributions to overarching issues in cooperation with commissioning parties/clients, partners and other actors and thereby support the achievement of the agreed objectives of the respective project and provide impetus for further strategy development.

In coordination with your line manager, you also use your contacts for the acquisition of contracts on behalf of the company.

In consultation with your team colleagues and line manager, you also coordinate all issues within your area of work and ensure that they are dealt with promptly and competently.You resolve problems that arise in your area of responsibility on the basis of existing rules and draw attention to more complex challenges in your team.

You are involved in ongoing process development within your remit, are responsible for knowledge management and prepare and share documentation. If required, you also support other experts in familiarising themselves with and performing their tasks.
