COUNTRY PURPOSE

Jordan country strategy aims to ensure that more conflict affected women, men and children in Jordan are adequately protected and better able to secure equitable access to and control over resources, services, and livelihood opportunities and to advance their rights without fear in safe, inclusive and sustainable communities in the face of current and future shocks, stresses and uncertainty.

 

JOB PURPOSE

Gender Justice Programme Manager – in close coordination with the country program team- will catalyse the growth and development of the women’s rights and gender justice programme in Jordan and provide hands on support to gender mainstreaming across other programming and policy influencing areas. The position also provides thought leadership and effective coordination in policy influencing initiatives where relevant while participating in resource mobilisation in line with Oxfam in Jordan’s country strategy.

 

Key Responsibilities

1. Programme Development and Resource Mobilization

  • Lead the development and delivery of a sound Gender Justice programme, in line with the Country Strategy to leverage evidence gathered through humanitarian and development work for influencing (policy, campaigning and advocacy) working with partners and local networks.
  • Provide and share regular analysis on political and programme developments from a gender lens and actively participate in inter-Agency gender forums.
  • Working in close collaboration with the country MEAL Coordinator, advise the senior leadership team on gendered MEAL tools to measure programme impact (including collection of sex and age disaggregated data) and gender analysis.
  • Promote the integration of gender analysis and development of relevant recommendations in all assessments, surveys and research carried out by the Country Programme and provides support to partners to implement quality gender mainstreaming.
  • Develop research and case studies on gender justice and women’s rights and ensure wider Oxfam learning is captured from a gendered approach.
  • Lead in strategic donor intelligence gathering, trends analysis and generation of information needed for effective engagement with and influencing of global, regional and country level donors relevant to the GJ Programme including country Influencing Strategy.
  • Actively lead in the identification of funding opportunities and facilitating/leading proposal development and writing with programme/project teams.
  • Identify and foster potential partnership and consortium building essential for joint responses to calls for proposals and influencing work.
  • Lead in programme design workshops and processes.

2. Networking and Influencing

  • Regularly liaise with gender advisers and gender focal points in other agencies and organizations (including UNW, government, INGOs, local NGOs and women’s groups), and within Oxfam globally.
  • Identify and network with gender justice partners, allies and networks useful for formulation of common actions to tackle policies, attitudes and practices associated with gender inequality.
  • Develop strategic partnerships with Women Rights Organisations (WROs) and relevant stakeholders to develop sound gender justice programming on the country Programme Represent Oxfam at national, regional and global forums to enhance programme visibility and influence funding priorities of development partners.
  • Lead and coordinate gender programme teams, creating necessary condition for them to take an active role in influencing through greater networking, alliance building and encouraging collaborative planning and implementation of project activities.

3. Capacity Building

  • Develop baseline gender analysis across the programme, where it is missing, and support staff to develop skills to be able to conduct high quality gender analysis.
  • Lead in development of strategies to strengthen staff and partners capabilities in gender mainstreaming and approaches.
  • Advise HR on recruitment and capacity building needs for the Country programme teams to ensure appropriate human resourcing and capacity levels of the team.

4. People Management

  • Line manage the Gender Justice programme team ensuring that it operates in accordance with Oxfam’s policies and procedures, including but not limited to the Code of Conduct, Performance Management, Security and Health and Safety.
  • Provide technical and budgetary oversight for projects within the Gender Justice Programme specifically:
  • Ensuring that donor contracts are effectively managed, including regular communication with donors and programme’s compliance with donor’s requirements (alignment with procurements guidelines as per funding agreements).
  • Ensuring management and coordination of the different projects implemented by the Gender and Influencing Team.
  • Ensure effective budget management, including monitoring and review of operational budgets covering all aspects of the project on a monthly basis and delivering high quality and timely donor’s reports.
  • Create and support an environment which results in strong partnerships, influence, knowledge sharing and innovation.

5. Humanitarian Commitment

  • The GJ Program Manager will ensure that Oxfam’s humanitarian response in gender sensitive and the Gender in Emergencies minimum standards are socialized within the teams and applied in the response

6. Miscellaneous:

  • Be prepared to undertake other duties related to Oxfam’s programme as and when required by the Deputy Country Director.

Technical Skills, Experience & Knowledge

Essential

  • Advanced degree in Gender Studies, Development Studies, Social Sciences or relevant qualification
  • Minimum 5 years of working experience in similar post
  • Strong conceptual base and theoretical knowledge of concepts, frameworks and tools of gender analysis and gender and development approaches (GAD).
  • Good knowledge and working experience in the MENA region particularly around women’s rights and gender justice
  • Proven experience in designing and overseeing implementation of GJ projects and programs
  • Experienced networker around gender issues
  • Solid knowledge and understanding of global frameworks such as CEDAW and UNCSR 1325 and how to operationalise these
  • Strong operational management ability with a clear focus on results delivery;
  • Ability to communicate ideas in a culturally-sensitive manner and conducive to their practical application especially in the local and context

Programme development and funding

  • Excellent understanding of gender issues in development and humanitarian programming, including key challenges and approaches to mainstreaming gender into programme design and management.
  • Excellent understanding of different aspects of quality programming (for example: partnership, participation, accountability, innovation, gender and monitoring, evaluation and learning) and how these can be incorporated into different interventions.
  • Ability to develop programme design documents – including strong appreciation of theories of change (logic models, log-frames), contextual analyses (e.g. power, gender, and conflict), budgets, MEAL plans.
  • Ability and experience in leading programme development sessions/workshops
  • Demonstrable understanding of programme/project cycle management practices in development programming.
  • Strong technical competence in research, learning and monitoring and evaluation methods theory and practice; and, good critical grasp of latest sector thinking, codes, standards and practice;
  • Strong results orientation, including a track-record of leading programme development processes that have resulted in strong programmes and quality relationships with partners and funders.
  • Evidence of successfully fundraising and growing programmes in an environment comparable to Oxfam
  • Knowledge of donor environment, understanding of funding issues in relation INGOs work in emergencies and development
  • Creative and innovative approach – ability to lead thinking on technology choices and development approaches.

Operational leadership

  • Very strong analytical and conceptual thinking skills, able to translate complex issues into simple, workable actions and plans.
  • Demonstrated ability to work successfully in large and complex organizations such as international NGOs. (Experience in advisory or matrix-based working an asset.)
  • Ability to manage multiple processes at once – simultaneously understanding the ‘big picture’ but also aware of details.

Cross-cutting

  • Knowledge of training tools and methods and proven experience delivering training on gender-responsive programmes and advocacy.
  • Excellent people skills, with proven ability to motivate others and work collaboratively, requiring strong self-awareness and inter-personal skills.
  • Ability to adapt and work within a multicultural, multilingual and multidisciplinary environment.
  • Ability to travel regularly at short notice.

Desirable

  • Ability to support contextual analysis (including power, gender and conflict analysis)
  • Sufficient knowledge of Oxfam’s priorities and development and humanitarian programme work an advantage
  • Written and spoken Arabic
  • Previous experience of having worked on women’s rights and gender justice in Jordan
