Johanniter is a German Christian Not for profit non-governmental organization with Federal Headquarters (HQ) based in Berlin, Germany. Johanniter International Assistance is the operational unit for humanitarian aid, development cooperation and emergency relief, implementing and supporting projects in Health, Nutrition, WASH as well as Food Security & Income Generation worldwide. (www.thejohanniter.org) In Jordan (MENA), Johanniter through its partners’ implements projects in Lebanon, Iraq, Palestine, Syria, Jordan and Turkey.

 

The need:

Johanniter International Assistance seeks to procure a decent health insurance package for its national staff in Jordan Country Office. Coverage shall be for the 6 National Staff and their 9 dependents.

Johanniter hereby invites eligible and competent service providers to submit proposals for the provision of health insurance services under the “Service Contract” as specified in this document AND the detailed Terms of Reference – Appendix 1

Type of Contract.

 

This solicitation will lead to the signing of a contract with a successful Health Insurance Company as described below:

 

The contract is an agreement between Johanniter and the selected company to make sure that both parties are committed to providing what they agree on.

 

 

Clarification of Tender Documents.

Johanniter has taken great care to be as clear as possible in the language used to compile this tender document. In case, any confusion arises out of the meaning or interpretation of any words used in this document, Johanniter will not accept responsibility for any misunderstanding or misinterpretation.

 

Additional information or clarification can be obtained in writing by e-mail to [اضغط هنا لمشاهدة البريد اﻹلكتروني] with the subject line “CLARIFICATION REQUEST – AMM/JOR0023/00016 A response will be shared through email to all prospective candidates for any request received no later than 24 hours’ days before the deadline of submission of applications.

 

Amendments of tender documents.

At any time prior to the deadline for submission of the bids, Johanniter may, for any reason (s), whether at its initiative or in response to a clarification requested by a prospective applicant, notify the tender documents by issuing a subsequent addendum. The addendum thus issued shall be part of the tender documents and shall be communicated in writing to all prospective bidders. Prospective bidders shall promptly acknowledge receipt of each addendum in writing. In order to afford prospective applicants reasonable time to take an addendum into account in preparing their applications, the organization may at its discretion, extend the deadline for the submission of bids.

 

Conditions for Tender Submission.

All interested candidates must respond to all requirements set out in this document and failure to adhere to the conditions set out may result in rejection of their bid.

  • This tender process shall follow Johanniter’s Procurement guidelines and policy and reserves the right to deal with any offer of its choice or any or all parts of the offer.
  • Johanniter is not bound to accept the lowest offer or any offer.
  • This invitation to tender is not a contract or an offer to contract, but an invitation to tender for the selection of one or more suppliers with a view to concluding a Service Contract.
  • Johanniter reserves the right to alter the indicative dates of the timetable.
  • Canvassing of Johanniter staff in relation to this tender will result in the disqualification of that individual or company.
  • Opening of offers is not open to the public and Johanniter will inform each respondent of the results of the decision of their offer upon request.
  • Bids submitted in another manner other than that specified in the tender document shall be rejected.
  • Johanniter is not obliged to justify or explain selection to any respondent.
  • All documentation must be submitted in English.
  • All bids must be accompanied by a signed declaration of suppliers provided by Johanniter – Annex 2.
  • Johanniter will perform reference checks to validate information provided by selected suppliers during the evaluation process before awarding the contract. Submission or falsification of information that could mislead Johanniter in its decision-making will lead to automatic disqualification.

 

Tenderers' Eligibility and Qualifications.

 

This Invitation to Tender is open to all competent service providers in Jordan registered by the health insurance regulatory institute.

Documentary evidence of the tenderer's qualifications to perform the contract shall include the following:

  • The candidate is licensed to operate health insurance services in Jordan.
  • A list of references from reputable organizations that can be contacted to verify the quality of service.

 

Cost of tendering.

The tenderer shall bear all costs associated with the preparation and submission of the tender. Johanniter will not be responsible or liable for those costs, regardless of the conduct and/ or outcome of the tendering process

 

Currencies.

All prices shall be quoted in JOD.

 

Submission of offer.

Prospective bidders who submit hard copies shall be required to sign a document acknowledging the submission of your bid at the gate.

 

Tender Evaluation Process.

A tender evaluation committee shall be set up in accordance with Johanniter’s procurement guidelines/policy taking into consideration all relevant donor requirements.

 

The evaluation process shall be carried out in three steps, which include:

 

  1. Preliminary Evaluation (Administrative & Eligibility Criteria)

These are mandatory requirements and shall be reviewed on a pass/fail basis.  Candidates are encouraged to ensure that the whole list of items below is provided to avoid being excluded from the process. These include:

 

  • Certificate of registration.
  • Not applied for bankruptcy.
  • A list of references from reputable organizations that can be contacted to verify the quality of service.

 

Please note; Bidders who DO NOT meet any of the above required criteria will be disqualified

 

  1. Technical Evaluation:

 

All bids that pass the preliminary evaluation shall undergo a technical evaluation. The technical proposal accounts for 60 marks and only the Insurance company that scores 40 Mark or above will be evaluated finically.
