Project Background

The Jordan Himaya project is a USAID-funded activity that aims to enhance access to and quality of essential services and protection for survivors of gender-based violence (GBV) in Jordan. The project has two outcomes: 1) survivor-centered institutional capacity improved, and 2) legislative frameworks for protecting survivors and responding to violence strengthened. To achieve these outcomes, the project will apply a survivor-centered systems-strengthening approach to improve prevention, response, and protection services, and to support the development and implementation of survivor-centered legislation and policies. The project will work with and through local partners, including a Jordanian partner consortium and an all-Jordanian key personnel team, to leverage their expertise and ensure the sustainability and impact of the project interventions. Outcome 1 will inform research, advocacy, and policy changes in Outcome 2, while reforms supported under Outcome 2 will be implemented and enforced by institutions and service providers that have gained stronger capacity under Outcome 1.

 

Role's Purpose

The Deputy Chief of Party will be responsible for directly supporting the COP in his/her role and act on his/her behalf when needed. The DCOP will be responsible for administrative oversight of the contract and technical oversight on all or parts of the contract’s interventions, including staff management and quality assurance. The DCOP will play a crucial role in the Jordan Himaya project, ensuring the delivery of survivor-centered services and the strengthening of legislative frameworks to protect GBV survivors. This position requires a proactive, collaborative, and strategic approach to manage complex project components effectively.

 

Key Duties and Responsibilities

The DCOP will be responsible for, but not limited to, the following:

 

Strategic Leadership and Management:

  • Collaborate with the Chief of Party (COP) to provide strategic direction and oversight for the project's two main outcomes.
  • Directly manage the Institutional Capacity Lead and Legislation and Policy Lead, ensuring alignment with project goals.
  • Oversee the development and implementation of Annual Work Plans and quarterly reports across both outcomes.

 

Technical Oversight and Quality Assurance:

  • Ensure technical activities are compliant and effective and produce quality results, including frequent travel to oversee regional interventions.
  • Coordinate with the Director of Finance and Operations to design grants, subcontracts, and consultant agreements impacting project activities.

 

Staff Management and Capacity Building:

  • Supervise and support staff under both outcomes, fostering a collaborative environment and promoting capacity building.
  • Maintain accountability for technical activity spending projections and budget management within the team.

 

Stakeholder Engagement and Reporting:

  • Build and maintain relationships with key Government of Jordan (GOJ) institutions, civil society organizations, and private sector partners.
  • Produce regular reports on activity progress and contribute to knowledge management efforts, ensuring lessons learned to inform future interventions.

 

Policy and Advocacy Support:

  • Assist in advancing legislation, policy, and protocol reforms to enhance national policy approaches and coordination on combating violence.
  • Engage with research partners, grantees, and stakeholders to support reform efforts and advocacy initiatives.

 

  • Other duties as assigned by the COP

 

Qualifications:

  • At least a Bachelor’s degree from an accredited university, preferably in law, gender, health, social work, engineering, management, social sciences, or other fields directly related to the implementation of this contract.
  • At least eight years of relevant technical and/or management experience in development-related projects of similar scope, including experience working with government institutions, preferably across multiple relevant stakeholders and/or areas of focus under this contract, such as service delivery, capacity development, and policy reform.
  • Demonstrated knowledge of the Jordanian Gender Based Violence (GBV) protection landscape.
  • Demonstrated experience in cooperating with partners in implementing multi-dimensional and complex interventions in the field, including the ability to deftly and diplomatically manage sometimes difficult implementation issues while sustaining good interpersonal relationships with counterparts.
  • Proven ability to design and deliver training programs to build local capacity.
  • Formal training or certification in gender sensitivity to ensure all project activities promote gender equality and understand the nuances of GBV.
  • Understanding of international human rights law and local legislation related to GBV could be beneficial for policy advocacy work.
  • Experience in complex, politically challenging, and unstable environments.
  • Experience managing diverse teams, with increasing responsibility roles
  • Fluency in English.
  • Proficiency in Arabic is desirable but not required
