Project Background

The Jordan Himaya project is a USAID-funded activity that aims to enhance access to and quality of essential services and protection for survivors of gender-based violence (GBV) in Jordan. The project has two outcomes: 1) survivor-centered institutional capacity improved, and 2) legislative frameworks for protecting survivors and responding to violence strengthened. To achieve these outcomes, the project will apply a survivor-centered systems-strengthening approach to improve prevention, response, and protection services, and to support the development and implementation of survivor-centered legislation and policies. The project will work with and through local partners, including a Jordanian partner consortium and an all-Jordanian key personnel team, to leverage their expertise and ensure the sustainability and impact of the project interventions. Outcome 1 will inform research, advocacy, and policy changes in Outcome 2, while reforms supported under Outcome 2 will be implemented and enforced by institutions and service providers that have gained stronger capacity under Outcome 1.


Role’s Purpose

The Knowledge Management Specialist provides overall technical advisory services and expertise to the Activity in organizational development, legislation and policy reform initiatives, as well as monitoring, evaluation, and learning. This position will work with the monitoring and evaluation specialist, legislation and policy specialist, grantees and other relevant positions to ensure an adaptive approach is maintained through evidence-driven practices. It is expected that this position will engage with stakeholders internal and external to the Activity, ensuring that strong, collaborative relationships with key stakeholders will lead to legislation and capacity-building efforts for local systems engaged herein. 

 
Key Duties and Responsibilities

  • Provide overall vision, leadership, and guidance of the Activity’s organizational development, legislation, and policy reform initiatives, monitoring and knowledge management approach for staff, partner organizations, other donors, and stakeholders;
  • Manage and implement all Activity KM systems, tools, processes, and outputs;
  • Serve as Himaya’s internal leader for knowledge management, including both monitoring of performance and implementation and sharing of lessons learned;
  • Oversee the development and implementation of the Knowledge Management Plan and work with the MEL Specialist to develop the MEL Plan and annual revisions, as needed;
  • Provide technical assistance in developing, selecting, and applying M&E processes, tools, methodology, and research.
  • Manage the learning process to ensure knowledge and learning are effectively shared and applied throughout all activities. Capture lessons from interventions and work with the technical team to transform lessons learned into replicable models and approaches that can be transferred to stakeholders.
  • Oversee documentation and dissemination of lessons learned and best practices.
  • Schedule and implement learning events, both internal and external, to support adaptive management and share the lessons and successes of the Himaya Activity with national and international stakeholders.
  • Other tasks as assigned by the Legislation and Policy Lead/Deputy Chief of Party for successful achievement of KM objectives.

 
Qualifications

  • Bachelor’s degree in Business Administration, Education, Organizational Capacity Development, or in a relevant field. Advanced degree in relevant field preferred.
  • 7+ years of experience in knowledge management, organizational management, or MEL related to donor-funded development activities.
  • Demonstrated knowledge of USAID MEL requirements and reporting protocols preferred.
  • Experience in development and implementation of learning agendas, including knowledge management and documentation learning,
  • Prior work experience in Jordan.
  • Professional proficiency in English and Arabic is required.


Skills

  • Proficiency in statistical software.
  • Excellent oral and written communication skills.
  • Attention to detail, able to manage one’s work, take initiative, set schedules and meet deadlines without close supervision.
  • Ability to communicate findings to a range of external and internal stakeholders and apply MEL results and learning to planning.
