Project Background

The Jordan Himaya project is a USAID-funded activity that aims to enhance access to and quality of essential services and protection for survivors of gender-based violence (GBV) in Jordan. The project has two outcomes: 1) survivor-centered institutional capacity improved, and 2) legislative frameworks for protecting survivors and responding to violence strengthened. To achieve these outcomes, the project will apply a survivor-centered systems-strengthening approach to improve prevention, response, and protection services, and to support the development and implementation of survivor-centered legislation and policies. The project will work with and through local partners, including a Jordanian partner consortium and an all-Jordanian key personnel team, to leverage their expertise and ensure the sustainability and impact of the project interventions. Outcome 1 will inform research, advocacy, and policy changes in Outcome 2, while reforms supported under Outcome 2 will be implemented and enforced by institutions and service providers that have gained stronger capacity under Outcome 1.

 

Role’s Purpose

The Shelter and Civil Society Specialist will work with the Institutional Capacity team in the design and implementation of interventions to strengthen the capacity of shelters and civil society actors to refer cases and provide essential services to address the needs of survivors of violence. She/he will work with Himaya’s subcontractors, grantees, and consultants to conduct needs assessments, provide technical assistance and training to identify material and institutional needs of shelters and increase the capacity of CSOs to deliver essential services to survivors of violence. Working closely with the operations team, the Shelter and Civil Society Specialist will assess opportunities for focused infrastructure and material investment to ensure safe spaces for violence survivors. She/he will travel to project locations to deliver technical assistance and oversee activities. This position will be based in Amman, Jordan, with travel as required to report on key project activities.

 

Key Duties and Responsibilities

  • Lead all technical activities to strengthen the capacity of shelters and CSOs, Outcome 1, IR 1.D.
  • Directly supervise the work of subcontractors, consultants, and grantees implementing activities under her/his technical area.
  • Develop technical scope of works for infrastructure projects, grants processes, and consultants and monitor the implementation of these mechanisms in close collaboration with the Operations team.
  • Act as the day-to-day point of contact of Himaya with shelters and CSOs across the country in close coordination with the Institutional Capacity Lead, DCOP and COP.
  • Coordinate private sector resource mapping exercise to identify areas for private sector services, linkages, and potential support in the survivor protection system and inform Himaya’s private sector engagement (PSE) efforts
  • Coordinate technical assistance effort to improve the capacity of CSOs (grantees) to deliver services.
  • Provide input on her/his activities to draft Annual Work Plans, and the project’s reports as requested.

 

Qualifications

  • Degree in social work, public administration, development or health with at least 5 years of progressive professional experience.
  • Demonstrated knowledge and understanding of social services system and CSOs in Jordan. Prior experience working with healthcare providers in Jordan, referable.
  • Experience working in institutional capacity building projects in Jordan, familiarity with CSO capacity building preferred.
  • Leadership, interpersonal, technical, and analytical skills; ability to interact effectively with government counterparts.
  • Excellent communication and writing skills.
  • Independent but capable of following guidance and transforming it into action.
  • Comfortable operating in a multicultural environment and with multidisciplinary teams,
  • Experience in complex, politically challenging, and unstable environments.
  • Professional proficiency in English and Arabic is required.
