Report to:            Head of Mission

Duty Station:            Amman with regular field visits to Irbid, Karak, Madaba, Tafileh, Ma’an

 

ABOUT INTERSOS:

INTERSOS is an independent non-profit humanitarian organization committed to assist the victims of natural disasters and armed conflicts. Its activities are based on the principles of solidarity, justice, human dignity, equality of rights and opportunities, and respect for diversity and coexistence, paying special attention to the most vulnerable and unprotected people.

Since 2012, INTERSOS has had operations in the Jordan to contribute towards ensuring emergency relief and protection assistance for Syrian refugees fleeing their home in search of safety, with special focus on most vulnerable groups (children, women, elderly and persons with special needs).

OBJECTIVE OF THE POSITION:

Under the direct supervision of the Head of Mission with the support of the Programme Managers

  • Developing and maintaining contacts with key administrative and programmatic stakeholders for INTERSOS nationally as well as in INTERSOS areas of intervention (Governorates, Municipalities, communities), as well as reaching out to actors in new areas (community leaders, local and national authorities, civil society organizations);

  • Facilitating communication between INTERSOS and all relevant local authorities as well as coordinating efforts;

  • Preparing and submitting written official reports, letters and other documents to communicate with governmental and non-governmental entities in Jordan;

  • Map and identify new partnership opportunities with local actors, assess partners’ capacities, support the development of action plans and adapted tools, facilitate/support/deliver relevant capacity-strengthening support, provide/ensure ongoing support to the partner organization throughout the program implementation, and document best practices/lessons learnt

MAIN TASKS and RESPONSIBILITIES: 

To contribute to initiate, develop and maintain relations with authorities and civil society

S/He is in charge to facilitate, in line with instructions from the Head of Mission, the communication and relations with national and local authorities and civil society in Jordan.

  • Carry out stakeholders’ analysis to understand the dynamics and interest of actors at national, governorate and local levels and propose relevant pathways in order to influence and negotiate to facilitate INTERSOS programming.

  • Advise the Head of Mission on INTERSOS relationship with national and local authorities, civil society, communities and media to facilitate a positive cooperative relationship.

  • Regularly report to the SMT any relevant or updated information gathered.

  • Regular liaison with MoPIC, MoSD, line Ministries and any other national or local authorities as required to ensure a fruitful coordination for the implementation of INTERSOS projects in country.

  • Attend meetings with the Ministries, partners or other INGOs either with other INTERSOS staff 

  • Prepare written good quality presentation in Arabic for meetings with external stakeholders.

  • Prepare minutes of meetings attended.

  • Writing correspondence to the authorities and other stakeholders in English and Arabic, upon request by the Head of mission.

  • Scanning and archiving of correspondence with the authorities.

  • Ensure quality translation of letters from Arabic to English or vice-versa.

To support programme teams to interact successfully with national stakeholders

S/He is in charge to facilitate the coordination, communication and relations with national and local authorities and civil society. 

  • Check regularly with internal and external legal advisors the relevant legislation and regulation pertaining to INGOs working in Jordan.

  • Advise Programme Managers on specific regulations implemented by the Authorities that impact the ability to implement activities and/or impact the speed of implementation.

  • Support Programm Managers in their communications with government counterparts and/or in the collection of Government data for programme planning purposes.

  • Undertake regular field visits, including at the specific request of Programme Managers, to ensure relevant authorities are briefed on INTERSOS activities and that all activities are properly coordinated at every administrative level.

  • Engage actors of the civil society in order to coordinate and cooperate in line with the organization’s programming.

  • Advise the SMT on opportunities for collaboration with local NGOs, private sector organizations, and government departments; specifically support Coordination in developing practical relations with other actors.

To write proposals and reports for national authorities

S/He is in charge to prepare, write or translate proposals and reports to Ministries or other authorities with the SMT and Programme team, submit these documents and contribute to negotiate about their content with relevant stakeholders.

  • Ensure the submission of projects under the JORISS platform as instructed by the Head of Mission and in coordination with Programme Managers.

  • Follow-up on the progress of INTERSOS project approvals with all relevant Ministries and departments.

  • Refer to the SMT any request from the authorities.

  • Prepare and submit timely and quality reports to the authorities as requested

Contribute in the implementation of the localization strategy in Jordan,

 

Review, upgrade, and lead the implementation of the INTERSOS partnership strategy in Jordan, using the INTERSOS’ localisation strategy and partnership tools as a base of work, including the specificities of the Jordanian context.

 

Identify and explore new partnerships, including the updating of the partnership mapping. Support the mission in assessing new and current partners, developing tailored capacity strengthening plans based on the jointly identified priorities. 

 

Participate in any Partnership Working Groups and discussions that will support the development and operationalisation of the partnership strategy.

 

Assess the current partnerships with local NGOs and CBOs, identifying strengths, weaknesses, opportunities and risks related to current practice. 

 

Support the INTERSOS Jordan team in partnership-related aspects, ensuring smooth coordination and regular communication with partners. 

 

Review existing partnering resources and identify additional needs to support capacity assessment, monitoring, compliance/vetting, project cycle management etc., coordinating closely with the field teams.

 

Convene project / grant opening meetings with partners when new grants are awarded, involving INTERSOS program staff and field staff. Promote relationships of mutual respect and mutual learning with partners and provide guidance to relevant staff on balancing between holding partners accountable while supporting them.

 

Assist partners management to monitor outputs against activity plans and budgets and timeframes. Assist partner to strategize ways to ensure program delivery meets targets and to support their own organizational development.

Facilitate partners’ feedback on their partnership with INTERSOS and work with relevant departments to address feedback.

Other duties as assigned. 

POSITION REQUIREMENTS

 

Required Background, knowledge

  • University degree in Humanitarian Action, Law, Political Science, Sociology or related disciplines.

  • Mandatory a minimum 4  years previous experience in the Humanitarian Sector in similar position

  • Experience in Public Relation, Public Administration, Legal office or Senior Coordination would be considered a strong asset.

  • Excellent command of Microsoft Office.

  • Driving License

  • Outstanding communication and presentation skills with the ability to articulate an idea clearly and concisely, with good understanding of at stakes.

  • Capacity and motivation to engage a wide diversity of stakeholders in different areas of the society and maintain relations over several months or years for cooperation.

  • Strong organizational skills and good ability to make proactive suggestions.

  • Able to manage priorities, take initiatives and work without constant supervision.

  • Excellent diplomacy skills with the ability to influence and negotiate.

  • Ability to work under pressure and handle stressful situation.
