Background

The Jordan Tourism Board Activity (JTBA) is a three-year, $16.2 million program funded by USAID, with the primary goal to strengthen Jordan’s tourism sector through support to the Jordan Tourism Board (JTB). JTBA will enhance JTB’s efforts to strategically position and promote Jordan as a distinctive destination. Further, the JTBA will increase domestic and international tourism to primary and secondary sites, boosting the country’s gross domestic product (GDP) and enabling economic growth and job creation across the tourism value chain. The program will achieve its objectives in close coordination with the Ministry of Tourism and Antiquities (MoTA) and local and international partners. The project is implemented by SEGURA Consulting with support from international and local subcontractors.

Position Description

The Director of Finance and Operations provides strategic management, planning, and direction for JTBA’s operational functions, including accounting, finance, HR, compliance, logistics, and others.

Responsibilities

  • Ensure JTBA implementation in compliance and accordance with USAID and USG regulations, SEGURA policies and procedures, contract requirements, and local labor laws
  • Supervise day-to-day operations, including the project office, administration, logistics, procurement, subcontract management, budgeting, finances, accounting, and IT
  • Oversee the daily financial operations of the Activity, including cash flow management, timesheet and expense reporting, regular required reporting to USAID and the SEGURA Home Office, and monitoring of obligations, budgets, and expenditures
  • Manage all HR and personnel tasks, including recruitment and onboarding of local staff, administration of local leave and benefits, staff professional development, and performance management
  • Establish and update policies, procedures, and systems to maintain internal controls to limit risk, and ensure regular opportunities to reinforce and train staff on this information
  • Work closely with the Chief of Party, Home Office, and other personnel to proactively identify, mitigate, and troubleshoot challenges that might affect technical implementation
  • Other duties as assigned

Minimum Qualifications

  • Bachelor’s degree in international development, finance, accounting, business, or a related field
  • At least 7 years working on donor-funded projects in a similar role, including with significant supervisory responsibilities
  • Demonstrated success in overseeing operations for development projects, preferably within the economic growth sector
  • Proven ability to manage field operations and resources on a USAID-funded project, including deep knowledge of applicable regulations, policies, and labor laws
  • A high degree of flexibility, creative thinking, organizational skills, and attention to detail
  • Proficiency with accounting software and systems (e.g., Quickbooks), project management tools, and Microsoft Office suite
  • Knowledge of the Jordan operating environment
  • Fluency in English and Arabic

Location

The Director of Finance and Operations will work from the JTBA project office in Amman, Jordan.
