SCOPE OF WORK

Project Management Senior Officer

 

 

Project Background:

USAID Public Financial Management and Administration (PFMA) aims to partner with USAID/Jordan and the Government of Jordan (GOJ) to improve Jordan’s revenue system and enhance its budget management process. PFMA will build the capacity of the Jordanian Ministry of Finance and other government institutions to modernize the revenue collection system, encourage compliance—including making it easier for taxpayers to comply with tax obligations—upgrade public procurement management, and improve budget planning, preparation, and execution. Key objectives include: 1) improving the revenue-raising system; 2) streamlining the budget management process; 3) optimizing public expenditure management, and 4) implementing crosscutting Public Financial Management reforms such as interventions to address COVID-19. Through a combination of technical assistance, capacity building, and facilitation, tangible and measurable results will be expected during the anticipated five-year duration of the activity.

 

To these ends, PFMA works closely with the relevant Government of Jordan entities, USAID and other donor programs to identify opportunities to improve revenues and enhance the budgeting process through building the capacity of the Ministry of Finance and other government institutions and provide on-hand support upgrading of different internal and external systems.  Additionally, USAID has managed an MOU with the Ministry of Finance under which both entities will collaborate to support the newly created Macro-Fiscal Unit (MFU) at the Ministry of Finance, to advance MOF-led commitments under the IMF Extended Fund Facility (EFF) Agreement and the implementation of the Five Years Reform Matrix.  PFMA is mandated to support two positions under the MFU.

 

Position Description:

The purpose of this position is to provide project management support to facilitate the implementation of the project activities.  The Project Management Senior Officer will be responsible for carrying out assigned projects and tasks related to the development and execution of the component’s work plan activities and programs.  He/she will support program implementations in their assigned unit and activity teams. This may include but is not limited to, supporting the development of implementation tools, implementation of development activities, quality assurance reviews and contributions to publications and research, and other similar supporting activities.

 

Key Duties and Responsibilities:

  • Work Plan Activity Support: Support the development of annual work plans, maintain aligned project management tools to track the component’s work plan activities and update progress.
  • Reporting and Research: Conduct research as requested by direct supervisor.
  • Development of special activity plans, and track activities and implementation.
  • Manage project activities with MOF and make sure that they are going according to plan and budget.
  • Coordinate with vendors and suppliers as needed.
  • Provide feedback, advice, project updates and encouragement to team members.
  • Manage deadlines and push the team to ensure timeliness.
  • Meeting & Events support: Arrange meeting schedules for the Senior Management Team, attend client progress meetings and draft minutes with action items to follow up on implementation.
  • Monitoring and Evaluation Support:  Support the PFMA’s M&E team to conduct comprehensive evaluations of capacity building, technical assistance, etc. to measure the success of these efforts, and report accordingly.
  • Provide seamless support to all three components and cross-cutting activities.
  • Other related tasks as assigned by the direct supervisor.

  • Project Management, Reporting and Evaluation skills
  • Professional technical writing, problem-solving, and strategic thinking skills
  • Professional Presentation & Communication skills: able to concisely and accurately describe conditions and status verbally, through presentations, and in writing
  • Teamwork: must display and be noted for being an excellent team member, and ability to work alone if needed
  • Multi-tasking skills
  • English and Arabic Proficiency (written and verbal)

 

Minimum Qualifications:

  • A bachelor’s degree in economics, Business Administration, Finance, Business Law, or any other field related.
  • PMP certificate.
  • PowerBI (Preferred not mandatory) Send sample of developed dashboards
  • Proven writing skills (English) Send a sample of work with the CV.
  • Proven Experience in a Project Management role of no less than 5 years, preferably in Public Financial Management projects, and or USAID-funded projects
  • Experience with or knowledge of international donors, specifically, and international development, in general, as well as the standard approaches and practices of contractors. Previous experience working with USAID / Donor projects is a plus
  • Knowledge of strategy development and implementation is a plus
  • High level of computer proficiency 
  • Solid communication and writing skills.
  • Fluent in written and spoken English and Arabic.

 

period of performance

The Project Management Senior Officer period of performance is up to six months with a possibility of extension depending on the project activities and requirements.

 

Reporting

The Project Management Senior Officer will be reporting to the MEL and Deliverables Director.
