Action Against Hunger (ACF) is a leading humanitarian and development agency working to combat the causes of hunger and malnutrition in over 46 countries worldwide. Eleven years into the Syrian conflict, more than 1.3 million Syrians have sought refuge in Jordan; 676,164 are registered refugees and approximately 80% live in non-camp settings. This influx of refugees has strained Jordan's economy and resources, with Syrians often accepting worse working conditions and lower compensation than Jordanians and taking on low-skill, informal jobs in sectors such as in manufacturing, construction and agriculture. In 2022, Jordan had a 23% unemployment rate. For Syrian refugees, unemployment rates are significantly worse with 80% of Syrian refugees unemployed in 2021, up from 50% and 65% in 2019 and 2020.

ACF is looking for its program in Jordan for Field Coordinator

Main place of work: IRBID and Azraq

Position Overview:

With field offices in Irbid and Azraq and a head office in Amman, ACF has been operational in Jordan since 2014, delivering livelihoods, social protection WASH and MHPSS programming in Irbid, Zarqa, Mafraq, and Madaba governorates. Through its livelihoods and social protection program, ACF aims to improve the livelihoods status of Syrian refugees and vulnerable Jordanians through decent and sustainable employment opportunities; strengthening sustainable livelihoods and value chains and enhancing the capacity of local actors to promote economic opportunities and improve working conditions. So far, ACF has reached over 4,000 beneficiaries through its social protection and livelihood activities in 2022.

ACF is an active member of the Livelihoods, Basic Needs, Food Security and Durable Solutions Working Groups; Graduation Approach and Vocational Training Taskforces; and Common Cash Facility Steering Committee. ACF is also the co-lead of the WASH Working Group, an active participant in the Mental Health and Protection Working Groups and on the steering committee of the Jordan INGO Forum.

Action Against Hunger’s Field Coordinator plays a key role in coordinating ACTION AGAINST HUNGER interventions at field level in conformity with overarching strategy.

Responsibilities:

1)   Coordinate ACTION AGAINST HUNGER country strategy implementation at field level

  • Contribute to the design and updates of the country strategy.
  •  Analyse the humanitarian and development context and define local strategic objectives.
  • Oversee the implementation of the country strategy at field level in collaboration with Head of Technical Department and Program Managers.

2)   Coordinate overall implementation of program at field level

  • Supervise and monitor the implementation of programs at field level
  • Facilitate the new project’s design in collaboration with Head of Technical Department, Grants team, and Program managers
  • Supervise the work of the support services at field level, in collaboration with Head of Support Departments
  • Ensuring the synergy between Technical and Support services at field level
  • Ensuring the implementation of recommendations from ACTION AGAINST HUNGER high/middle level management resulting from internal audit, experts’ field visits

3)   Manage the team at field level

  • Supervise, manage and mentor all the direct reports.
  • Promote and maintain a positive and healthy working environment and address any issues as relevant.
  • Promote the commitment to ACTION AGAINST HUNGER Charter, Code of Conduct, and Safeguarding Policy and inform the Country Director in case of concerns of fraud or power abuses

4)   Facilitate constructive working relationship between Field and Coordination teams including leveraging the needed technical support to operations.

  • Facilitate field-coordination teams exchange of updates on program implementation.
  • Ensure field teams proactively expresses relevant demands of support to coordination team in order to maximize operational efficiency and impact.
  • Pilot the follow-up on technical and support departments’ recommendations

5)    Represent ACTION AGAINST HUNGER and liaise with relevant authorities, UN, NGOs at field level

  • Monitor and supervise the overall partnerships at field level
  • Participate in the humanitarian coordination activities at field or national level.
  • Lead donor field visits, ensuring effective showcasing of ACF programming
  • Develop networking for effective implementation and coordination

6) Ensure reporting, capitalization and contribute to quality and accountability.

  •  Providing the Country Director with all relevant reporting documents requested from the field in collaboration with Program Managers.
  • The overall implementation of best communication practices at field level

7)   Security Management

  • Monitor the security environment (networking, collecting and analysis of information..)
  • Maintain an effective network, with local input, on contextual and security matters, collection and analysis of information to establish the risk and context analysis
  • Ensure the application of security procedures in coordination with the SMT
  • Manage any security incidents at field level and report to the Country Director and Security Focal Point

8) Ensure adherence to Action against Hunger gender requirements

  • Commit and comply with the organization gender, age and diversity principles & policies (working with people, communication)
  • Lead on the promotion of gender, age and diversity principles through daily activities and or through the management of their teams and through the planning and implementation of operations and strategies (Managing performance & development)

Education:

Master’s degree or equivalent in humanities, business administration, development studies, or related field.

Type of professional experience requested:

•  At least 5 years’ experience in humanitarian/early recovery program management, with minimum 3 years in managerial role (Team & programs).

•  Experience working in rural environment

•  Action Against Hunger experience a plus but not mandatory

•  Proven knowledge of programme management in the field including donor reporting.

•  Substantial knowledge of standard logistics, financial (Including Budget Follow Up) and HR procedures and practices

•  Experience with representation toward and negotiation with both donors, local authorities and communities engagement

Language level:

Arabic speaker with Excellent Technical Writing Skills in English as well as strong official writing skills in Arabic
