Job Title: Vet and business development expert 

                                    VET and business development Expert (m/f/x) - Amman 

Enabel is the Belgian development agency. It implements Belgium’s governmental cooperation. The agency also works for other national and international donors. Background

Enabel is present in Jordan since 2019, through the Quadra 2 project “Resilience for Refugees, IDP’s, Returnees and Host Communities in response to the protracted Syrian and Iraqi Crises”, financed by the EU-MADAD-Fund. Enabel is implementing new project in Jordan titled "socio-economic empowerment for youth, Syrian refugees and women in Jordan". The new project is proposed for a period of 4 years (2023-2027). We are looking for a VET and business development Expert who will be responsible for supporting the implementation of the new project. 

 

Job description 

In support to the IM Employment and Livelihood Programme: ​

  • Provide technical inputs and develop strategies (for programming, implementation and monitoring) on the thematic, including: TVET and skills development (work based learning, work readiness programme), employment promotion, business development (both incubation and acceleration of businesses) and on evidence-based policy for refugees ‘economic inclusion. 
  • Provide and coordinate the technical inputs needed to implement the action-research of the intervention, as well as the data generation and analysis on refugees’ socioeconomic inclusion and livelihood, with the support of the MEL Officer. 
  • Ensure the implementation of activities related to participatory dialogues in collaboration with local governments and civil society organisations, as well as the collaboration with departments of Statistics of public institutions concerning the inclusion of refugees, under R3.
  • Ensures the practical integration of cross-cutting themes (gender, decent work, environment, digital, innovation) in the intervention. 
  • Provide strategic guidance and lead the implementation of capacity building and learning activities planned for the Employment and Livelihood Programme. 
  • Suggest guidelines and approaches adapted to the Jordanian context and the targeted group (vulnerable youth, refugees and women), and guarantee the sustainability of activities deployed. 
  • Provide strategic guidance on the implementation of the activities of the three results (R1: skills development and employment promotion, R2: Business creation and development, R3: Evidence based policy making for refugees’ economic inclusion)
  • In collaboration with the project team, provide technical monitoring of the different partnerships established (grants and public procurement).
  • Be responsible for the institutional relations with actors in the eco-system in Jordan 
  • Ensure knowledge sharing and knowledge management, accompany change and strengthen partner capacities

Contextual factors impacting the function: 

  • Regulations on refugee’s access to employment is subject to change and may require flexibility and adjustment in strategies and approaches developed
  • Geographical zone of intervention and priority sectors to be validated at the inception stage of the project 

Your profile 

Education: ​

A master’s degree in business administration, economics, educational or social sciences or related field 

Specific competencies or knowledge required: 

  • At least 5 years of professional experience in skills development, TVET, employment policies and business development support. 
  • Up to date knowledge of the latest trends and developments of the TVET and business development sectors in Jordan
  • Demonstrated professional experience in the inclusion of refugees and women 
  • Understanding of Jordan human mobility context, mainly related to refugees’ access to labour market and entrepreneurship
  • Practical knowledge of cross-cutting themes (gender, decent work, environment, digital, innovation, etc.) 
  • Excellent ability to communicate, exchange ideas and listen to the various stakeholders
  • Ability to adapt to changes in the environment by proposing innovative solutions 

Specific competences or knowledge considered an asset: 

  • Experience in advising and/or managing TVET and business development related projects 
  • Experience working for EU-funded projects 
  • Experience in setting up innovative and sustainable schemes in the TVET sector 
  • Familiarity with contract systems and tools, such as public procurement or grants, and administrative management processes.
  • Experience in facilitating working groups and coordination with different stakeholders and actors in the TVET and employment sector. 
  • Familiarity with theories of change, understanding how interventions and strategies can lead to desired outcomes.

Languages: 

Fluent in Arabic and English
