Project Background:

The Public Financial Management Activity (PFMA) aims to work in partnership with USAID/Jordan and the Government of Jordan (GOJ) to improve Jordan’s revenue system and enhance their budget management process. PFMA will build the capacity of the Jordanian Ministry of Finance and other government institutions to modernize the revenue collection system, encourage compliance—including making it easier for taxpayers to comply with tax obligations—upgrade public procurement management, and improve budget planning, preparation, and execution. Key objectives include: 1) improving the revenue raising system; 2) streamlining the budget management process; 3) optimizing public expenditure management; and 4) implementing crosscutting Public Financial Management reforms such as interventions to address COVID-19. Through a combination of technical assistance, capacity building, and facilitation, tangible and measurable results are expected during the anticipated five-year duration of the activity.

Objectives:

The Operations Assistant will be responsible for efficient and accurate administrative operations of the main project office especially those related to obj 2. S/he will manage and coordinate the flow of events, tasks, information and maintain proper filing and ensure that all required supporting documents for all communications are in compliance with both DAI (internal) and USAID contract rules and regulations.

Responsibilities:

The Operations Assistant will be responsible for, but not limited to the following:

  • Coordinate and implement operating procedures in compliance with DAI/USAID policies and guidelines in coordination with PFMA operations and Obj. 2 technical team.
  • Manage PFMA Technical requests through DAI’s resources (TAMIS classic, TAMIS pro), for all interventions including Events, Travel Requests, Vehicle requests, and Procurement requests for PFMA Obj 2.
  • Oversee on a day-to-day basis, operational and logistical requests to ensure that all requests are being processed in a timely manner.
  • Oversee the formal documentation of workflow processes, compose, produce, route, and distribute correspondence, meeting notes, reports, e-mails, and other material, and maintain presentations, spreadsheets, and databases.
  • Manage the coordination of the PFMA Obj 2 training program in line with technical objectives and identified training needs.
  • Coordinates events, meetings and logistics for in-house and external events which include conference room reservations, arranging for meeting refreshments, notification to members, distribution of meeting materials and minutes, and confirming participant reservations and attendance.
  • Conduct a final site inspection a day prior to the event to ensure all preparations are conducted according to the project request and standards.
  • Direct contact with stakeholders, and vendors during the event to ensure smooth execution. 
  • Provides a smooth day-to-day flow of communications by sharing relevant documentation and reports within project teams.
  • Other tasks as assigned by Obj 2 Team lead.

Qualifications:

  • Bachelor’s degree in business administration or any related field
  • Experience working with international NGOs or donors or with USAID-funded projects (preferred).
  • Verbal and written communication and organizational skills.
  • Ability to plan, organize, and prioritize competing demands. Detailed and deadline oriented.
  • Possesses diplomacy, tact, and negotiating skills. Strong team player with a positive attitude. Flexible under pressure and in response to changing needs.
  • Experience using Microsoft Office products.
  • Fluent in Arabic and English.
