ABOUT ARDD

Founded in 2008 in Amman-Jordan, Arab Renaissance for Democracy and Development (ARDD) is a Civil Society Organization seeking to reinitiate a new Nahda (Arab Renaissance) project to contribute to addressing the challenges faced by the Arab World, building on the achievements and ideas of the Arab Nahda and aiming to open the doors forfuture participation in formulating concrete actions to achieve the desired change and development. ARDD supports marginalized individuals and communities—including refugees and migrants— in acquiring and enjoying their social, political, and economic rights, through legal aid, psychosocial support, media and grassroots mobilization, and research and advocacy to raise stakeholders’ awareness locally, regionally and internationally about the challenges that vulnerable persons face in Jordan and the Arab Region. JOB PURPOSE:

The Human Resources Manager is responsible for overseeing day-to-day administration and implementation of human resources functions, including recruitment, retention, performance, reporting, benefits administration, legal compliance, data management, and workforce development. Working closely with the Executive Director (ED) and managerial team, s/he will help ensure that ARDD maintains an effective, positive, and engaged workforce that achieves its rehabilitation and capacity-building objectives while promoting a healthy teamwork culture that upholds and reflects ARDD organizational values. And ensure the regular evaluation of human resources plans and programs are realized and ensure that ARDD policies and procedures are adhered to, in addition timely and effective services are delivered.

KEY RESPONSIBILITIES AND DUTIES

 Human Resources Policies & Procedures (25%)

  • Policy Development: Work with senior management to develop, refine, monitor and implement human resources policies in line with Jordan national labour laws as well as ARDD strategy, objectives, and operational needs.
  • Policy Evaluation: Participate and advise during regular reviews of ARDD human resource policies and strategies and solicit feedback from team members to inform and craft fair, transparent, and accountable policies consistent with local law.
  • Policy Dissemination: Maintain an accurate record of current HR policies and procedures. Ensure all team members understand applicable HR policies and procedures and be proactive in providing refresher information and/or in educating staff on any updates and changes. Respond to employee enquiries regarding policies, procedures, and HR manuals.
  • Legal Compliance: Assess and review compliance with all local regulations and protocols affecting human resource activities for employment of ARDD staff.
  • Developing and administering human resources plans and procedures that relate to the organization personnel.

Workforce Management (50%)

  • Recruitment: Work closely with the ED, head of Admin Dept. and hiring managers to recruit new staff members by researching recruitment sources, developing recruitment strategies, publicizing vacancy notices, and exploring creative relationships in the community for sourcing candidates. Review resumes, screen applicants, coordinate and participate in interviews, conduct reference checks, prepare job offers, employment contracts, explanation of benefit package, and other necessary documents for ED’s approval and distribution. Coordinate communication with applicants and respond to enquiries. Maintain records on recruitment efforts and outcomes.
  • Employee Transitions: Organize and coordinate effective on-boarding (orientation and induction) and off-boarding (handover and exit) of transitioning staff members’ introduction to HR policies and benefits, new employee paperwork, and systems, work authorization, end of service payments and legal clearance, and HR policy interpretations/advice as needed.
  • Administration: Effectively delegate the day-to-day administration of absences and leave requests and provide administrative approval to national staff leave requests in compliance with ARDD internal regulations and staff leave balances, prepare letters of employment. Prepare and circulate appropriate information (e.g. Staff approved leave list and leave days balance) on a regular base to managers.
  •  Liaise with Finance Manager the monthly administration of payroll, taxes, and benefits for the staff. Process enrolments, changes, and terminations of participants in all benefit plans and programs and maintain benefits files. Coordinate compliance obligations. Orient new employees on benefits and respond to benefits-related inquiries from employees.
  • Employee Relations: Improve manager and employee performance by identifying and clarifying problems, evaluating, and implementing solutions, and counselling team members on approaches to open communications and conflict resolution. Conduct employee surveys and socialize to understand and evaluate team dynamics and promote a positive, responsive, and reflective work culture. Manage staff inquiries and grievances. Conduct disciplinary review conferences and advise on appropriate outcomes. Carry out disciplinary actions in collaboration with supervisors.
  • Staff Development: coordinate and support the implementation of appropriate staff learning tools and initiatives as available.
  • Performance Management: Develop and oversee the coordination and monitoring of annual staff performance evaluations, including development goals and work plans.
  • HR Data Management: Oversee or delegate the establishment and maintenance the systematic production, collection, retention, and use of electronic and physical files for all employees. Ensure security and confidentiality of all records. Track and document changes in employment status and employee information in a timely manner. Collect and control timesheets of the staff and process time sheets data entry on leaves report on a monthly base. Prepare and circulate appropriate information (e.g. Staff approved leave list and leave days balance) on a regular basis Prepare reports on departmental activities. Periodically audit records for accuracy.
  • Compensation Development: Advise the ED and Managers on reviewing, developing, and/or maintaining ARDD compensation program to ensure equity within the organization, as well as competitiveness with the local NGO market. Develop and maintain acurate job descriptions, in close collaboration with managers. 
  • Organizational Management: Advise on organizational structure and oversee the development of organizational succession opportunities and job family models for key disciplines, functions, and strategic focus areas. 

General Administration

  • Managing the Administrators in All ARDD Offices, delegating work and managing their workload and output
  • Organizing the management office and maintaining supplies of stationery and equipment
  • Responsible for visa and other personnel-related documents in accordance with the requirements of ARDD system
  • Responsible of correspondence in English and Arabic as required.
  • Maintaining the condition of the office and arranging for necessary repairs
  • Implementing and promoting equality and diversity policy
  • Performs other related duties as assigned by Line manager and/or ED.

QUALIFICATIONS

  • Master and/or Bachelor of Business Administration (BBA) with a concentration in Human Resources.
  • Strong management of communication systems, controls, and skills.
  • Strong, advanced, and updated computer skills and IT solutions.
  • Knowledge and experience in HR software and applications (e.g. MenaITech or others).
  • Strong and updated knowledge of gender equality, cultural sensitivity, commitment, and understanding of international and national values and principles.
