BACKGROUND  

The Jordan Economic Reform Activity Task Order 1 (ERA TO1) is a 5-year, $54 million program funded by USAID, which aims to support the Government of Jordan (GOJ) to prioritize and implement economic reforms. Through coordination with the GOJ, the Jordanian and international private sector, other donors, and Jordanian civil society, ERA TO 1 will (1) advance economic reforms, (2) strengthen the business enabling environment, (3) increase exports and local, regional, and international investments, and (4) respond to emerging priorities. 

POSITION DESCRIPTION   

The Organizational Development Expert will support the design and implementation of the counterparts’ organizational development and capacity building activities that are supported by the ERA, to develop a culture of continual assessment, and improvement, and sustainable reforms. In addition to their primary duties, the selected expert will be responsible for providing maternity leave coverage for ERA's Organizational Development Advisor. This coverage is expected to require up to 15 days of effort per month from October to December.

  • Capacity of Key Economic-Growth-Related GoJ Entities to Champion Inclusive Economic Reforms Strengthened.  

Sub-result (s):

  • GoJ’s and partner entities institutional capacity and effectiveness strengthened.

Activities under component 1.3: Institutional Development for More Efficient and Effective GoJ Institutions.

The results will be measured against the following indicators: 

  • Percent of USG-assisted organizations with improved performance.
  • Number of governmental entities that implemented (new/upgraded) systems/tools/ processes/working methods to improve (specific area of service/functions).

 

Detailed responsibilities  

  • Perform assessments to assess the organizational capacity of targeted institutions utilizing a customized USAID Organizational Capacity Assessment Tool and determine the level of improvement of each counterpart’s organizational capacity and performance and the achieved results.
  • Develop and implement plans and the best approaches for counterparts organizational restructuring that aligns with the organization’s strategic objectives, improve efficiency, streamlining of operations, and advances economic reforms.
  • Develop organizational structures and function descriptions, present options, recommendations and create a plan for implementing changes.
  • Participate in the development of the counterparts’ strategic plans in coordination with the relevant component.
  • Organize and deliver individual and group capacity-building workshops, training, and seminars on various organizational development topics to support the implementation of the organizational improvement interventions.
  • Design and implement a knowledge exchange platform to support counterparts in implementing the agreed-upon interventions and advance economic reform in coordination with other ERA’s components.
  • Develop technical scope of work, progress reports, quarterly reports, and other needed reports as directed by the ERA team lead.
  • Contribute to periodic planning documents, progress, and impact reports for USAID and other partners. 
  • Operate with integrity and assurance of confidentiality, commitment to excellence, and compliance with all USAID rules and regulations, contractual requirements, and Chemonics policies, systems, and values.  
  • Other tasks as assigned by the Institutional Development Team Leader.

 

Deliverables  

Based on the nature of activities, deliverables could include any of the following and will be determined in coordination with the Institutional Development Team Leader:

  1. Organizational Capacity Assessment Reports and Action Plans
  1. Training materials, agendas, and delivery of target institutional capacity building programs
  1. Ongoing coaching and on the job training for partner institutions on organizational development implementation
  1. Regular progress reports
  1. Review and quality assurance of technical deliverables

 

Important Remarks:

  • The deliverables will be submitted to the USAID ERA Activity Lead and presented in order to receive feedback.
  • The deliverables should be submitted using only the USAID ERA report and presentation branded templates. 
  • The consultant(s) will make themselves available for briefings with ERA staff, USAID representatives, and key assignment stakeholders as requested.   

 

Job Qualifications

The expert(s) should have the following qualifications:

  • Bachelor’s degree in public sector management, public administration, engineering, or another relevant field; master’s degree preferred.
  • At least 15 years of proven experience leading and implementing large-scale initiatives in organizational and institutional development, project management, governance, and capacity building
  • Experience in managing organizational and institutional strategies, assessments, and transformations, with both public and private sector institutions.
  • Prior experience liaising with Government of Jordan officials.
  • Ability to build strong relationships and collaboration with diverse stakeholders.
  • Sound knowledge of Jordan’s public sector reforms. 
  • Experience working in the context of economic development programs is a plus.
  • Excellent communication, facilitation, and training skills.
  • Demonstrated knowledge and familiarity with Jordan’s operating environment.
  • Strong interpersonal skills and ability to work with culturally diverse staff.
  • Strong Arabic and English communication skills (oral and written).

 

Reporting

The position holders will directly report to the ERA Institutional Development Team Lead. 

Location of Assignment 

This assignment is to be conducted in Amman-Jordan and might require travel to governorates.
