Background

The Jordan Tourism Board Activity (JTBA) is a three-year, $16.2 million program funded by USAID, with the primary goal to strengthen Jordan’s tourism sector through support to the Jordan Tourism Board (JTB). JTBA will enhance JTB’s efforts to strategically position and promote Jordan as a distinctive destination. Further, the JTBA will increase domestic and international tourism to primary and secondary sites, boosting the country’s gross domestic product (GDP) and enabling economic growth and job creation across the tourism value chain. The program will achieve its objectives in close coordination with the Ministry of Tourism and Antiquities (MoTA) and local and international partners. The project is implemented by SEGURA Consulting with support from international and local subcontractors.

Position Description

The MEL & GESI Lead has primary responsibility for the design and implementation of the project’s monitoring, evaluation, and learning plan and data collection system to measure JTBA performance against established goals and objectives and inform decision-making by project leadership. They oversee the preparation of regular project reports and deliverables for USAID and highlights best practices and approaches for all project counterparts and defines program indicators and sources of data; track delivery against program targets; prepare project performance monitoring plans; and contribute to other project documents. They will provide technical direction and strategic oversight of all Gender Equity and Social Inclusion (GESI) standalone and cross cutting interventions, including GESI integration into technical planning, reporting, and other project processes.

Responsibilities

  • Provide leadership and oversight for the design and implementation of the MEL strategy, including monitoring routine activities and reporting, analyzing and using data, and ensuring data quality while ensuring compliance with USAID guidelines and standards.
  • Develop technical and operational measures to monitor progress and implementation, set and re-evaluate targets, and monitor progress through data collection, review and analysis.
  • Lead the design and operationalization of the activity’s MEL systems to ensure standardization of indicators, data collection and reporting across all activities.
  • Develop and provide MEL-related support, training, mentoring and coaching to staff, contractors, funding recipients and other partners as needed.
  • Lead the application of Collaboration, Learning and Adaptation (CLA) principles to ensure JTBA staff leverage feedback loops to pivot and adapt as needed.
  • Provide technical direction and strategic oversight of all Gender Equity and Social Inclusion (GESI) standalone and cross cutting interventions.
  • Design GESI-focused indicators and provide technical support on tracking and measuring indicators ensuring that the GESI performance targets and deliverables outlined in the ERA Project agreement and annual work plans are completed in a timely and cost-effective manner, and that they meet high quality standards.
  • Contribute to project quarterly reports, annual work plans, and other project reports and deliverables as required.
  • Undertake assessment trips, initiate and evaluate the progress of training activities, and suggest adjustments as needed.
  • Support planning and coordination of other project events to help ensure high quality results and effective GESI integration, coordination, and implementation.
  • Work collaboratively with project leadership to implement strategic activities that deliver long-term sustainable results.

Minimum Qualifications

  • Undergraduate degree in Sociology, Economics, Statistics, Industrial Engineering, other social science programs or other relevant fields.
  • Minimum five years of GESI/MEL experience, including experience conducting assessments and developing MEL systems integrating considerations for gender, youth, and marginalized groups for international development projects.
  • Experience in designing and implementing data collection efforts for USAID projects, showcasing proficiency in data analysis and reporting, with strong writing and data visualization skills. Proficiency in quantitative and qualitative data collection methodologies.
  • Demonstrated experience working on issues of gender, youth, and social inclusion.
  • Experience developing and delivering training on MEL and GESI best practices and core principles
  • Excellent ability to clearly and effectively formulate oral and written technical information for technical and non-technical audiences.
  • High level of attention to detail and ability to multi-task
  • Professional fluency in Arabic and English.

Location

The MEL & GESI Lead will work from the JTBA project office in Amman, Jordan.
