The Program (Program Summary)
Jordan grapples with escalating climate-related disasters, posing a critical challenge to its humanitarian efforts, economic stability, and environmental integrity. Despite its position as one of the world's most water-scarce nations, Jordan is witnessing a distressing surge in flash floods. Factors such as degraded vegetation, haphazard urbanization, and the relentless impact of climate change worsen these floods, devastating local communities and the eco-tourism sector. Moreover, Jordan suffers from devastating heat waves due to climate change, leading to desertification, diminished water supplies, and exacerbated water scarcity.
Since 2021, Mercy Corps Jordan has been working to strengthen the resilience of vulnerable communities against the impacts of climate change. The Tabeaa (طبيعة): Strengthening Climate Resilience in Jordanian Communities project builds on this commitment, aligning with Mercy Corps’ vision of fostering resilient communities capable of thriving amid climate challenges.
The project’s approach is multi-faceted, focusing on three key areas: building the adaptive capacity of Jordanian communities, ensuring effective localization and enforcement of national climate policies, and increasing investments in climate resilience initiatives. By integrating these elements, the Tabeaa project seeks to create a sustainable, inclusive response to climate change, in line with Mercy Corps’ mission to strengthen resilience among vulnerable communities in Jordan.
The Tabeaa project will operates both at the national and local community levels. Nationally, it engages key stakeholders to drive systemic change by localizing and enforcing Climate Change Adaptation (CCA) and Disaster Risk Reduction (DRR) strategies. At the community level, the project targets five communities across different governorates, selected for their high vulnerability to flash floods, heatwaves, and water scarcity, which are exacerbated by climate change and impede their ability to thrive.
The Position (General Position Summary)
The Policy & Influencing Coordinator will lead and coordinate the Tabeaa project's policy engagement and influencing efforts at national and local levels. The role owns the annual influencing plan and ensures evidence from the field translates into clear policy asks, partnerships, and measurable systems change in line with the project priorities. This position will establish, interact and maintain relations with different project stakeholders at local and national levels and will work closely with MEL, Communications, Research & Evidence, and field teams to align messaging, track outcomes (including outcome harvesting), and document advocacy wins.
Essential Responsibilities
POLICY ADVOCACY AND INFLUENCE
● Lead the development and annual updating of the programme’s influencing strategy in Jordan, aligned with the Alliance Theory of Change and country context.
● Oversee a practical influencing plan grounded in problem analysis, policy context, and stakeholder mapping with clear objectives, messages, timeline, and action plan.
● Oversee the design and delivery of influencing/advocacy efforts, including audience targeting, development of key messages, and prioritised actions.
● Provide direction and quality control for the development and use of a range of advocacy products, including reports, policy briefs, lobby letters, and finalising communication products and plans.
● Lead the design and organisation of policy dialogues, events, and convenings that create opportunities for influence at national and municipal levels.
● Systematically document and share stories of impact/best practices from local communities, ensuring lessons from the field are captured and fed back into policy asks.
● Work with the MEL team to meet agreed targets and frameworks for influencing objectives and outcome harvesting.
● Translate community evidence and learning into clear policy recommendations and asks for national- and municipal-level engagement.
● Ensure advocacy and influencing activities are aligned with project goals, annual plans, and donor/Alliance priorities; maintain a risk and mitigation register for influencing.
STAKEHOLDER ENGAGEMENT
● Identify, establish, and maintain strategic relationships with government counterparts (e.g., MoLA, NCSCM, MoEnv), municipalities, civil society, private sector, think tanks, multilateral organisations, research institutes, and media.
● Build collaborative partnerships that amplify voice and support localisation of DRR and CCA pracitces at local level.
● Represent Tabeaa in key coordination meetings with stakeholders, ensuring coherent messaging and alignment with national strategies and local priorities.
MONITORING, EVALUATION, LEARNING (MEL)
● Coordinate with the Research & Evidence team and consultants to scope, commission, and translate research into influence-ready evidence (briefs, factsheets, policy notes).
● Identify and adapt best practices and lessons learned tied to influencing goals; ensure gender analysis (GESI) informs policy development and recommendations.
● Track the progress of Local Advocacy Committees (LACs) and related efforts; capture advocacy wins, case studies, and contribution to systems change.
OTHERS
• Fulfill Mercy Corps Program Management Minimum Standards based on the organization-wide guide.
• Complete tasks as assigned in a timely, professional manner
• Participate in internal office coordination and planning meetings and workshops;
• Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
• Other duties as assigned by the direct Supervisor and/or the Program Director.

Reports Directly To: Senior Community Resilience Coordinator
Works Directly With: Tabeaa project team, MEL Team, Targeted local communities, Project partners/stakeholders, Mercy Corps support departments (Engineering department, Finance, Admin and Procurement teams) at country, regional, and global levels as needed.
Accountability to Participants and Stakeholders
Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our field projects.
Minimum Qualification & Transferable Skills
● Relevant degree (e.g. climate science, international development, etc.)
● At least 7 years relevant experience with designing, managing and implementing influencing strategies, advocacy efforts, and initiatives
● Demonstrated knowledge of Disaster Risk Reduction, Climate Change Adaptation, or resilience is mandatory.
● Demonstrated experience in external relations and stakeholder management in Jordan and/or regional levels.
● Ability to conduct policy and stakeholder analysis through rigorous document reviews and network development, and articulate policy recommendations for influencing
● Ability to scope, design, and lead research to build an evidence base for advocacy.
● Ability to summarize and persuasively communicate complex information in written and verbal form to different audiences, including experience leading the production of external written policy products.
● Team player that can coordinate and facilitate tasks for program outcomes both internally and externally, with stakeholders including Alliance partners, national/sub-national/local governments, community groups, INGOs, NGOs, donors, UN, private sector and others.
● Ability to ensure influencing work, research, and messaging integrates a strong GESI perspective.
● Strong organizational skills and ability to effectively handle multiple tasks, work under pressure and meet tight deadlines.
● Proficiency in written and spoken in English and Arabic
● Demonstrated proficiency with the MS Office software (i.e., Word, Excel, PowerPoint) is required.
● Ability to frequently travel to project targeted areas and work effectively with diverse team.
