BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The objective of a country-level Logistics Cluster is to ensure that timely, coherent and effective logistics support to humanitarian aid/relief operations is possible (within funding and security constraints). WFP as lead agency of the Logistics Cluster is accountable to work in partnership with humanitarian stakeholders to deliver a strategic response, based on operational gaps (as per the IASC Guidelines on Cluster Coordination at Country Level). Within each country-level Logistics Cluster Lead Agency is a Logistics Cluster Coordinator (as per the IASC Generic Terms of Reference for Sector Leads at Country Level), who is responsible to lead and facilitate this process. Based on the needs identified and expressed by the humanitarian community, the Cluster will assume a coordination and information management role, while attempting to facilitate common services where required to maximize the use of available resources in-country, provide support and advocacy surrounding customs clearance and government liaison, and establish a more coordinated and cost-effective operational approach.

Job Purpose:

To facilitate the management of Logistics Cluster common service provision

through; management of daily operations, analysing and reporting on information, and cooperating with implementing partners to maximise efficiency of the logistics operations and activities.

The Logistics Officer SC8 position is based in Amman in support to the Gaza operation, he/she works under the direct supervision of the Logistics Cluster’s Jordan Corridor Manager.

ACCOUNTABILITIES/RESPONSIBILITIES:

  • Directly supervise a team of logistics associates based in Amman.
  • Provide specialized support to logistics operations and activities, following standard processes and facilitating, directly or indirectly, the effective delivery of partners' cargo to specified destinations.
  • Coordinate and liaise with internal and external stakeholders, including UNOPS (2720), other UN agencies, INGOs, NGOs, to support logistics operations management and strengthen partnerships on the humanitarian supply chain.
  • Coordinate closely with JHCO and other authorities to enable the delivery of partner agencies supplies into Gaza.
  • Establish reports based on logistics movements and share them according to requirements.
  • Gather market intelligence, coordinate vendor assessments (e.g. transporters, warehouses) and produce relevant reports.
  • Manage complex operational issues and provide solutions or recommendations related to all assistance modalities, using initiative and following processes, to ensure the provision of timely resolutions with excellent client service mind-set.
  • Organise, lead, and participate in the regular logistics cluster meetings.
  • Ensure the integrity of transport information, including commodity tracking in WFP standard systems.
  • Prepare and maintain transport information for reporting purposes on cargo tracking.
  • Respond to a variety of technical queries / requests for support, following standard processes, and obtaining guidance as required, to ensure timely and accurate resolution of all inquiries with a high standard of client service mind-set. Participate in logistics emergency preparedness and response activities including Logistics Capacity Assessment and Contingency Plan update, to support WFP’s response in emergencies.
  • Ensure adequate logistics preparedness through contingency planning and continuous logistics preparedness reviews.
  • Coordinate logistics operations with other organisations in the area.
  • Oversee the consignment and inventory management cycles of the interagency pipeline.
  • Perform other related duties as assigned.


Skills

QUALIFICATIONS & EXPERIENCE REQUIRED

  • Three (3) or more years of managerial experience in similar positions with a relevant bachelor’s degree or On (1) year or more of managerial experience in similar positions with a relevant Master’s degree.
  • Experience coordinating service providers’ contract execution.
  • Experience arranging supplier deliveries through (rail, air, or sea).
  • Experience in report writing
  • Experience using corporate systems to monitor ongoing shipments, pipeline information, insurance claims, and stocks.

Education

Master’s degree in business administration, engineering, computer science, statistics or economics (preferably transport economics), or equivalent professional experience or extensive relevant logistics experience.

Language

Native Arabic speaker.

Proficiency/Level C of English is required.
