Launched in 2023, Youth Grow Activity (YGA) is a five-year US Government (USG)-funded initiative that aims to transform the economic trajectory of Jordan’s youth while strengthening resilient, opportunity-rich local systems to promote long-term stability and security. YGA’s reflects a growing strategic consensus: youth economic empowerment is no longer just a development objective; it is a tool for socioeconomic prosperity. YGA tackles the root causes of economic exclusion and youth unemployment—key drivers of social unrest, destabilized vulnerable communities, and brain drain and migration. By aligning local and national economic opportunities with shared regional and global strategic interests, YGA leverages economic empowerment as a force to foster resilient partnerships that help co-create future-ready systems. YGA focuses on three core objectives:
- Increased youth access to income-generating opportunities. YGA prepares, inspires, and links youth with opportunities and career pathways that allow them to generate income in growing arenas, including technology-enabled work, remote employment, and enhancing youth-led and youth-serving enterprises growth opportunities.
- Enhanced youth economic leadership through targeted support of youth-led, youth-serving organizations, and youth groups through integrating sustainable practices and procedures for youth economic integration into the local and national ecosystem and enhancing youth's meaningful involvement in decision-making by creating avenues where their voices are heard to shape their support activities that affect their economic progress. This approach allows YGA to support inclusive economic growth that fosters innovation and long-term value creation.
- Strengthened Jordan's youth development system in partnership with youth through enhanced coordination among stakeholders within youth-relevant services and policies and strengthened youth centers' capacity to serve as a connection hub between youth and youth support ecosystems to develop a lasting environment for youth empowerment and engagement.
POSITION DESCRIPTION:
The USG-funded Youth Grow Activity (YGA), implemented by Q2 Impact and partners, aims to enhance youth economic participation and strengthen Jordan’s youth development ecosystem. In partnership with the Ministry of Youth (MoY), YGA will implement a series of interventions that promote employability, entrepreneurship, civic engagement, and social resilience among youth aged 12–29 through MoY’s youth centers. These interventions include training programs in Sports, Music, Arts, non-technical skills (e.g. English Language), and institutional support for MoY’s youth centers and communication systems. To ensure smooth coordination and quality implementation, YGA seeks to hire a specialist to act as the primary liaison between YGA, the Ministry of Youth, and PFG, overseeing planning, communication, and performance tracking of MoY’s interventions under YGA.
ROLES and RESPONSIBILITIES:
The MOY System Strengthening Specialist will play a critical role in advancing YGA’s mission by fostering strong partnerships with Ministry of Youth (MOY). The Specialist will ensure that YGA’s initiatives are aligned with national strategies, responsive to market needs, and supported by robust private sector engagement. He/She will be responsible for:
- Coordinating and managing the design, planning, and implementation of YGA–MoY joint activities.
- Ensure all activities align with MoY’s strategic priorities and YGA’s systems-strengthening and Positive Youth Development (PYD) framework.
- Facilitate communication and operational coordination between YGA, MoY, and PFG.
- Support monitoring, evaluation, and learning (MEAL) efforts to track progress and measure results for all MoY-linked activities.
MOY System Strengthening Specialist’s specific responsibilities will include the following:
- Coordination and Planning
- Act as the focal point for all coordination between YGA, MoY, and PFG.
- Participate in planning meetings with MoY departments and YGA’s technical leads to agree on timelines, roles, and deliverables for each planned activity.
- Support YGA’s DCOP in developing a joint annual implementation plan for MoY activities.
- Ensure coordination with other government counterparts (e.g., MoDEE, MoE, CPF) involved in overlapping initiatives.
- Activity Design and Vetting
- Work with MoY and YGA technical teams to translate MoY’s strategic directions into detailed action plans per activity, clarifying objectives, target groups, and expected outcomes.
- Review and validate technical designs, budgets, and implementation modalities developed by PFG.
- Provide input to ensure activities integrate youth leadership, gender inclusion, and sustainability elements.
- Present YGA’s designed activities to MoY, and advocate among them for these activities, aiming to gain their buy in.
- Activities Implementation
- Supervise the implementation of the sports training activities (including Soccer, Karate, and Jujitsu) for youth in selected youth centers, in collaboration with MoY.
- Supervise the implementation of music and arts trainings (including drawing and Arabic Calligraphy) for youth in selected youth centers, in collaboration with MoY.
- Supervise the implementation of English Language trainings for youth (including job seekers) in selected youth centers, in collaboration with MoY.
- Supervise the development of National Occupational Standards under YGA, in collaboration with the Accreditation and Quality Assurance Center (AQAC).
- Monitoring, Evaluation, and Reporting
- Collaborate with YGA’s MEAL Lead to identify key performance indicators (KPIs) and data sources for each MoY activity.
- Develop and maintain an activity performance tracker, consolidating data and progress updates from PFG and MoY.
- Verify the quality and completeness of data collected from field activities and provide short narrative summaries for inclusion in YGA’s quarterly reports.
- Support learning reviews, documentation of success stories, and adaptive management discussions.
Communication and Stakeholder Engagement
- Facilitate regular communication between MoY’s central and governorate teams, YGA, and PFG.
- Ensure transparent and timely information flow across partners.
- Coordinate visibility and communication efforts related to MoY–YGA activities in line with DOS branding and marking requirements.
- Represent YGA in MoY-led coordination meetings, technical working groups, and other government-led events as delegated.
Any other tasks requested by YGA’s Chief of Party (COP) or Deputy Chief of Party (DCOP).
LOCATION:
75% at Ministry of Youth in Amman with frequent travel to the governorates as needed, 25% in YGA offices
MINIMUM EDUCATION, EXPERIENCE, SKILLS and QUALIFICATIONS:
- A bachelor's degree in fields such as economics, business administration, education, youth development, or a related field is often preferred. Master’s degree preferred
- Minimum 8 years of experience in youth development, public-sector coordination, donor-funded programs, or systems strengthening.
- Demonstrated experience in coordinating with government institutions, preferably MoY, MoDEE, or MoE.
- Experience in project design, planning, and monitoring under USAID or other international donor frameworks.
- Proven ability to manage partnerships and facilitate multi-stakeholder coordination.
- Strong understanding of Positive Youth Development (PYD) and employability programming.
- Excellent written and verbal communication skills in Arabic and English.
- Strong interpersonal skills and ability to work collaboratively across institutions.
