FINANCE AND ACCOUNTANCY MANAGER

CONTEXT:

Médecins Sans Frontières is a private, non-profit international humanitarian organization dedicated to providing medical assistance to populations in crisis, without discrimination and regardless of race, religion, creed, or political affiliation. Médecins Sans Frontières is seeking a FINANCE AND ACCOUNTANCY MANAGER in its Country Office in Amman, Jordan.

 

 

ACCOUNTABILITIES:

        Being responsible for quality and timely accounting for the whole mission, e.g., cash procedures, bank accounts, receipts and supporting documents, electronic data entry, consolidation of overall mission accounting, monthly closing process and documents, ensuring strict respect of deadlines and strict compliance with MSF guidelines, financial standards and procedures.

        Coordinating and overseeing the monthly and yearly closing of accounts and balance sheet, and reporting the mission's accounting statement through monthly and weekly reports, to verify the evolution of project finances and provide information about them

        Being responsible for the financial management of donor contracts, e.g., preparing and verifying the financial reports to donors, following up and analyzing the need for amendments. Ensuring reporting conditions are met, and stakeholders in the mission are informed of their responsibilities (for example, logistics for stock inventory, quotes)

        Coordinating and overseeing the payment of tax liabilities to comply with legal obligations.

        Coordinating and supervising the conduct of local audits relating to accounting, tax, labor, stock, and asset management.

        Planning and supervising, in close coordination with the PAM in the coordination office, the associated processes (recruitment, training/induction, evaluation, potential detection, development, and communication) of the staff under his/her responsibility to ensure both the sizing and the amount of knowledge required, and to improve people's capabilities.

        It is a technical reference for any accounting-related issue, including compliance with MSF financial standards and procedures, legal compliance, training, and support on the MSF accounting software/system.

        When required, brief all staff involved in specific accountancy management (e.g., the Mission Coordination Team, Administration Managers, Logistics Managers, etc.).

 

MSF SECTION/CONTEXT SPECIFIC ACCOUNTABILITIES:

 

·       Be the accountant for the Coordination office, and do all the entries needed in UniField to be verified by the FinHR Coordinator.

·       Be responsible for the cash box in the coordination.

·       Under the supervision of the FinHR Coordinator, with the support of HQ accountancy, responsibly manage all the intersection and intermission expenses in Jordan, and make the reinvoicing and the needed adjustments and communications, including the scanning and sharing with the stakeholders, to have a clean and well-reconciled accountancy.

·       Follow the accountancy and the cash in Iraq remotely, with the Baghdad team and under the supervision of FinHR coordination, take the needed actions to comply with MSF standards and the Iraq-specific situation.

·       Support the FinHR Coordinator in preparing the budget follow-up and the monthly cash request of the Coordination office.

·       Be the focal point of all the coordination with the banks that are used by OCP in Amman.

·       Be responsible for making all the bank transactions for the coordination office, to be validated by the FinHR Coordinator or HoM.

·       Ensure a good archiving of the accountancy binders and take the needed action with HQ based on MSF standards.

·       Under the supervision of the FinHR Coordinator, follow up with IMS in Jordan (mission IMS & hosted staff) on all personal costs, and ensure good communication and a well-registered record on UniField to reconcile it in time.

·       Staff member of the Coordination Risk Prevention Committee.

·       In collaboration with the supply department, follow up on the service contract on the financial and payment aspects, which is managed by the coordination office, and alert to the expiry and update the payments.

·       Covering the finance positions in RSH upon need, in collaboration with the FinHR Coordinator and the hospital management team.

·       Master the UniField at the mission level, and answer all the technical questions from the finance team in the hospital.

  • Follow specific tasks delegated by the FinHr Coordinator as needed and for a temporary period.

 

REQUIREMENTS:

 

Education:           Essential solid accountancy training and experience, professional accounting qualification.                                               Desirable University degree in accounting, finance, or business administration.

 

Experience:                 Essential: 4 years of previous experience in a similar relevant position.

Languages:        •    Mission language is essential. Local language is desirable.

                              Local accounting standards, Desirable MSF accounting software, ERP system knowledge, and local laws.

 

WORK LOCATION:      Amman - Jordan

CONTRACT:                6 Months Fixed-term contract – Full-time (Renewable)
