PROJECT BACKGROUND
About Youth Grow Activity
Launched in 2023, Youth Grow Activity (YGA) is a five-year US Government (USG)-funded initiative that aims to transform the economic trajectory of Jordan’s youth while strengthening resilient, opportunity-rich local systems to promote long-term stability and security. YGA reflects a growing strategic consensus: youth economic empowerment is no longer just a development objective; it is a tool for socioeconomic prosperity. YGA tackles the root causes of economic exclusion and youth unemployment—key drivers of social unrest, destabilized vulnerable communities, and brain drain and migration. By aligning local and national economic opportunities with shared regional and global strategic interests, YGA leverages economic empowerment as a force to foster resilient partnerships that help co-create future-ready systems.
YGA focuses on three core objectives:
- Increased youth access to income-generating opportunities. YGA prepares, inspires, and links youth with opportunities and career pathways that allow them to generate income in growing arenas, including technology-enabled work, remote employment, and enhancing youth-led and youth-serving enterprises’ growth opportunities.
- Enhanced youth economic leadership through targeted support of youth-led, youth-serving organizations, and youth groups through integrating sustainable practices and procedures for youth economic integration into the local and national ecosystem and enhancing youth's meaningful involvement in decision-making by creating avenues where their voices are heard to shape support activities that affect their economic progress. This approach allows YGA to support inclusive economic growth that fosters innovation and long-term value creation.
- Strengthened Jordan's youth development system in partnership with youth through enhanced coordination among stakeholders within youth-relevant services and policies and strengthened youth centers' capacity to serve as a connection hub between youth and youth support ecosystems to develop a lasting environment for youth empowerment and engagement.

AI Curriculum & Training Background
As part of its youth entrepreneurship support program, YGA is developing a two-day national training program focused on enabling early-stage entrepreneurs to embed artificial intelligence into business operations in a practical, ethical, and sustainable manner, aiming at accelerating the business growth. This training is built on YGA’s approved curriculum outline and informed by a needs assessment conducted with Jordanian incubators and accelerators. The program aims to equip entrepreneurs with foundational AI knowledge, hands-on tool exposure, strategy development skills, and ethical frameworks that align with Jordan’s emerging AI policy landscape.
The curriculum serves dual strategic purposes: (1) providing direct, high-value support to a first cohort of 50–60 entrepreneurs from Jordan’s north, Center, and south regions; and (2) establishing a standardized, replicable curriculum that will later be used in a Training-of-Trainers (ToT) program for incubator and accelerator staff across Jordan. The two consultants contracted under this scope will co-develop the curriculum and co-deliver the first pilot training, ensuring that content is practical, accessible to non-technical founders, and aligned with the gaps and opportunities identified during the needs assessment.
SCOPE OF WORK
Purpose of the Assignment
The AI Technical Specialist will provide technical expertise in artificial intelligence, large language models (LLMs), data readiness, AI ethics, and tool selection. The consultant will co-develop the two-day curriculum and co-deliver the pilot training.
Key Responsibilities
1. Curriculum Co-Development
- Co-develop curriculum modules related to technical AI foundations, LLMs, tool selection, automation workflows, data readiness, and AI-powered market validation.
- Design hands-on exercises and demonstrations suitable for non-technical entrepreneurs.
- Prepare all technical materials, templates, and facilitator notes for future ToT use.
2. Technical Review and Quality Assurance
- Ensure curriculum content is technically accurate, safe, and consistent with global responsible AI standards.
- Validate the selection of tools and frameworks included in the curriculum.
3. Co-Delivery of the Pilot Training
- Co-deliver the two-day in-person training to a total of 50–60 entrepreneurs, distributed over 3 regions (North, Center, and South)
- Facilitate technical demonstrations, exercises, and tool walkthroughs.
4. Coordination and Reporting
- Participate in planning meetings with YGA.
- Submit all final revised editable materials.
- Provide a short technical reflection report.
LEVEL OF EFFORT AND TIMEFRAME
The designated level of effort for this consultation is up to 12 working days (96 working hours) delivered over 45 calendar days from the date of signing the contract.
REQUIRED QUALIFICATIONS
- Minimum 7 years of professional experience in AI, machine learning, data science, or a technical discipline.
- Demonstrated experience with LLMs, generative AI, prompt engineering, data workflows, and applied AI tools.
- Proven ability to design and deliver training for non-technical audiences.
- Strong grounding in AI ethics, data privacy, and responsible AI principles.
- Familiarity with the MENA entrepreneurial ecosystem; Jordan experience preferred.
- Bachelor’s degree in Computer Science, AI, Data Science, or Engineering; Master’s preferred.
- Fluency in English and Arabic.
