About REACH and IMPACT:
REACH was born in 2010 as a joint initiative of two International NGOs (IMPACT Initiatives and ACTED) and the United Nations Operational Satellite Applications Programme (UNOSAT). REACH’s purpose is to promote and facilitate the development of information products that enhance the humanitarian community’s decision making and planning capacity for emergency, reconstruction and development contexts. REACH facilitates information management for aid actors through three complementary services: (a) need and situation assessments facilitated by REACH teams; (b) situation analysis using satellite imagery; (c) provision of related database and (web)-mapping facilities and expertise. IMPACT Initiatives is a humanitarian NGO, based in Geneva, Switzerland. The organisation manages several initiatives, including the REACH Initiative. IMPACT was launched at the initiative of ACTED, an international NGO whose headquarter is based in Paris and is present in thirty countries. The two organizations have a strong complementarity formalized in a global partnership, enabling IMPACT to benefit from ACTED’s operational support on its fields of intervention.

POSITION PROFILE:
REACH Yemen is seeking an Assessment Officer to support work focused on Cash and Markets in Yemen. Under the supervision of the Deputy Research Manager, the Assessment Officer will be responsible for implementing and supporting all stages of research activities related to the Joint Market Monitoring Initiative (JMMI). This includes contributing to research design and planning, tool development and review, coordination and oversight of data collection, data cleaning and analysis, and the drafting, dissemination, and evaluation of analytical outputs.
In addition, the Assessment Officer will support REACH Yemen’s engagement with external stakeholders, including the Cash and Markets Working Group (CMWG) and relevant partners. The role will involve participation in methodological and programmatic discussions, coordination with partners involved in data collection, and provision of technical support to ensure data quality and adherence to REACH standards. The position will also contribute to ensuring that JMMI findings are timely, relevant, and effectively used to inform humanitarian cash and market-based interventions in Yemen.
-FUNCTIONS:
Research Planning
The AO will be will be responsible of the design and preparation of two Joint Market Monitoring Initiative (JMMI) data collection rounds, in line with IMPACT’s research standards and partners’ information needs. This includes leading research coordination and planning, updating and finalizing data collection tools, overseeing the implementation of data collection activities, and contributing to the analysis and production of JMMI outputs.
AO will :
• Ensure that JMMI data collection activities are planned in line with the country strategy, project objectives, CMWG priorities, and IMPACT’s research cycle and relevant guidelines.
• Compose and construct, in close coordination with GIS and data teams JMMI data collection tool and analysis
• Coordinate with relevant stakeholders and partners, including the CMWG, to ensure alignment of research design with operational needs and market monitoring priorities.
• Develop and monitor detailed activity timelines, coverage plans, and partner engagement plans for the two JMMI rounds.
Research Implementation
The AO will be responsible for supporting the implementation of all research stages of JMMI data collection exercise, including tool and methodology design, coordination of data collection, data cleaning, and data analysis.
•In close liaison with partners, identifying assessment areas, train enumerators, monitor assessments and data collection, manage assessment logistics, facilitate design workshops and joint analysis workshops
• In close liaison with partners, ensure that data is revised, cleaned, analyzed and stored according to IMPACT’s Data Management Guidelines
• Generate and document robust lessons learned and ensure knowledge and learning processes are shared with other REACH and IMPACT teams as well as external partners
Drafting of Research Products
The AO will be responsible for producing and/or overseeing the production of all relevant outputs related to the JMMI assessment.
• Ensure the drafting of timely, accurate and impactful outputs that consolidate the analyses from each round of data collection activity into relevant products including the update of the situation overview, and the update of the online dashboards which comply with IMPACT’s guidelines and quality standards.
• Liaise with relevant GIS colleagues to ensure effective spatial representation of research findings in maps and/or interactive dashboard.
External engagement
The AO will support communication and coordination with external partners throughout all stages of the two JMMI rounds.
• Ensure that relevant stakeholders, including the CMWG and data collection partners, are consulted and engaged during the planning, implementation, and dissemination stages of each round.
• Represent REACH Yemen in relevant meetings, working groups, and technical discussions related to Cash and Markets.
• Present findings from each JMMI round during coordination forums, including CMWG meetings, to promote uptake and operational use.
• Promote an active use of JMMI datasets and outputs by partners and the broader humanitarian community for their decision making.
• Contribute to maintaining a positive image and credibility of REACH and IMPACT through professional engagement and adherence to organizational values and ethical standards.
Skills
Qualifications:
Essential :
• Academic experience: Excellent academic qualifications, including a degree in relevant discipline (international studies, development, humanitarian response, monitoring and evaluation, etc.)
• Research & analytical skills: Proficiency and proven experience with research methods, including in research and tool design and implementation of data collection. Excellent analytical skills and ability to situate findings within a wider context.
• Years of work experience: At least 1–2 years of relevant work experience in humanitarian, development, and/or research settings, preferably with exposure to cash and market-related assessments or programmes.
• Software skills: Proven knowledge of the Microsoft Office Suite, including Word, Excel, and PowerPoint. Strong knowledge of Excel functionality in relation to conducting data analysis.
• Language skills: Written and spoken fluency in English required.
• Communication/reporting skills: Excellent communication and drafting skills for effective reporting and coordination.
• Cross-cultural work environment: Ability to operate in a cross-cultural environment requiring flexibility.
• Multi-tasking & organisational skills: Ability to multitask with tight deadlines, on numerous research cycles. Excellent organisational skills and ability to prioritize.
• Level of independence: Proven ability to work independently.
Desired :
• Familiarity with aid system: Knowledge of the humanitarian program cycle (HPC) and the humanitarian coordination structure.
• Professional Experience: Previously worked with REACH Initiative in the Yemen team or other teams is preferred.
• Thematic expertise: Expertise and knowledge in economics, livelihoods, CVA and market-based interventions.
• Management skills: Team management experience and skills is highly desirable.
• Software skills: Knowledge of the Adobe Creative Cloud suite (i.e., InDesign) is an advantage. Knowledge and experience in R or other statistical analysis software, and GIS software is an asset.
• Language skills: Written and spoken fluency in Arabic is an advantage
Experience in geographical region: Past work experience in Yemen or Middle East is desired.
