Job Description:

JOB PURPOSE

The Water and Environmental Engineer will support the Project Manager in conducting the feasibility study for the Underground Water Dam Project in Jordan. The role involves active participation in the preparation and implementation of Environmental Impact Assessment (EIA) and Environmental and Social Impact Assessment (ESIA) studies, ensuring full compliance with national and international standards. The engineer will also contribute to hydrological and hydrogeological investigations across various proposed sites in Jordan, providing technical expertise in data analysis, groundwater assessment, and modeling. In addition, He/she  will demonstrate strong technical experience in the design and construction of Roller-Compacted Concrete (RCC) walls and other hydraulic structures such as weirs and spillways. This expertise will be critical in supporting the project team in identifying and recommending the most suitable type, design, and location for the underground water dam, ensuring technical feasibility, environmental sustainability, and long-term operational efficiency.

 

Support the Project Manager in Conducting the Feasibility Study

  • Assist in preparing detailed work plans and schedules for the study components.
  • Collect, analyze, and interpret data related to water resources, geology, topography, and land use.
  • Provide regular technical input during feasibility progress meetings and stakeholder consultations.
  • Ensure all technical assessments are aligned with project objectives and national development priorities.

Support the Project Manager in conducting an  Environmental Impact Assessment (EIA) and Environmental and Social Impact Assessment (ESIA)

  • Participate in baseline environmental and social data collection at proposed sites.
  • Support the identification and assessment of potential environmental and social risks.
  • Contribute to drafting EIA/ESIA reports and Environmental and Social Management Plans (ESMPs).

Ensure compliance with Jordanian environmental laws and international safeguard standards (IFC PS, WB ESS).

Support the Project Manager in conducting and analysing hydrological and hydrogeological studies.

  • Participate in site reconnaissance, hydrological data collection, and field investigations.
  • Support the preparation of hydrological and groundwater flow models.
  • Conduct rainfall-runoff and infiltration analyses.

Compile and interpret field data to guide the selection of appropriate dam types and locations.

Provide Technical Support on Hydraulic and Structural Design

  • Review technical designs for RCC walls, weirs, spillways, and related structures.
  • Assess design alternatives considering hydraulic efficiency and geotechnical conditions.
  • Prepare and review technical drawings, specifications, and cost estimates.

Contribute to technical justification and feasibility evaluation of proposed designs.

Stakeholder Engagement and Coordination

  • Participate in coordination meetings with JVA, SUEN, WV, consultants, and local authorities.
  • Communicate project progress, findings, and needs to stakeholders.
  • Gather and integrate stakeholder feedback into study recommendations.
  • Represent the project in technical discussions and field visits.

Support Reporting, Documentation, and Knowledge Management

  • Prepare technical progress reports, data summaries, and meeting minutes.
     Maintain organized databases for environmental, hydrological, and geological data.
  • Contribute to documentation of lessons learned, best practices, and success stories.
  •  Ensure submission of high-quality technical deliverables in both editable and PDF formats.

Contribute to Capacity Building and Continuous Improvement

  • Provide on-the-job training and technical support to junior staff and local partners. Participate in technical workshops and knowledge-sharing events.
  •  Recommend innovative methods and tools for improved data collection and analysis
     

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

Required Professional Experience     

  • Minimum 5 years of full-time professional experience in water resources engineering, environmental engineering, or a closely related field.
  • At least 3 years of experience in the design, assessment, or implementation of water infrastructure projects. 
  • Proven experience in conducting or supporting Environmental Impact Assessments (EIA) and Environmental and Social Impact Assessments (ESIA) in accordance with national and international standards.
  • Demonstrated knowledge of hydrological and hydrogeological studies, groundwater recharge systems, and water resource modeling.
  • Proven ability to apply and adapt appropriate water engineering and environmental management techniques to support sustainable project implementation.

 

Required Education, training, license, registration, and certification

  • University degree in Civil Engineering, Water and Environmental Engineering, or Water Resources Management from a recognized institution.
  • Master’s degree in water and environmental engineering or a related discipline is preferred.
  • Demonstrated knowledge of hydrology, hydrogeology, and environmental management principles.
  • Familiarity with environmental assessment procedures, sustainability frameworks, and engineering design standards applicable to water infrastructure projects.
  • Excellent written and oral communication skills in both Arabic and English.
  • Proficient computer skills, including MS Office and specialized software such as AutoCAD, Civil 3D ,Arc-GIS, and environmental modeling tools.
  • Ability to foster a collaborative and professional working atmosphere that promotes learning, innovation, and high-quality technical outcomes.
     

Preferred Knowledge and Qualifications        

  • Thorough knowledge and practical experience with MS Office applications and relevant engineering and environmental software tools (e.g., AutoCAD, GIS, Environmental tools, or equivalent).
  • Strong understanding of environmental and social safeguard frameworks, including World Bank Environmental and Social Standards (ESS) and IFC Performance Standards (PS).

  • High level of cross-cultural sensitivity, adaptability, and professionalism in field and office environments.

Travel and/or Work Environment Requirement

Physical Requirements              

Ability and willingness to travel frequently across all regions of Jordan, including remote and rugged areas where field investigations, site surveys, and stakeholder consultations will be conducted.
