Job Title: Water Utility Engineer

Program: Jordan Water Governance Activity (WGA)

Location: Amman

Position type: Full-Time Local Professional

Duration: One year (renewable as needed throughout project life)

 

BACKGROUND 

The Water Governance Activity (WGA) program is a multi-year project funded by USG, which aims to support the GOJ in achieving measurable improvements and greater sustainability of the water sector by providing technical assistance to strengthen strategic planning, financial sustainability, policy development, data-driven decision-making, and capacity-building efforts to enhance utility performance. In addition, to increase accountable, sustainable water sector management and governance by supporting and strengthening the National Conveyor Project's Project Management Unit, strategic planning, fiscal management, policy development and implementation, and capacity-building efforts.

 

JOB SUMMARY

The Water Utility Engineer will contribute to and be involved in key tasks related to the Non-Revenue Water (NRW) reduction, water utility management, digital maintenance system utilization, and Private Public Partnership (PPP). The position offers opportunities for professional growth while collaborating with government entities, utilities, and stakeholders to advance national water strategies.

 

DUTIES AND RESPONSIBILITIES

The responsibilities for this position include, but are not limited to:

  • Guide water utilities with NRW reduction interventions, including data analysis for billing efficiency and maintenance improvements, and contribute to recommending best practices, capacity-building, and performance reporting.
  • Lead strengthening digital maintenance tools used by the water utilities and integration for failure repair, tracking, reporting, and planning maintenance activities.
  • Provide technical and advisory support for improving the performance of the water utilities, including the Management Contract of YWC.
  • Assist the WGA team in developing new PPP models for water and wastewater services.
  • Prepare data summaries and visualizations, such as charts and maps, and document findings derived from data collection and analysis.
  • Participate in meetings with local authorities and stakeholders to gather input on water and wastewater infrastructure management needs and priorities.
  • Assist in collecting and verifying data, preparing reports and presentations, and aligning with WGA goals.
  • Ability to learn quickly and work collaboratively in a team.
  • Familiarity with hydraulic analysis is preferred.
  • Perform other tasks as appropriate and as determined by the supervisor.

 

Education and/or Experience/Knowledge, Skills, and Abilities:

  • Bachelor’s degree in civil, water infrastructure, environmental engineering, water resources management, or another related field. A master's degree is a plus.
  • 5 years of water utility management-related experience within the water and wastewater industry, preferably in NRW reduction and water infrastructure operation.
  • Good understanding of water and wastewater engineering principles.
  • Familiar with Jordan’s water sector and its challenges.
  • Competent communication, organizational skills, and stakeholder engagement skills.
  • Excellent analytical skills, including the ability to compile and interpret project data as needed.
  • Proficiency in data analysis and visualization tools (e.g., Excel, GIS software).
  • Fluency in English and Arabic (written and spoken).
  • Proficiency in Microsoft Office Suite; familiarity with modeling software is a plus.
  • Demonstrated ability to collaborate with different teams, under pressure, and on multidisciplinary activities.
