TERMS OF REFERENCE
The purpose of this consultancy is to support country offices in preparation for the upcoming Second Global Ministerial Conference on Ending Violence Against Children (VAC).
Background UNICEF is co-organizing the Second Global Ministerial Conference on Ending Violence Against Children (VAC), to be held in Manila, Philippines. The conference represents a key opportunity for governments and partners to demonstrate progress, strengthen commitments, and advance evidence-based action to prevent and respond to violence against children. To support effective country participation and preparation, UNICEF seeks two consultants to facilitate national preparation processes, strengthen coordination across countries and regions, support the review and development of national pledges, and ensure effective engagement of governments and partners throughout the preparatory period. The consultants will work closely with UNICEF country offices, and the global VAC team to support high-quality participation and contributions from countries in their respective regions.
Minimum requirements:
Education: Advanced university degree (Masters) in Law, Political Science, Public Policy, International Relations, Development Management, Human Rights, Social Sciences or related degree.
Work Experience:
Minimum 5 years of professional experience in international development, public policy, or related fields, including 3 years in child protection and/or VAC programming, policy, or advocacy.
Demonstrated experience facilitating multi-country or regional processes.
Experience working with governments, UNICEF, UN agencies, and development partners.
Experience supporting policy dialogue, high-level consultations, workshops, or high-level meetings.
Good understanding of VAC prevention and systems strengthening, with familiarity with global frameworks (e.g., INSPIRE).
Strong drafting, coordination, and communication skills.
Language Requirements:
Fluency in English is required.
Amman time zone consultancy – Arabic is desirable.
Knowledge/Expertise/Skills:
Excellent communication, organizational, and analytical skills, with the ability to manage multiple workstreams and deliver high-quality outputs under tight timelines.
Strong coordination and stakeholder engagement skills.
Technical proposal requirement: a short narrative on the proposed approach is required together with 3 written samples on CP/VAC.
