سياق العمل
يعمل HI فلسطين حالياً كبرنامج مستقل تحت سلطة قسم الطوارئ، مع إطار حوكمة مكرس يتناسب مع حجم وأبعاد الأزمة. هذا التنظيم، المؤكد حتى نهاية 2026، يهدف إلى توفير المرونة الهيكلية والاستجابة التشغيلية المطلوبة في السياق الحالي، مع التوقع والاستعداد لاستعادة النقل إلى برنامج المشرق (المكتب الإقليمي). يتم تقسيم تنسيق فلسطين بين القدس وعمان، مع مكتب إقليمي في رام الله ومكتب منطقة غزة في الزاوية. في غزة، تشغل HI ثلاث مكاتب: واحدة في المنطقة الوسطى (الزاوية)، وأخرى في الشمال (مدينة غزة)، وأخرى في الجنوب (خان يونس).
تعتمد استراتيجية التشغيل للمهمة على أربعة أعمدة: الصحة (إعادة التأهيل وP&O)، الحد من العنف المسلح، لوجستيات أطلس، والتعليم. تشمل المكونات الشاملة IHA، MHPSS، دمج الحماية، وDGA.

مهمتك
يؤدي قسم إدارة المنح في HI فلسطين دوراً مركزياً في الإشراف على تطوير المقترحات والتقارير الخاصة بالجهات المانحة عبر عمليات الضفة الغربية وقطاع غزة. يعتمد عن بُعد في عمان—حيث يوجد جزء من فريق التنسيق—يضمن القسم تواصلًا متسقاً وتوافقاً رغم القيود الجغرافية. ويتكون حالياً من مدير منح ومسؤول تقارير، الذي تم توظيفه حديثاً لتعزيز القدرات، حيث كانت هذه المسؤوليات مُدرجة سابقاً لدى مدير المنح فقط.
مع تطور القسم، ستبقى الأولوية الأساسية للإدارة الفعالة وMentoring لمسؤول التقارير، مع تركيز أقوى على تطوير مقترحات عالية الجودة وتنافسية تدعم كلا القطاعين الحاليين وربما القطاعات الجديدة من التدخل. وفي الوقت نفسه، سيعمل القسم على تعزيز الالتزام بعمليات إدارة المنح وتحسين الأنظمة الداخلية لرفع الكفاءة والمساءلة والأداء العام.
التقارير إلى رئيس البرنامج الفني، والمسؤوليات الأساسية هي:
المسؤولية 1: إدارة المنح
قيادة كتابة ومراجعة وتقديم تقارير سردية عالية الجودة، مع ضمان أنها تعكس بدقة تقدم المشروع ووضعه بشفافية وفي الوقت المناسب وبمهنية.
تطوير CE وNCE وMR (امتدادات التكلفة والتغيرات غير التكلفة وطلبات التعديل) إضافة إلى مقترحات مشاريع جديدة.
ضمان تنفيذ و تحديث عمليات وأدوات إدارة دورة المشروع (مثل متعقب المنح، والتواصل المنتظم حول حالة المنح، واجتماعات Go/No Go، واجتماعات الانطلاق، واجتماعات مراجعة التقدم، واجتماعات الإغلاق، إلخ).
معالجة تعليقات وملاحظات الجهات المانحة على المقترحات والتقارير بسرعة، التنسيق مع الموظفين والدوائر المعنية لضمان الحل والامتثال.
المساهمة في التقارير إلى السلطات الوطنية والمحلية حسب متطلبات HI بالتسجيل/الوضع القانوني في البلد.

تدريب وتحسين قدرات مديري المشاريع وحاملي الميزانية حول:
- قواعد التمويل من الجهات المانحة.
- ممارسات إدارة الميزانية.
- متطلبات التقارير السردية.
- كيفية إعداد MR (بما في ذلك NCE وCE).
- كيفية تطوير مقترح عالي الجودة.
المسؤولية 4: الامتثال للمانحين
ضمان أن الالتزامات التعاقدية (بما في ذلك متطلبات الرؤية) وجداول التقارير معروفة ومُلبّى من قبل البرنامج وخدمات MEAL والدعم.
إجراء تدريبات للمديرين على تقارير السرد والجودة المالية، وكذلك قواعد وأنظمة المانحين (الامتثال للجهة المانحة).
تفسير وتطبيق اللوائح المالية للجهات المانحة، وضمان امتثال HI لقواعد محددة (مثل جداول الدفع والتكاليف المسموح بها وتكاليف المشاركة وأسعار الصرف).
توجيه وإبلاغ فرق البرنامج والمالية بإرشادات وممارسات جيدة خاصة بالجهة المانحة.
المسؤولية 5: تطوير الأعمال
التعاون مع THOP ومدير العمليات لتحديد فرص تمويل جديدة.
دعم تنظيم وتنسيق اجتماعات المانحين والزيارات الميدانية والتواصل المنتظم لتعزيز العلاقات مع المانحين.
المساهمة في تطوير وتنفيذ استراتيجيات جمع التبرعات، بما في ذلك تخطيط الجهات المانحة وتحديد فرص تمويل جديدة.
تنسيق تطوير مقترحات مشاريع جديدة، وضمان التعاون في الوقت المناسب عبر الفرق والامتثال الكامل لمتطلبات الجهة المانحة، بما في ذلك إعداد الميزانية والملاحق والوثائق الداعمة.
الحفاظ على فهم شامل لأولويات الجهة المانحة واتجاهات التمويل الناشئة لتوجيه HI نحو الحصول على منح بنجاح.
المسؤولية 6: إدارة مسؤول التقارير

المتطلبات
- لديك خبرة سنتين في القطاع الإنساني، ويفضل في إدارة المنح أو تطوير الأعمال.
- متمكن من تطوير ومراجعة وتقديم تقارير سردية ومالية عالية الجودة.
- لديك مهارات قوية في التنبؤ بالميزانية ورصد الإنفاق والتحليل المالي.
- يفضل وجود خبرة سابقة مع متطلبات خاصة بالجهات المانحة (مثل أهلية التكاليف، قواعد المرونة)، وكذلك معرفة بلوائح ومتطلبات الجهات المانحة.
- خبرة سابقة مع HI و/أو في الشرق الأوسط تعتبر ميزة قوية، خصوصاً في فلسطين.
- إتقان اللغة الإنجليزية إلزامي.

Job context
HI Palestine is currently operating as a stand-alone program under the authority of the Emergency Division, with a dedicated governance framework adapted to the scale and complexity of the crisis. This arrangement, confirmed until the end of 2026, is intended to provide the structural flexibility and operational responsiveness required in the current context, while also anticipating and preparing for a transfer back to Mashreq Programme (regional office). Palestine Coordination is split between Jerusalem and Amman, with a West Bank area office located in Ramallah and a Gaza area office in Zuwayda. In Gaza, HI operates three offices: one in the central area (Zuwayda), one in the north (Gaza City), and one in the south (Khan Younis).
The mission's operational strategy relies on four pillars: Health (Rehabilitation and P&O), Armed Violence Reduction, Atlas Logistics, and Education. Cross-cutting components include IHA, MHPSS, Protection Mainstreaming, and DGA.
The total budget for 2026 is expected to range between 8 and 12 million EUR.
Your mission
The Grants Management Department for HI Palestine plays a central role in overseeing proposal development and donor reporting across operations in the West Bank and Gaza. Based remotely in Amman—where part of the coordination team is located—the department ensures consistent communication and alignment despite geographic constraints. It is currently composed of a Grants Manager and a Reporting Officer, the latter recently recruited to strengthen capacity, as these responsibilities were previously handled solely by the Grants Manager.
As the department evolves, a key priority will be the effective management and mentoring of the Reporting Officer, alongside a stronger emphasis on developing high-quality, competitive proposals that support both existing and potentially new sectors of intervention. In parallel, the department will contribute to reinforcing compliance with grants management processes and continue refining internal systems to improve efficiency, accountability, and overall performance.
Reporting to the Technical Head of Programme, your main responsibilities are:
Responsibility 1: Grants management
Lead the writing, review, and submission of high-quality narrative reports, ensuring they accurately reflect project progress and status in a transparent, timely, and professional manner.
Development of CE, NCE, and MR (Cost Extensions, Non-Cost Extensions, and Modification Requests) as well as new project proposals.
Ensure that project cycle management processes and tools are implemented and up to date (such as grants tracker, regular communication on status of grants, Go/No Go meetings, Kick Off Meetings, progress review meetings, closure meetings, etc.).
Address donor comments and feedback on proposals and reports promptly, coordinating with relevant staff and departments to ensure resolution and compliance.
Contribute to the reporting to national and local authorities as required by HI registration/legal status in the country.
Responsibility 2: Financial reporting and budget management
Expenditure monitoring.
Financial audits and justifications.
Responsibility 3: Capacity building
Train and improve the capacity of Project Managers and budget holders on:
- Donor-specific financial rules.
- Budget management practices.
- Narrative reporting requirements.
- How to prepare a MR (including NCE and CE).
- How to develop a high quality proposal.
Responsibility 4: Donor compliance
Ensure that contractual obligations (including visibility requirements) and reporting deadlines are known and met by Programme, MEAL and Support Services.
Conduct trainings towards PMs on narrative and financial quality reporting, as well as donor rules and regulations (donor compliance).
Interpret and apply donor financial regulations, ensuring HI's compliance with specific rules (e.g., payment schedules, allowable costs, cost-sharing, exchange rates).
Guide and inform program and finance teams on donor-specific financial guidelines and best practices.
Responsibility 5: Business development
Collaborate with the THOP and Operation Manager to identify new funding opportunities.
Support the organization and coordination of donor meetings, field visits, and regular communications to strengthen donor relationships.
Contribute to the development and implementation of fundraising strategies, including donor mapping and identification of new funding opportunities.
Coordinate the development of new project proposals, ensuring timely collaboration across teams and full compliance with donor requirements, including budget preparation, annexes, and supporting documentation.
Maintain a thorough understanding of donor priorities and emerging funding trends to position HI for successful grants acquisition.
Responsibility 6: Management of the Reporting Officer
Provide direct supervision and support to the Reporting Officer ensuring the coordination, quality, and consistency of the reporting process.
Responsibility 7: CRM management
Oversee the conversion of approved proposals into formal contracts, ensuring compliance with donor requirements.
Update the status of contracts in the CRM system, providing detailed information on submission stages, report approvals, and overall progress.
Manage and generate contractual amendments and import signed documents into the system.
Track and manage reporting deadlines through the contract management system's action functionalities.
Requirements
- You have 2 years of experience in humanitarian sector, preferably in grants management or business development.
- You are proficient in developing, reviewing, and submitting high-quality narrative and financial reports.
- You have strong skills in budget forecasting, expenditure monitoring, and financial analysis.
- Previous experience with donor-specific requirements (e.g., cost eligibility, flexibility rules) is desirable, as well as knowledge of donors' regulations and requirements.
- Previous experience with HI and/or in the Middle East is a strong asset, particularly in Palestine.
- Fluency in English is mandatory.
