The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water, sanitation, and hygiene sectors. The Norwegian Refugee Council has approximately 9000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs.

The purpose of a the Education Technical Officer position is to contribute with specific technical competences to project implementation. This position will normally not entail management responsibility of staff, but under certain circumstances the job may entail management responsibility for a very limited number of staffs at assistant level. These circumstances can either be related to a time-bound support or permanent but in scope limited administrative support. If supervision of technical or a wider range of staff is needed, the position of Team Leader is to be used.

Generic responsibilities

  1. Ensure compliance with NRC policies, guidelines and standards
  2. Ensure compliance with CC strategy, tools, handbooks, guidelines and standards
  3. CC specific technical responsibility for the quality control and monitoring of project activities
  4. CC specific technical responsibility for project documentation of technical activities of CC project(s)  
  5. Provide specific technical support and capacity building towards project staff
  6. Assess, promote and document ideas for technical improvement and further program development options
  7. Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
  8. Promote the rights of IDPs/returnees in line with the advocacy strategy

Specific responsibilities

  • Support programmes to develop appropriate pedagogical and Social and Emotional Learning (SEL) approaches, teaching and learning materials, curriculum and tools, and ensure alignment of these across camps and host. 
  • Design a system and tools for conducting quality assurance checks on curriculum and instruction, identifying skills/tools gaps, and ensuring effective resolution. 
  • Ensure gender, protection and conflict-sensitive mainstreaming in programme curriculum and approaches. 
  • Design and implement capacity building plans for Education and Youth staff and facilitators. 
  • Create educational books and workbooks with engaging designs to enhance learning through effective visuals and content. 
  • Documentation of all quality assurance tools and reports, and storage of all curriculum and tools on Office 365 
  • Develop specific Core Competency technical guidance, tools, and mechanism. 
  • Develop training modules and provide specific technical learning or/and training for project staff. 
  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within NRC and amongst participants served by NRC. 

Qualifications:

  • Experience from working within technical expertise area in a humanitarian/ recovery context.
  • Previous experience from working in complex and volatile contexts.
  • Core competency expertise
  • Documented results related to the position’s responsibilities.
  • Fluency in English and Arabic, both written and verbal
  • Knowledge of the context in Syria and/or neighbouring countries 
  • Experience in designing curricula and tools for quality assurance.
  • Experience with education programme development
  • Proficiency in Arabic language (desirable)
  • Bachelor’s degree in education, pedagogical or any other relevant domain.
  • Extensive experience with INEE standards, gender and protection mainstreaming.
