سيوفر قائد تعزيز القدرات القيادة الفنية لأنشطة تعزيز القدرات بموجب أمر العمل الأردني لمنطقة الشرق الأوسط وشمال أفريقيا (MELA). وسيقوم قائد تعزيز القدرات بتصميم وإدارة أنشطة التدريب والإرشاد والدعم المؤسسي ونقل المعرفة التي تبني قدرات متابعة مستدامة في مجال الرصد والتقييم والتعلم (MEL) بين نظرائهم الحكوميين والمؤسسات المحلية والمقاولين وأصحاب المصلحة الآخرين. هذا دور بدوام كامل في عمان، مع فترة أداء من أكتوبر 2026 إلى سبتمبر 2027.

قيادة تصميم وتنفيذ وضمان جودة أنشطة تعزيز القدرات لموظفي الحكومة الأردنية وموظفي مكتب الأمم المتحدة للاجئين الفلسطينيين (RFAO) والمؤسسات المحلية والمقاولين. الإشراف على الموظفين والاستشاريين الذين يقدمون الدعم المؤسسي لوزارة التنمية الإدارية، مع ضمان تنسيق الأنشطة بشكل جيد وصحتها الفنية وتسليمها في الوقت المحدد. الإشراف على الموظفين المسؤولين عن تنظيم الفعاليات التعليمية وضمان أن الورش الاستشارية والأنشطة التعليمية مخطط لها بشكل استراتيجي وفعالة. إجراء أو الإشراف على تقييم احتياجات التدريب وخطط بناء القدرات وتطوير المناهج وتقديم أنشطة التعلم. دعم تطوير وتنفيذ أساليب الإرشاد والتدريب والتعلم بين النظراء لأصحاب المصلحة في مجال MEL. تنسيق الجهود مع نظرائهم الحكوميين وشركاء التنفيذ والمؤسسات المحلية والمقاولين من الباطن لضمان توافق أنشطة تعزيز القدرات مع الاحتياجات والأولويات المحلية. ضمان أن تكون أنشطة التدريب والدعم المؤسسي عملية وملائمة للسياق ومصممة لتعزيز الاستدامة والملكية المحلية. دعم تطوير الأدوات والمساعدات الوظيفية ووثائق الإرشاد وغيرها من المواد التي تعزز أنظمة وممارسات MEL. تتبع تنفيذ أنشطة تعزيز القدرات وتسجيل المخرجات والنتائج والدروس المستفادة. تسهيل التعاون بين تيارات العمل الفنية لضمان تكامل تعزيز القدرات عبر أنشطة الرصد والتقييم والتعلم وإدارة المعرفة. ضمان أن تولد الاجتماعات والورش والأنشطة التعليمية مخرجات قابلة للتنفيذ وتدعم التحسين المستمر. المساهمة في إعداد التقارير والتخطيط ومراقبة الأداء للتيارات العاملة ذات الصلة. الحفاظ على تنسيق قوي مع المدير الإقليمي وغيرهم من القادة الفنيين لضمان الاتساق عبر جميع المكونات.

The Capacity Strengthening Lead will provide technical leadership for capacity strengthening activities under the Jordan MELA work order. The Capacity Strengthening Lead will design and manage training, mentorship, institutional support, and knowledge transfer activities that build lasting MEL capacity among government counterparts, local institutions, contractors, and other stakeholders. This is a full-time, Amman-based role with a period of performance from October 2026 - September 2027. Essential Job Functions: The following duties are considered essential to the role. Lead the design, implementation, and quality assurance of capacity strengthening activities for GoJ and RFAO staff, local institutions, and contractors. Oversee staff and consultants delivering institutional support to MoPSD, ensuring activities are well coordinated, technically sound, and delivered on schedule. Oversee staff responsible for convening, facilitation, and learning events, ensuring that workshops, consultations, and learning activities are strategically planned and effective. Conduct or supervise training needs assessments, capacity building plans, curricula development, and delivery of learning activities. Support the development and implementation of mentoring, coaching, and peer learning approaches for MEL stakeholders. Coordinate with government counterparts, implementing partners, local institutions, and subcontractors to align capacity strengthening efforts with local needs and priorities. Ensure training and institutional support activities are practical, context-appropriate, and designed to promote sustainability and local ownership. Support the development of tools, job aids, guidance documents, and other materials that strengthen MEL systems and practices. Track implementation of capacity strengthening activities and document outputs, outcomes, and lessons learned. Facilitate collaboration between technical workstreams to ensure that capacity strengthening is integrated across monitoring, evaluation, learning, and knowledge management activities. Ensure that convenings, workshops, and learning events generate actionable outputs and support continuous improvement. Contribute to reporting, planning, and performance monitoring for the relevant workstreams. Maintain strong coordination with the Regional Director and other technical leads to ensure consistency across all components.

Work Environment / Environmental Factors: This position has no work or environmental factors outside of a standard office environment. Additional Information This is a full-time position. The expected working day is from Sunday to Thursday, 40 hours per week. This position is required to be in the office Sunday Thursday. Desired Candidate Profile
Required Qualifications: Master s degree in international development, public administration, education, social sciences, public policy, or related field preferred. Minimum of 7 years of experience in capacity strengthening, training, institutional support, organizational development, or related MEL work. Demonstrated experience designing and delivering training, mentorship, and institutional strengthening activities for government counterparts, local institutions, or donor-funded programs. Experience managing complex workstreams and supervising technical staff or consultants. Strong facilitation, convening, and stakeholder engagement skills. Demonstrated ability to develop practical tools, curricula, and learning products for diverse audiences. Familiarity with MEL systems, organizational learning, and government capacity strengthening preferred. Experience working in Jordan and/or the MENA region strongly preferred. Strong project management, communication, and coordination skills. Excellent written and oral communication skills in English and Arabic required.
