The purpose of the HR Technical Officer position is to provide core HR activities that support a quality service delivery to staff, across the spectrum of day-to-day HR activities. To work closely with the local Partners and HR team on delivering various HR initiatives, including recruitment, onboarding, retention initiatives, performance management, employee relations, diversity and inclusion, talent management, and other support to key stakeholders in accordance with NRC’s HR policies and procedures and relevant donor guidelines.

Generic responsibilities  

  1. Ensure compliance with NRC policies, guidelines and standards.
  2. Ensure compliance with HR function strategy, tools, handbooks, guidelines and standards.
  3. HR responsibility for implementation of the support function.
  4. HR responsibility for the quality control and monitoring of HR function activities.
  5. Provide HR technical support and capacity building towards support staff.
  6. Monitor the progress of team activities and ensure they are implemented according to standards.
  7. Implement complex systems and procedures in line with NRC policies, SOP’s and handbooks.
  8. Assess, promote and document ideas for technical improvement and further program development options.

Specific responsibilities

  1. Prepare the monthly payroll for all national staff and ensure accurate calculation of allowances, deductions, and benefit schemes as per the set Terms of Employment; and conduct proper analysis adding any recommendations for adjustments or improvements.
  2. Follow up on NSSF registrations/reporting to ensure they are done in a timely manner and are in compliance with the applicable national laws and NRC policies and procedures.
  3. Ensure adherence to national labor law in all HR processes and procedures.
  4. Handle the full recruitment processes for national staff (Grade 6 and below) and daily workers.
  5. Carry out and follow up on the implementation of the exit procedure for all national and international staff including if applicable clearance, final settlement and follow-up on the exit interview completion.
  6. Ensure that HR archives are in use and maintained according to the NRC regulations (both hard and soft copies).
  7. Prepare periodic HR reports such as HR indicators and HR monthly report.
  8. Coordinate L&D activities with internal and external parties. Maintain updated curriculum database and training records.
  9. Manages and tracks the development of training and revises current training to continuously improve learning and development experiences by integrating new methods, approaches and content.
  10. Develops and implement metrics and monitoring plan to demonstrate the impact training has on improving performance.
  11. Assist in training of NRC staff and partner staff when needed.
  12. Performs, under minimal supervision, the full range of HR support functions and act as HR Coordinator when required.
  13. Ensure confidentiality of HR related information and handle it with sensitivity and care.Ensure proper communication channels with Field HR are present and provide continuous support to field and HR Field staff. Fulfil any other HR-related tasks that may be assigned by the line manager

Generic professional competencies for this position:

  • Experience working within a HR function(s) in a humanitarian/ recovery context
  • Previous experience from working in complex and volatile contexts

  • Documented results related to the position’s responsibilities
  • Fluency in English, both written and verbal

Context/specific skills, knowledge and experience:

  • Bachelor’s degree in business administration, social studies or other related discipline
  • At least 3 years’ working experience in a similar role
  • Knowledge of HR functions (compensation & benefits, recruitment, training & development etc.)
  • Understanding of labor laws and disciplinary procedures
  • Proficiency in MS Office Suite (Word, Excel, PPT, Visio) as well as capacity to operate in databases including HRIS, etc.
  • Strong communication and interpersonal skills
  • Strong organisational and team work skills
  • Good cultural awareness and sensitivity
  • Highly approachable, trustworthy and confidential
  • Good diplomacy and negotiating skills
  • Critical thinker with constructive approach to problem solving
  • Fluency in Arabic and English, both written and verbal
