The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water, sanitation, and hygiene sectors. The Norwegian Refugee Council has approximately 9000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs.

The purpose of the Finance Technical Assistant position is to provide administrative and technical support in the payment process of the Area Office. This includes the initiation of payment for transactions received by Finance to filing the supporting documentation in accordance with NRC procedures and policies.

Generic responsibilities:

  1. Adhere to NRC policies, tools, handbooks and guidelines
  2. Assist with the implementation of the support Finance portfolio according to plan of action
  3. Prepare and develop status reports as required by management
  4. Ensure proper filing of documents
  5. Promote and share ideas for improvement of the Finance function

Specific responsibilities:

  • Check payments supporting documentation and make sure that it’s all accurate and relevant based on rules and procedures.
  • Prepare Payment Vouchers for expenses related to Amman and Field Office by collaborating with requesters, Finance, and budget holders to ensure timely approvals.
  • Record payment details into the accounting system using related tools.
  • Coordinate with Logistics to track and close any purchase orders (POs) or purchase requisition for all paid invoices.
  • Maintain Payments Tracking Sheet updated by working closely with Logistics and field finance team to keep accurate and up to date data.
  • Organize Payment Documents and ensure completeness and proper archive of both hard and soft copies.
  • Bank confirmation tracking by maintaining proof of payments that are accurately linked to financial transactions.
  • Prepare necessary supporting documents for audit purposes and provide them to the Finance Coordinator for validation.
  • File all the finance payment supporting documents (hard and soft copies) ensuring that they are complete signed and filed in the proper location.

Generic professional competencies for this position:

  • Experience in the Finance Function in a humanitarian/recovery context.
  • Previous experience from working in complex and volatile contexts.
  • Documented results related to the position’s responsibilities.
  • Fluency in Arabic and Good English written and spoken.

Context related skills, knowledge, and experience:

  • Experience from working in finance partially or fully in NGO, INGO is preferred.
  • Bachelor’s degree in Finance or Accounting.
  • Knowledge in excel and other Microsoft office software.
  • knowledge in supporting documents archiving needed for different kind of payments.
