Communication Manager

This is to announce that Amman delegation has a vacancy for a Communication Manager at the Communication Department in Amman, Jordan.

The Communication Manager will work under the supervision of the head of delegation and will be support by the regional communication advisor. All the below mentioned activities are to be seen according to this set-up. The communications manager will be responsible for the planning and the implementation of the activities.

The Communication Manager 2 is the focal point for all matters related to Communications at the delegation level and is responsible for setting and implementing priorities, objectives, and strategies for the Amman Delegation. S/he directs the orientation, planning, monitoring and evaluation of the delegation’s Communications and supervises and provides technical support to all staff involved in it. S/he contributes to an integrated approach of Communications into all Operational Priorities and towards enhancing the image and reputation of the ICRC.

ACCOUNTABILITIES AND RESPONSIBILITIES

General Functions

  • Coordinates all communications activities in the country to ensure coherence with the delegation's identity, operational objectives, and activities.
  • Participates in relevant Steering Committees, Working Groups and Workstreams related to planning, approving, and executing delegation programmes and activities within the context of assigned Operational Priorities.
  • Oversees the implementation, monitoring and evaluation of programmes related to communications, which includes Operational Communications; Community Engagement; helping to enhance the capacity of the Communications Department of the Jordan Red Crescent Society and joint Movement Communications (where required); Public Communications; Digital Communications; information analysis/Environmental Scanning.
  • Contributes to the delegation's analysis of political, security, military, humanitarian, and other developments related to the ICRC's reputation/perception management and capacity to operate. Defines, in consultation with the delegation's management team, the delegation's overall desired identity and key messages. Periodically reviews its external position regarding issues related to its humanitarian mandate.
  • Develops networks relevant to specific humanitarian concerns and to ICRC acceptance and access-facilitation to people in need. Supports the development of the delegation's broader network of contacts in line with anchoring and operational objectives.
  • Represents the ICRC among diverse audiences in line with the delegation's objectives.
  • Supervises the development and production of internal and external communication tools/products/publications, including for digital platforms.
  • Advises the Management on internal communications issues when required.
  • Oversees all coaching and capacity building and HR related matters for the team under supervision.
  • Supports the communications-related training and coaching for staff of other departments and field structures when needed.

Specific Functions

  • Sets the strategic orientations of the delegation's communication, in cooperation with the management field teams, and other departments (annual planning/ PfR). With support from corresponding GVA units and regional specialists, formulates related guidelines, approaches, and programmes.
  • Fills/updates the MfR and other reporting tools as and at when due.
  • Supervises all COM staff and maintains an oversight of the budget of the Communications Budget.
  • Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity or conduct that may reflect negatively on the image of the organisation.

PEOPLE MANAGEMENT RESPONSIBILITIES

  • Supervises and coordinates the functions of at least 3 staff members.
  • Understands and supervises the Performance Management & Development (PMD) activities for employees under her/his supervision and ensures that deadlines for the PMD cycle are met.
  • Engages in ongoing and continuous feedback and support, particularly for team members being supervised.
  • Organizes regular meetings within team members to ensure optimal coordination of the work and proper flow of information.
  • Ensures that job descriptions of team members under her/his supervision are up to date and seeks feedback and support from the HR Department if needed.
  • Plans and coordinates the annual leave of all team members, ensuring continuity of the operations and avoiding outstanding holiday balances at the end of the year.
  • Coordinates and supports team members under her/his supervision in their personal development by coaching and advising them on internal and external training and development possibilities.

OBLIGATIONS

  • Be aware of the delegation’s objectives and activities.
  • Understand the three components of the Red Cross/Red Crescent Movement.
  • Abide by the security rules for Jordan at all times.
  • Respect and observe the staff regulations of the ICRC in Jordan. 
  • Respect ICRC’s Code of Conduct.
  • As a humanitarian organization which works to protect and assist victims of armed conflicts, the ICRC always expects its employees to behave in an appropriate manner and in all places.
  • As a staff of the ICRC, s/he is expected to ensure that her/his attitudes correspond to ICRC principles both during and after working hours.
  • Develops a good understanding of the delegation’s objectives and has a good knowledge of the Movement and other contacts relevant to the position.
  • The employee may be asked to perform duties and task not covered in this job description as well as to provide support to other departments when necessary.

We are looking for a candidate with:

EDUCATION AND PROFESSIONAL EXPERIENCE REQUIRED

  • University degree or equivalent (preferably master's level) in a relevant field such as communications, political science, international relations, journalism, or law
  • Fluent spoken and written Arabic and English. Additional languages used in ICRC communication (French, Spanish or Russian) an asset.
  • Computer skills (competence in MS Office and other software)
  • Expert level in online and social media communication tools
  • At least 5 years overall prior professional experience, ideally a combined communications and humanitarian experience
  • Proven and successful professional experience related to communications projects in Jordan.
  • Extensive international communications experience relevant to the activities of the ICRC. If this experience is with an international humanitarian organization (INGO) in and outside Jordan, this will be seen as an advantage.
  • Familiarity with regional affairs and ability to analyze trends in the political, socio-economic, and diplomatic space in the region.
  • Ability to engage and interact with official key stakeholders and to represent the ICRC.
  • Team management: having to manage at least a team of 3 people, demonstrating managerial and leadership skills and growth potential to manage larger teams.
  • Communications Program management experience
  • Excellent written and spoken communication skills.
  • Diplomacy and discretion
  • Managerial skills, leadership, and emotional intelligence
