Program / Department Summary

Mercy Corps’ Partnership Hub programming targets vulnerable conflict-affected populations, which involves working with our local partners to identify and build a network of agencies, community groups and former aid workers, who have effectively been able to provide life-saving support to populations facing life-threatening and unmet needs. Enhanced due diligence of partners and program stakeholders has informed partner selection and provides us with a high degree of confidence that we will work with local organizations that have the necessary experience, capacity, knowledge, and networks to access underserved populations.

 

General Position Summary

This position will be under the Program Performance and Quality (PaQ) unit, and will take on the responsibilities of supporting Mercy Corps’ Monitoring, Evaluation, Accountability, and Learning (MEAL) activities across all programmatic areas. Working collaboratively with key program and partner stakeholders, s/he will support the program teams and his/her line manager/team leader in tracking and maintaining MEAL activities conducted across partner projects. The PaQ Senior Officer will be responsible for providing essential support in MEAL data management, tool design, analysis, reporting, and coordination with partner NGOs.

 

Essential Job Responsibilities

Assessment, Planning and Preparation

  • Provide support to the development of needed assessment, monitoring, evaluation, accountability, or internally used tools.
  • Establish and update data collection work plans, specifying timeframe, needed samples, and other relevant information for assessments, monitoring, or evaluation purposes.
  • Ensure that the work of the unit is ethical, meets identified standards and data protection demands.
  • Support colleagues and team members in responses to donors and participants.

Monitoring, Evaluation, Accountability, and Learning (MEAL)

  • Assist in designing and conducting evidence and learning activities including assessments and evaluations, ensuing that learning is a key part of the project management cycle.
  • Undertake analysis, interpretation, and reporting.
  • Undertake, supervise, and support data cleaning, analysis, and visualization.
  • Assemble and store information appropriately.
  • Support/lead facilitation of meetings, workshops etc. in association with the unit’s MEAL functions.

 

Partners Engagement

  • Support the development of partner MEAL capacity development including tool inductions, data analysis training.
  • Undertake coordination calls with partners periodically on ongoing MEAL activities to ensure compliance with the MEL plan and timeframe established for each project.
  • Support in capacity building activities for partners by conducting coaching/training sessions on unit relevant topics as needed, supporting in conducting MEAL related training and providing constructive feedback to partners where needed.
  • Represent the PaQ unit in coordination meetings with programs, partners, and other stakeholders.

 

Data Management and Reporting

  • Prepare and review assessment, monitoring, and evaluation reports, and share them within a timely manner with relevant stakeholders.
  • Assist in developing and maintaining digital filing systems for tools, reports, and documentation.
  • Provide technical assistance to MC staff and partner organizations to strengthen documentation, data entry, analysis, and application/use of findings.
  • Provide timely updates on MEAL activities as requested for circumstances including, but not limited to, donor reporting and coordination meetings.
  • Maintain an updated tracker of assigned sub-grants concerning data collection, reporting, assessments, and other sub-grant information.
  • Review partner data and reports, including conducting data cleaning and verification regularly.
  • Support in conducting and collecting data for After Action Review sessions.

 

Community Accountability Response Mechanism (CARM)

  • In collaboration with the partner, develop CARM SOP for each partner in line with MC’s SOPs.
  • Manage CARM database by requesting inputs monthly from partners, reviewing and cleaning submitted data, and submission of total count to the IM unit.
  • Support in conducting and collecting data for After Action Review sessions.

 

Information Management (IM)

  • Convert and digitize tools to be used on data collection platforms: ONA, KoBo, CommCare.
  • Manage surveys and data collected on the used platform.
  • Support the PaQ Manager in developing the desired dashboards on Tableau and PowerBI.
  • Upload and archive project and MEL document into the organization's drive/SharePoint.
  • Acquire, clean, and analyze data as requested by the PaQ Manager.

As part of Mercy Corps’ commitment to organizational learning and in support of our understanding that learning organizations are more effective, efficient, and relevant to the communities they serve - we expect all team members to commit 5% of their time to learning activities that benefit Mercy Corps as well as themselves. Take initiative to find required training/on-line learning needed to improve his/her professional performance.

Accountability

  • Reports Directly To: PSP PaQ Manager.
  • Supervisory Responsibility: None.
  • Works Directly With: PaQ team, Program teams, IM team, Technical Advisors.

 

Knowledge and Experience

  • BA/S degree in research methods, social sciences, or another relevant field is required.
  • Minimum Four (3) years’ experience in planning, monitoring and evaluation of programs.
  • Minimum 3 years’ experience in working with quantitative and qualitative data (survey designs, sampling, data analysis).
  • Proven experience in remote management, remote data collection and data management.
  • Proven experience in mobile data collection, data management and data visualization.
  • Proven report and research writing skills are required.
  • Commitment to working together with partners, training and developing capacity in MEL is required;
  • Active knowledge of humanitarian standards and codes, including SPHERE, HAP is an asset;
  • Proven experience with the MS Office software (i.e. Word, Excel, and PowerPoint) is required;
  • Knowledge of the Syrian conflict context a plus; and
  • Fluency in Arabic and English languages, both written and spoken, is essential.

Success Factors

In addition to a strong technical background in Monitoring and Evaluation, the ability to multitask, innovate, and effectively communicate key information in support of changing program activities is necessary. Attention to detail and patience to work through data results. A willingness to take initiative, creatively solve problems, juggle multiple priorities under pressure, and to calmly and diplomatically deal with unexpected and sudden events impacting program operations is also essential. An interest in and commitment to growing and enhancing impactful programming and supporting a team is essential. Sensitivity to multicultural humanitarian and development work and ability to train and facilitate dialogue among a diverse group of individuals with various skill sets and working styles are all critical. Most importantly, the successful candidate will be a team player and committed to the overall objectives of the supported project/s. The PaQ Coordinator must be willing to travel to other Mercy Corps offices in the region as necessary (less than 10% of time).
