The Cities Alliance is now preparing a new project in Jordan with a focus on heritage, women’s empowerment, and inclusive local governance. The programme will be implemented through procurement and HR, applying Cities Alliance’s specific approach to urban planning, gender mainstreaming and heritage preservation.  Against this background, the Cities Alliance is seeking a Cultural Heritage Analysts (retainer) based in Amman will work under the supervision of the Project Manager Support Officer and the regional and gender team in Brussels and will provide technical assistance, advice on cultural heritage preservation and valorization.

Functional Responsibilities

Technical and Capacity Building Support:

•Support the preparation of Terms of Reference (ToR) for engaging technical teams for conservation and rehabilitation projects.
•Assist in the development of capacity-building initiatives to enhance the design of culture-based creative industries.
•Engage in field missions to provide technical assistance for capacity-building projects.

Project Planning and Development:

•Contribute to the preparation of ToRs for international bidding processes related to the physical rehabilitation of heritage sites.
•Assist in the development of integrated urban plans and investment plans focused on heritage.
•Support the preparation of inception reports and quarterly progress reports for project steering committees.

Community and Stakeholder Engagement:

•Facilitate capacity building for community members, municipalities, and women in managing heritage projects.
•Promote the active role of women in heritage management and reactivation.
•Collaborate with various stakeholders to ensure the sustainability and effectiveness of heritage initiatives.

Site Analysis and Assessment:

•Conduct site visits to identified heritage sites.
•Perform preliminary assessments, including visual inspections and photographic documentation.
•Identify basic cadastral information and other relevant data for the sites.

Reporting and Documentation:

•Compile assessment findings into comprehensive reports.
•Present findings to stakeholders and incorporate feedback into final reports.

Skills

Education/Experience/Language requirements

Education:

•A bachelor’s degree preferably in Heritage Management, Archaeology, History, Urban Planning, or a related field is required.
•A Master’s degree preferably in Heritage Management, Archaeology, History, Urban Planning, or a related field is desired and accepted with 2 years of relevant experience.

Experience:

•A minimum of 2 years of relevant experience in heritage consultancy or similar roles is required.
•Knowledge of local heritage regulations and policies is desired.
•Experience in project planning and development is desired.
•Demonstrated interest or experience in cultural heritage conservation and management is desired.

Language Requirements:

•Fluency in written and oral Arabic is required.
•Fluency in English is required.
•Knowledge of French is an asset.

Contract type, level and duration

•Contract type: Local Individual Contractor Agreement (LICA)
•Contract level: LICA 8
•Contract duration: Retainer contract, up to maximum of 100 working days per year. Renewable subject to Programme requirement, funding availability and satisfactory performance.
