Economic Cooperation and PSD Advisor

The GIZ Jordan project “Trade for Employment” is seeking to hire an “Economic Cooperation and Private Sector Development Advisor” for full-time base employment.

Qualifications and specialist knowledge

  • University degree in Economics, International Trade, Business Administration, or similar field.
  • At least 7 years professional experience in a comparable position in Jordan, including international development cooperation.
  • Experience in the areas of trade policy, trade promotion, e-Commerce, or private sector development.
  • Experience in advising local trade service providers, partners, and ministries. 
  • Experience in managing consultants, organization of workshops, events, and capacity development programs.   
  • Excellent communication skills and intercultural understanding.
  • Project management skills including IT tools (phone, email, MS Office applications).
  • Fluent in English and Arabic, both spoken and written.

Main Responsibilities:

  • Provide advisory support to project partners under Field of Activity 2 on Trade Services, including to the Ministry of Industry, Trade and Supply, Jordan Exports, JEDCO and others.
  • Coordinates and implements measures to improve the supply of trade services with a focus on women in trade, green trade, e-Commerce, and others.
  • Manages and executes project budget, in coordination with the direct supervisor and/or the responsible administration and finance officer.
  • Prepares and implements tenders and procurement processes, managing contracts with public and private sector partners including international and local organizations, companies, consultants, and NGOs.
  • Prepares all the necessary reports (monthly, quarterly, and annually) on project progress according to donors’ reporting standards and processes and contributes to knowledge management.
  • Perform other relevant tasks as required by supervisor.

Brief about the project:

The GIZ-implemented Trade for Employment (T4E) project focuses on developing capacities and strengthening structures in a sustainable manner to enable Jordanian companies to enhance their trade performance and generate additional employment opportunities. 

The project works to achieve this goal in several ways. It is supporting the private sector to create a trade-friendly business environment by developing the negotiating capacities of chambers and business associations through institutionalising dialogue with the government. It also seeks to improve the availability and quality of demand-driven trade-related services, identify and resolve existing barriers to trade, and develop action plans to facilitate export procedures and reduce trade costs and shorten the timeframe of trade processes in line with the World Trade Organisation - Trade Facilitation Agreement (WTO TFA). Finally, the project strives to improve recruitment procedures in trade-oriented businesses, with a focus on employment services and the placement of Jordanian jobseekers and Syrian refugees, to address the high turnover of employees in the industrial sector and eventually close the gap between jobseekers and employers. 

T4E project is commissioned by German Federal Ministry for Economic Cooperation and Development (BMZ) (lead donor and the World Economic Forum (WEF) - Global Alliance for Trade Facilitation. The project’s political partner is the Ministry of Industry Trade and Supply (MoITS) and is implemented from 2017 – October 2025.

 

Emanating from GIZ’s role in enhancing and promoting the efficiency and competency of its political partners and entities and their respective employees, and in view of GIZ’s aim at maintaining and encouraging the stability of employment at its political partners and entities, this position will not be available to any official employee currently working at any of GIZ’s political partners, governmental ministry, department or entity, including any official employees who are on unpaid leave.
