BACKGROUND


Protestant Agency for Diakonie and Development (Evangelisches Werk fur Diakonie und Entwicklung- EWDE)—Diakonie Katastrophenhilfe (DKH)—with headquarters in Germany, is a humanitarian agency providing funds for emergency aid worldwide.

DKH’s Regional Office West and Central Asia, based in Amman, Jordan,provides comprehensive program support to DKH Project Offices and local partners in the region. The Middle East Multiple Country Program (ME-MCP) currently implements programs in Türkiye, Syria, Lebanon, and Gaza/oPT. Moreover, the program is engaged in preparedness activities in other countries within the region, such as Iraq.

According to DKH’s approach, the majority, if not all, of projects are implemented with local partner organizations. One main principle of partnership that we hold strongly is the one of complementarity. Within such a framework, we work closely with partners to cover their gaps and enhance their strengths throughout the project management cycle.  Presently, we focus on markets and livelihoods, protection, food security, DRR and climate change impact mitigation, and emergency response.

The ME-MCP is committed to continuous capacity building of its staff, so they can implement the ME strategy and manage various projects utilizing numerous approaches and mainstreaming protection and DRR. To do that, the ME-MCP is organizing an active training and learning agenda using external expertise (TU Advisors in Berlin and Amman) or internal expertise (the capacities available within the team). Participating in these events and sharing knowledge and skills with the team is key for the growth of the PO, and essential for building a healthy team. 



Location: Amman, Jordan

Starting date: 01/09/2024 or Earlier upon availability

Period of the contract: one year, extendable based on needs and funds

Reporting to: Country Program Coordinator


Working under the supervision of the Country Program Coordinator, the contracted Program Officer is assisting the CPC in achieving the following tasks:


Program Management Support :

  • Support and advise local partners throughout all stages of PCM, from design and planning to implementation and closure.
  • Assist in developing and implementing projects according to DKH and/or third-party donor agency regulations and procedures.
  • In cooperation with the Project Officers in Berlin, make sure that cooperation agreements are signed upon approval of proposals and all relevant documentation (admin/finance, logistics, etc.) is obtained from the donor and adequately field.
  • Support and observe that all projects are implemented according to log frames, work plans, MEAL plans, and budgets.
  • Review and revise reports, ensuring their compliance with the requirements and regulations of third-party donors and DKH, oversee reporting schedules, and provide support when necessary in the development of high-quality narrative and financial reports.
  • Based on reports from local partners, draft regular progress reports to be submitted to the DKH Berlin Office. The Program Officer should be able to explain the status of projects ongoing in the portfolio she/he works on and compare planned and actual activities, indicator achievements, expenses, etc.
  • Create and maintain projects’ databases and master plans; follow up and update relevant data to produce accurate information; and maintain and report up-to-date information on projects as required.
  • Support in developing and revising finance plans together with the Program Finance Officer.
  • Follow the administrative and other preparatory work for the planning and implementation of project components, including procurement procedures, documentation, financial and the work planning of partners.
  • Contribute to the monitoring and evaluation of projects through field visits, remote engagement with beneficiaries and partner staff, and other possible MEAL activities.
  • During monitoring visits to projects implemented by local partners, support the partner in managing records, files, folders, and other project documentation, as necessary.
  • Assist the PR department in collecting PR materials and ensuring they get the needed informed consent.
  • Contribute and maintain positive communication with back-donors.
  • Contribute to the development of annual country contextual analysis, annual plans, and other relevant documents.
  • Assist the CPC in business development activities for the relevant countries in the portfolio.
  • Attend coordination or sector meetings on behalf of DKH (UN clusters, Act Alliance).
  • Assist the CPC in following up on the context of preparedness and observing countries to be assigned to the portfolio.
  • Assist the CPC in activities related to building the preparedness capacities in other countries assigned as preparedness countries per the ME strategy and the ME-MCP management. Such activities may include but are not limited to, assessing potential partners, selecting new partners, and developing Emergency Preparedness and Response plans with these new partners.


Capacity Building

  • Participate in the various training and workshops organized by the ME-MCP
  • Organize and facilitate training sessions or workshops per the request of the ME-MCP Head of Mission.
  • Support the preparation and delivery of training if needed.
  • Develop minutes of meetings for the monthly meetings of the ME-MCP in coordination with the other POs.


Other tasks, as necessary


 DKH reserves the right to alter the responsibilities according to programmatic demands and needs in line with the objectives of the office.


Skills

  • At least 3 years of progressive experience in project management focusing on humanitarian aid and disaster risk management.
  • University degree in a relevant field.
  • Fluent in written, spoken, and communication skills in English.
  • Experience in working with local partner organizations based on equal partnership principles.
  • Proven project monitoring skills, including finances. 
  • Proven capacity and willingness to engage with communities and households, including house visits. 
  • Acceptable skills working on quantitative and qualitative data entry and analysis.  
  • Strong reporting skills at various levels of program management.
  • Excellent analytical skills.
  • Organized, detail-oriented, and able to work under pressure with minimal supervision.
  • Outstanding personal attitude: especially a sense of responsibility, concern for quality, result orientation; integrity, commitment, and respect for diversity.
