Local Governance Lead for Jordan Amman Urban Resilience Activity
Tetra Tech International Development (International Development Jobs - Tetra Tech) is currently
accepting expressions of interest from qualified candidates for a Local Governance Lead for the
anticipated $25-50 million USAID-funded multi-year Amman Urban Resilience Activity (AURA) in Jordan.
Position Description: The focus of this activity is on improving local governance and the enabling
environment for urban climate resilience and decarbonization in the Greater Amman Municipality
(GAM), focusing on interventions with high adaptation benefits. The potential activity may improve
data-driven policymaking, planning, and budgeting, and may include interventions focusing on disaster
risk reduction resulting from floods and extreme heat events, investment and access to climate funds,
enhanced participation of local communities and the private sector, and targeted urban resilience
infrastructure work. The Local Governance Lead will provide local governance leadership and technical
expertise for achieving Outcome 1, to improve data driven policymaking and planning, and promote
behavior change for urban resilience and decarbonization in Jordan. This is anticipated to be a full-time
position based in Amman, Jordan.
Responsibilities:
* Provide local governance leadership and technical expertise;
* Manage the Local Governance staff, partners, grantees, and subcontractors;
* Provide technical input into the project approach consistent with best practices within local
governance;
* Oversee Outcome 1 technical activities and ensure it is achieving the results defined in the contract;
and
* Evaluate and document AURA progress and lessons learned.
Skills
Qualifications:
The successful candidate will bring proven experience managing local governance programs in Jordan
and have a strong reputation and rapport with governmental counterparts. Additionally, the candidate
should possess:
* Minimum master’s degree in public policy, climate/environment sciences, urban planning, public
policy, finance, international development, engineering, economics, or a related field;
* Minimum ten (10) years of demonstrated progressively responsible experience in the successful
implementation of projects focusing on local governance;
* Demonstrated success in managing a team to produce quality results, based on an established work
plan that includes written deliverables, live events, analytical and learning exercises, and significant

stakeholder engagement with GAM, other GOJ agencies and ministries, private sector actors, and civil
society and citizens;
* Experience working with different GAM sectors, directorates, and departments, and knowledge of
how units collaborate for capital investment planning, budgeting, strategic planning, and other
governance processes;
* Understanding of policy-making process for GAM—working through city manager, city council, mayor,
and parliament—and experience contributing to or working with relevant climate policy, e.g., green
building standards, zoning;
* Understanding of GAM’s mandates and legal competencies for citizen and public services;
* Experience with citizen-centered governance, including community engagement for planning and
oversight of municipal services;
* Excellent oral and written communication skills. Demonstrated ability to think strategically and
communicate one’s vision to partners and colleagues;
* Proficiency in English and fluency in Arabic required; and
* Jordanian nationals and especially women are strongly encouraged to apply.
