About our Country Program/ Regional Programs

Relief International has been implementing programming in Jordan since 2004, in the wake of the Iraqi refugee crisis and are currently actively engaged in the response to the Syria refugee crisis in Jordan, including provision of services to both refugees and the host community. Currently, Relief International’s portfolio in Jordan focuses on the education and livelihoods sectors the host community and the camps. Relief International also values coordination with other agencies and the government of Jordan and takes leadership roles within the response as relevant. Due to funding challenges, Relief International scaled down in Jordan starting in late 2023 but is now in the process of rebuilding the country program based on new anticipated funding commitments.

Middle East Region

RI operates in seven countries in the Middle East region:  Iraq, Jordan, Lebanon, occupied Palestinian territory (oPt), Syria, Turkey and Yemen, with a focus on the four RI sector pillars: Health, WASH, Education and Economic Opportunity.  We employ more than 4,000 staff (direct and indirect) in the Middle East region and implement a range of humanitarian and development programs valued at approximately $70 million USD on an annual basis.

Job Profile

The MEAL Coordinator is a key driver of program quality and impact, ensuring data-driven decision-making and continuous improvement across RI's BPRM project in Jordan

Your role will be to design, implement, and manage the project's comprehensive Monitoring, Evaluation, Accountability, and Learning (MEAL) system. Leading the collection, analysis, and utilization of program data to inform strategic decisions, improve project MEAL framework implementation, and ensure compliance with donor requirements

Key responsibilities

Accountability and Complexity

  • Identify and address data quality issues, adapt MEAL approaches to evolving program needs, and provide solutions to unexpected challenges in data collection and analysis
  • Develop high-quality reports that clearly articulate project progress, outcomes, and lessons learned, ensuring accountability to donors and stakeholders.

MEAL Systems and Framework:

  • Establish project MEAL framework and systems for the PRM project, including effective accountability to affected communities.
  • Develop performance MEAL plan and tools in accordance with project and organizational needs.
  • Ensure relevant MEAL SOPs and MEAL organizational standards are in place and implemented in the CO.
  • Establish an accurate information management system with clear roles and responsibilities within the MEAL, program and technical departments.

MEAL systems implementation, reporting and proposal development:

  • Lead on the monitoring and evaluation of project implementation in coordination with the PM and relevant staff members.
  • Lead on the development of project baselines, needs assessments, internal/external evaluations from data collection/analysis to results reporting.
  • Review, verify and report on results achieved to the program team and propose recommendations to further enhance the achievement of specified results.
  • Ensure proper documentation for any MEAL related activity is in place, properly stored and maintained according to internal policies as well as in accordance with donor regulations.
  • Provide reports based on ongoing implementation of MEAL activities on monthly/quarterly basis (or whenever required) to CD and actively contribute to development of high-quality donor reporting.
  • Ensure proper implementation of and follow-up on systems established to be accountable to affected population.
  • In coordination with the Project Manager and Technical Lead, contribute to learning opportunities and data reflection events contributing to project adaptation.
  • Contribute to institutional knowledge, evidence building and improvement of MEAL methods and techniques.
  • Ensure MEAL team actively contributes to internal reporting as per RI systems and procedures.
  • Contribute to the proposal development process by supporting the design of the project MEAL logframes in accordance with donors’ regulations and best practices.

Team Management and collaboration:

  • Provide ongoing training, coaching and mentoring to MEAL staff at all levels of project implementation in the areas of reporting, accountability, monitoring, evaluation and learning,
  • Lead the MEAL team dynamic and relations, grievances, leaves’ management, empowerment, training and development, performance objectives, capacity building, completion of performance evaluations in a comprehensive and timely manner.
  • Support team members in the effective performance of their job ensuring that they have the system, tools and knowledge to effectively contribute to the job in-hand.
  • Support MEAL team to make decisions within their level, taking leadership roles to resolve issues, and collaborating with the CD for resolution of issues at a higher level or if assistance is requested.
  • In coordination with HR and CD, actively participate in identifying any vacancies and recruitment needs; this includes shortlisting CVs, participating in interviews, providing technical feedback, developing job descriptions, orienting new joiners regarding their on-the-job tasks and any other related tasks.
  • Strengthen MEAL knowledge and understanding among other key staff

Person Specification

Skills, knowledge and expertise required for the role.

Essential criteria

  • Master’s degree in a relevant field or bachelor’s degree with commensurate work experience.
  • Minimum of three years professional experience in MEAL; with a minimum of one year of professional experience as a supervisor.
  • Proven data collection and data management experience
  • Experience working with USG donors, other donors are an advantage.  
  • Strong interpersonal skills and demonstrated ability to provide technical coaching and consultative support, to work effectively in a team, and to promote peer ease and cooperation in results monitoring and evaluations.
  • Strong in spoken and written English and Arabic.
  • Experience in leading trainings on MEAL for staff.
  • Demonstrated ability to manage multiple priorities, deadlines, and tasks efficiently.
  • Excellent time management skills and resourcefulness with strong attention to detail.
