Job Summary

The Supply Chain Officer is overall responsible for ensuring that all assigned Supply chain & Procuremnt tasks are properly executed and reported in the area of operation. He/She will be responsible and accountable for executing and providing technical oversight in the field and performing all kind of procurement mainly “medical” & non-medical procurement in the field, or any other assigned activities in compliance with IMC , country and donor procedures, rules and regulations. Keeps close contact with the management for guidance and technical support.

MAIN TASKS AND RESPONSABILITIES

  • Provide support to all Programs in compliance with IMC’s SOPs. And enhances business coordination among the program, and finance departments.
  • Plan, coordinate, and execute all medical procurement activities for International Medical Corps programs
  • Manage and leads the prequalification process of the medical commodities suppliers.
  • Manage the medical referral tenders , contracts with private hospitals and ensure adding any extra services to the contracts .
  • Focal point with Medical Referral Project private hospitals in terms of communications related to amendments.
  • Conduct a market Survey to identify potential medical & non-medical suppliers, assess their capabilities, and negotiate favorable terms and conditions.
  • Oversee the bidding process, evaluation of bids, and selection of vendors, ensuring compliance with established procurement policies and procedures.
  • Manage procurement contracts, monitor supplier performance, and address any issues or disputes that may arise.
  • Monitor the prequalified vendor list and ensure that all documents are valid and available
  • Perform the regular inspection to IMC Medical Warehouse, and ensure that its comply to the JFDA , Local authorities , donors & IMC requirements .
  • Manage vendors database and complete the vendor registration and update on a regular basis
  • Assist Program /site focal point to prepare the GRN/ SRN on the system and ensure to be delivered to procurement or finance department
  • Ensure procurement processes comply with internal policies, donor requirements, and applicable laws and regulations
  • Represents positively International Medical Corps to government officials, community representatives, NGO Forums, partners and vendors in a positive and professional manner, and support timely data collection and submission of logistics reports to donors.
  • Assist the head of unit/department of the medical GIKs valuation, in line with applicable procedures, SOPs, and guidelines.
  • He/She will be responsible of managing the Medical & Non medical agreements, and follow up with the project managers, Management and lawyer to ensure that all lease agreement are renewed or terminated on the right time and in line with local law and IMC manual.
  • Effective coordination of the supply and receiving of goods and services (support the programs and Supply Chain team)
  • Coordinate with the Warehouse to ensure that all the required documents (GIO, Waybill and releases…) are available upon delivery and for permissions purposes.
  • Ensures that transactions are documented, stored and accessible as per standard procedures, and audit trail is in place.
  • Ensure all procurement documentation along with its audit trial is submitted correctly to the finance department.
  • Responsible for assigned activities compliance with IMC policies and procedures and applicable donor regulations and local laws.
  • Supports assessment and evaluation of risks impacting Logistics and ensures action plans are in place to mitigate, minimize or remove risks impact.
  • Perform other duties as assigned. The duties and responsibilities listed in this document are representative of the nature and level of work assigned and not necessarily all inclusive.
  • Committed to fraud prevention, detection, reporting and fraud risk reduction as per IMC policies and procedures, donor regulations and local laws.​

MINIMUM REQUIREMENTS

  • Bachelor’s degree Supply chain, Pharmacy, Industrial Engineering or any other related field.
  • Proficient in computer applications, especially with MS Word & Excel
  • 3+ year experience . minimum 2 years in humanitarian organizations , medical experience in related sector is highly preferred.
  • Excellent level of written and spoken English .
  • Strong organizational and problem-solving skills with analytic approach.
  • Ability to work within a team structure or in isolation, flexible, and can cope with stressful workloads and working with limited resources.
